About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for card readers for the Minneapolis VA Medical Center (VAMC). The procurement is for an SPS (Sterile Processing Services) Equipment Site Prep project with a construction magnitude between $2,000,000 and $5,000,000. The specific procurement involves installing Lenel Corporation card readers (Model RPK40) and Lenel Model 1300-u control boards for the facility's security system.
The justification details unique characteristics requiring a single source: the Minneapolis VAMC's existing security system is exclusively Lenel-based, and other manufacturers' card readers are not compatible with the current infrastructure. Market research confirmed no alternative card readers can meet the facility's needs, as they cannot connect to existing power boards or communicate with the current system. The procurement is critical for maintaining a functional, communicating security system, with the potential for compromised safety if alternative systems were introduced. The document is signed by the Contracting Officer from Network Contracting Office (NCO) 23, approving the purchase in accordance with FAR 13.106-1.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over MPT but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C263-25-AP-2426
1. Contracting Activity: Veterans Health Administration (VHA), NCO 23 Contracting
Office, 113 Comanche Road, Fort Meade, SD 57741
Requesting Activity: Department of Veterans Affairs, VISN 23, VAMC Minneapolis, 1 Veteran Drive, Minneapolis, MN 55417
2237 Number: 618-25-3-6954-0012 for Project # 618-CSI-240 SPS Equipment Site Prep
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
This project will include the installation of more VA standard security features in the SPS Decontamination space. This includes new card readers that are the same brand and quality as the existing card readers in the Minneapolis VA medical center and the medical center out-buildings. This installation will also include the related components, associated wiring, and control board.
This procurement is for an SPS Equipment Site Prep at the Minneapolis VAMC. The scope includes everything necessary to renovate the Sterile Processing Services project area so it meets the requirements of the Department of Veterans Affairs. The item listed below is a brand name for which the VA is not able to accept equal or alternate items. The value of these items is listed below and the VAAR Construction magnitude for the entire project is between $2,000,000 and $5,000,000.
a. Card Readers
i. Brand Name: Lenel Corporation
1. Lenel HC Model RPK40 Card Readers
2. Lenel Model 1300-u control board
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Minneapolis VAMC facility security system is currently Lenel with HD readers and Lenel control boards. Readers must be compatible with Lenel and FIPS compliant. These items have been standardized throughout the facility, other card readers are not compatible with the current system, they have no way of connecting to the power boards or communicating with the system currently in place. A functional, communicating security system is a major safety requirement, Lenel zone control boards are also required to connect back to the Lenel system. If any other control board were provided, it would require a new, separate head-end as well as monitoring equipment. Police would not be able to monitor multiple systems and safety would be compromised.
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#
4. Description of market research conducted and results or statement why it was not conducted:
No other card readers will meet the needs of our facility. Market research was conducted during the initial security system installation, multiple manufacturers were researched and given the opportunity to bid. Inquiries have been made to other manufacturers as to whether or not their systems were compatible, and they were not. This justification is specific to the manufacturer, Lenel Corporation. Market research identified authorized dealers of Lenel products but the research could not specifically locate card readers as part of what they offer. The Minneapolis VA Medical Center only uses card readers that are manufactured by the Lenel Corporation.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
