About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for installing automatic door operators at the Minneapolis VA Medical Center (VAMC). The procurement is part of a Sterile Processing Services (SPS) Equipment Site Prep project with a construction magnitude between $2,000,000 and $5,000,000. The project requires installing Stanley Auto Door operators in several specific areas, including corridor doors leading to decontamination rooms, clean scope processing rooms, logistics areas, and pass-through hallways.
The justification for sole-source procurement is based on the medical center's existing infrastructure, which already contains approximately 102 Stanley Auto Door Operators. The facility's maintenance staff are trained specifically on these operators, stock only Stanley parts, and have experienced consistent performance with this brand after previous issues with other manufacturers. The contracting officer certified the purchase under FAR 13.106-1(b), highlighting the critical nature of maintaining consistency and efficiency in the facility's door operator systems.

2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
The project area requires the installation of automatic door operators to several of the newly added doors for the renovated SPS space. These door operators will be placed in corridor doors leading to the scope decontamination room, the anteroom leading to the clean scope processing room, the anteroom leading to the logistics area, and inside the pass-through hallway.
This procurement is for an SPS Equipment Site Prep at the Minneapolis VAMC. The scope includes everything necessary to renovate the Sterile Processing Services project area so it meets the requirements of the Department of Veterans Affairs. The value of these items is listed below and the VAAR Construction magnitude for the entire project is between $2,000,000 and $5,000,000.
a. Auto Door Operators
i. Vendor: Stanley Auto Door
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The intent is to install a new Auto Door Operator that is of the same brand and quality as the existing Auto Door Operators in the medical center and at the medical center out-buildings.
The medical center has approximately 102 Stanley Auto Door Operators installed in doors at the medical center. The medical center currently stocks parts for only the Stanley Auto Door Operators. The medical center maintenance staff are trained to service these Auto Door Operators and maintain them in working conditions. Also, the Stanley door operators have flexible programming with interchangeable parts. For instance, if a door needed a left motor, a right motor can be used in its place. If another vendor is used, maintenance would have to stock parts from different vendors and train their staff on how to work with the respective parts.

4. Description of market research conducted and results or statement why it was not conducted:
The Minneapolis VA has been procuring its auto door operators specifically from Stanley Auto Door since 2015 or earlier. The Minneapolis VA facility not only procures from Stanley Auto Door, the facility also has them performing maintenance on the door operators since Stanley Auto Door is local. Before using Stanley, the VA has used other brands but those brands both had issues and failed. When Stanley was chosen, there has been very little issue since. The VA only solicits from Stanley Auto Door for any matter regarding the facility’s power door operators. Approval of the items as brand name only is critical for the overall efficiency of the completed project and the Minneapolis VAMC facility as a whole.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
