About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for ATS Robot Reprogramming at the Minneapolis VA Healthcare System. The procurement is for John Bean Technologies (JBT) Corporation to reprogram automatic transport system (ATS) robots' travel paths during a site preparation project, with a project value between $2,000,000 and $5,000,000. The VA has exclusively used JBT for ATS robot matters since 2004, citing proprietary software and components as the rationale for sole-source procurement. The document details that the robots move throughout the hospital via target sensors, and JBT will survey and modify the robot routes to minimize facility disruption during construction, with temporary target sensors to be installed and later removed once the project is complete.
The procurement is part of the SPS Equipment Site Prep project at the Minneapolis VAMC, with the ATS robot reprogramming being a critical component of the facility's renovation. The justification emphasizes that JBT is the only vendor capable of handling the robot path modifications due to their exclusive programming knowledge and proprietary technology. The document is approved by the Contracting Officer and aligns with Federal Acquisition Regulation (FAR) 13.106-1, with an effective date of 11/15/2024 and a revision number of 01.

Text version
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#
Since the path of the robots needs to be changed, the VA must use the company that initially programmed the robot paths, JBT.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was not conducted because the Minneapolis VA has been using JBT for any matters regarding the ATS robots since 2004. Additionally, the software and components used are proprietary to JBT, therefore choosing another vendor to do the programming is not a viable option. If there’s something that needs to be done regarding the ATS robot, JBT is the only company that handles it. The VA only solicits from JBT for matters regarding the ATS robots.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
