About this file
This document is a Justification for Single Source Awards for a Building Automation System procurement at the Minneapolis VA Medical Center. The project involves adding new card readers, door operator push pads, pressure transducers, and temperature monitors to the existing Metasys system, with the entire project's construction magnitude estimated between $2,000,000 and $5,000,000. Johnson Controls, Inc. (JCI) is the sole vendor selected due to the facility's existing proprietary building automation system, which has been serviced by JCI since 2012 or earlier. The justification emphasizes that alternative systems would require overhauling the existing infrastructure, potentially compromising patient safety, building temperature comfort, and increasing maintenance and training costs.
The procurement is specifically for the Sterile Processing Services (SPS) Equipment Site Preparation, with the Network Contracting Office 23 conducting the acquisition. Market research confirmed that JCI's software and components are proprietary, making alternative manufacturers non-viable. The Contracting Officer, Calvin L. Courtney, has certified the purchase in accordance with FAR 13.106-1(b), affirming the accuracy and completeness of the justification for this single-source award.

Office, 113 Comanche Road, Fort Meade, SD 57741
Requesting Activity: Department of Veterans Affairs, VISN 23, VAMC Minneapolis, 1 Veteran Drive, Minneapolis, MN 55417

2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
In this project, the facility is adding new card readers, door operator push pads, pressure transducers, temperature monitors, and tying them in along with the new equipment into the existing system, Metasys.
This procurement is for an SPS Equipment Site Prep at the Minneapolis VAMC. The scope includes everything necessary to renovate the Sterile Processing Services project area so it meets the requirements of the Department of Veterans Affairs. The value of these items is listed below and the VAAR Construction magnitude for the entire project is between $2,000,000 and $5,000,000.
a. Building Automation System
i. Vendor: Johnson Controls, Inc (JCI)
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The entire Minneapolis VA Medical Center facility utilizes Johnson Controls International (JCI) building automation system. JCI is the only vendor that provides the Metasys hardware, software, and maintenance services for the facility’s Building Automation System.
Their programming and equipment are proprietary and other contractors are unable to access their system. This renovation of SPS requires additional controls that must be connected to the existing hospital. If the renovated SPS area were to be controlled via a new system, the facility would have to either overhaul the existing system for the new one or have two separate systems. This will require more home run connections for the new system, if it can even work with the existing system. This would also add additional components that we do not currently stock and adds unnecessary cost. Additionally, having a standardized system improves patient safety, building temperature comfort, alarms/alerts, and reduces maintenance and training costs. Patient comfort and safety would be at risk if a patch work of building automation systems were installed in any facility that already has JCI
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# controls. Lack of a standardized system would impact the facilities ability to maintain proper building automation.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted prior to selecting Jonhson Controls as the facilities’ standard base. Market Research proved the software and components used are proprietary to JCI, therefore choosing another manufacturer is not a viable option. Also, the Minneapolis VA facility’s Building Automation System has been serviced by JCI since 2012 or earlier.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
