About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for procuring LCN brand door closers for the Minneapolis VA Medical Center's Sterile Processing Services (SPS) Equipment Site Preparation project. The procurement is for installing new door closers on newly built doors during a renovation, with the project's construction magnitude estimated between $2,000,000 and $5,000,000. The justification emphasizes standardization, noting that LCN door closers are the only acceptable brand due to existing inventory, maintenance practices, and facility-wide standardization. The single-source justification highlights that using alternative brands would create significant cost duplication, potential equipment functionality issues, and require additional staff training and parts inventory for maintenance personnel.
The document is signed by the Contracting Officer from Network Contracting Office (NCO) 23, Calvin L. Courtney, who certifies the purchase is approved in accordance with FAR 13.106-1(b). The procurement is specifically for the Minneapolis VA Medical Center (VAMC), with the project number 618-CSI-240, and the 2237 Number is 618-25-3-6954-0012. The justification explicitly states that no additional market research was conducted because no other door closers will meet the facility's needs, and the Minneapolis VA Medical Center exclusively uses LCN-manufactured door closers.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over MPT but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C263-25-AP-2426
1. Contracting Activity: Veterans Health Administration (VHA), NCO 23 Contracting
Office, 113 Comanche Road, Fort Meade, SD 57741
Requesting Activity: Department of Veterans Affairs, VISN 23, VAMC Minneapolis, 1 Veteran Drive, Minneapolis, MN 55417
2237 Number: 618-25-3-6954-0012 for Project # 618-CSI-240 SPS Equipment Site Prep
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
This project will be installing new door closers on the newly built doors for the SPS renovation.
This procurement is for an SPS Equipment Site Prep at the Minneapolis VAMC. The scope includes everything necessary to renovate the Sterile Processing Services project area so it meets the requirements of the Department of Veterans Affairs. The item listed below is a brand name for which the VA is not able to accept equal or alternate items. The value of these items is listed below and the VAAR Construction magnitude for the entire project is between $2,000,000 and $5,000,000
a. Door Closers
i. Brand Name: LCN
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These items have been standardized throughout the Minneapolis VAMC. Installing door closers from a different brand will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The VA carpenter shop keeps parts and extra closers in stock for repair and/or replacement of our existing door closers; the VA locksmith currently maintains the existing door closers.
If a different brand was used, the VA carpenter shop would have to start keeping extra closers for different brands in addition to the existing brand and the VA locksmith would have to train their staff on how to maintain both the existing and new brand of door closers.
Adding a new brand of door closer would cause additional training for VA staff along with increased maintenance time and cost to stock parts.
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#
4. Description of market research conducted and results or statement why it was not conducted:
Additional market research was not conducted because no other door closers will meet the needs of the Minneapolis VA Facility. Market research was conducted when the decision was made to have LCN brand door closures be the standard used throughout the Minneapolis VAHCS. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly.
This justification is specific to the manufacturer, LCN. The Minneapolis VA Medical Center only uses door closers that are manufactured by LCN.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
