About this file
This document is an Asbestos Re-Inspection Report for the Biloxi Veterans Administration Medical Center in Biloxi, Mississippi. The report was prepared by MECX, LP in accordance with the Asbestos Hazardous Emergency Response Act (AHERA) to re-inspect asbestos-containing building materials (ACBMs) at the site.
The report identifies several areas with significantly damaged ACBM that require immediate abatement and removal, including floor tiles in Buildings 1, 17, and 50. It also notes materials that were previously identified as asbestos-containing but are no longer present, as well as suspect materials recommended for sampling to determine asbestos content. The report recommends that a supplemental AHERA-compliant asbestos survey be conducted covering all buildings on the site. Until then, AHERA surveys should be performed prior to any renovations or demolition that could disturb potential ACM.

1.0 EXECUTIVE SUMMARY
MECX, LP (MECX) has performed an Asbestos Hazardous Emergency Response Act (AHERA) Three Year Asbestos Re-inspection of Biloxi Veterans Administration Medical Center in Biloxi, Mississippi (the Site) in accordance with the proposal dated January 15, 2008 between MECX and the VA Gulf Coast Veterans Health Care System. The asbestos re-inspection process requires a certified accredited asbestos inspector visually re-inspect and reassess the condition of material know to be asbestos containing materials (ACM).
On March 3, 1992 members of Pickering Environmental Consultants along with members of the HAZCLEAN Corporation performed a comprehensive asbestos survey of the Biloxi VA Medical Center. Subsequent asbestos re-inspections have been performed in September 1998, June 2001 and June 2005. MECX conducted the asbestos re-inspection on March 3 & 4, 2008.
MECX’s asbestos inspector was accompanied by Robert Esher, the VA personnel member with best knowledge of the facility and access to all the buildings on the Biloxi VA campus. A summary of the results of MECX’s survey is presented below.
• Significantly Damaged ACM requiring immediate action:
1. Building #1 – 9”x9” Brown floor Tile and associated mastic located in the first floor computer/communication room is showing signs of wear and is beginning to delaminate.
2. Building #18 – There is no documentation that the soil located in the crawl space was sampled and/or removed during the abatement and removal of the asbestos insulation and debris located on the crawl space floor. The crawl space floor is not encapsulated.
3. Building #17 – 9”x9” Gray floor Tile and associated mastic located behind the stage in the second floor room 209 is showing signs wear and is beginning to delaminate.
This tile will break if walked on.
4. Building #10 – 12”X12” Tan floor tile w/ beige modeling located in the Engineering A/C office area is abrading and showing signs of wear in the area were rolling chair are continuously moving across the floor.
5. Building #50 – 12”X12” Tan floor tile w/ beige modeling located in the Engineering grounds office area is abrading and showing signs of wear in the area were rolling chair are continuously moving across the floor.
• Materials Not Present:
During the MECX asbestos re-inspection previously identified as being asbestos containing in the September 1998, June 2001 and June 2005 re-inspections reports that were not observed during the MECX re-inspection and appeared to have been abated and/or removed. A table detailing the materials is presented in Section 5.0 of this report.
• Materials Recommended For Sampling:
MECX asbestos re-inspection identified suspect materials that were not previously identified as being asbestos containing in the September 1998, June 2001 and June 2005 re-inspections reports. Suspect materials not previously identified and recommended by MECX for sampling are detailed in a table presented in Section 6.0 of this report.
• Regulatory Changes
OSHA regulations have changed since the 1992 survey, adding a requirement that building owners determine the location, amount and condition of ACM in their buildings in accordance with AHERA sampling requirements. The previous asbestos surveys do not conform to AHERA sampling requirements.
MECX recommends that a supplemental asbestos survey be conducted covering all buildings on the Site in accordance with AHERA requirements and to the extent possible taking into account the samples already collected in the previous surveys. Until this supplemental comprehensive survey is completed, AHERA surveys should be conducted in any areas where planned renovations or demolition will potentially disturb possible ACM.
Following this Executive Summary, Section 2.0 provides the USEPA’s assessment criteria.
Section 3.0 presents the homogenous areas and locations re-inspected. Section 4.0 presents a summary of high priority response action areas. Section 5.0 presents a summary of homogenous areas and materials that have been abated and are no longer present and Section
6.0 presents suspect materials recommended for sampling.
2.0 USEPA’S ASSESSMENT CRITERIA
2.1 ACM APPLICATION TYPES
ACBMs are divided into the following application types:
1. Thermal system insulation (TSI): Insulation applied to pipes, fittings, boilers, breeching, tanks, ducts, or other interior structural components to prevent heat loss or gain, or water condensation, or for other purposes.
2. Surfacing Materials: Material that is sprayed-on, troweled-on, or otherwise applied to surfaces, such as acoustical plaster on ceilings and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes.
3. Miscellaneous Materials: All other asbestos materials, including floor tiles, ceiling tiles, transite board and cloth materials.
2.2 USEPA AHERA ASSESSMENT CRITERIA
This section presents the seven categories formulated by the USEPA for determining the type and condition of ACBM.
1. Friable & Non-Friable: ACMs are classified as either friable or non-friable. Friable ACMs are those that contain more than one percent asbestos and, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. In contrast, non-friable ACMs cannot be crushed with hand pressure.
2. Damaged ACBM: That material which has deterioration, delamination, water damage, lacks cohesion, is blistered, crumbling, gouged, marred heavily, abraded, or is any way has lost its structural integrity over more than 1% but less than 10% of the surface are if the damage is evenly distributed or less than 25%, if the damage is localized in one area of the homogeneous area. Categorized as fair condition.
3. Significantly Damaged ACBM: That material which has deterioration, delamination, water damage, lacks cohesion, is blistered, crumbling, gouged, marred heavily, abraded, or is any way has lost its structural integrity over at least 10% of the surface area if the damage is evenly distributed or at least 25% of the surface if the damage is localized.
Categorized as poor condition.
4. Good Condition ACBM: ACBM with no visual damage or deterioration in less than one percent of the material and/or covering. All ACBM in good condition is considered to have the potential to become damaged.
5. Potential for contact with ACBM material:
a. High – Work is conducted in the vicinity of the material more than once per week and/or the material is in a public area (e.g., hallway, corridor, auditorium) and accessible to building occupants.
b. Moderate – Work is conducted in the vicinity of the material once per month to once per week and/or the material is located in an area not accessible to building occupants.
c. Low – Work is conducted in the vicinity less than once per month and/or the material is visible but not within reach of building occupants
6. Potential for ACBM to have influence of vibration:
a. High – Loud motors or engines present, intrusive noises or easily sensed vibrations.
b. Moderate – Motors or engines present but not obtrusive, occasional loud sounds.
c. Low – None of the above
7. Potential for air erosion:
a. High – High velocity air (e.g. elevator shafts or fan room)
b. Moderate – Noticeable movement of air(e.g., air shaft, ventilator air stream)
c. Low – None of the above
8. ACBM with potential for damage - Pertains to circumstances which:
a. Friable ACBM is in an area regularly used by building occupants, including maintenance workers, currently intact (good) condition.
b. There are indications that there is a reasonable likelihood that the material or its covering will become damaged, deteriorated or delaminated due to factors such as changed in building use, changes in O&M Practice, and changes in occupancy or recurrent damage.
9. ACBM with potential for significant damage - Pertains to circumstances which:
a. Friable ACBM is in an area regularly used by building occupants, including maintenance.
b. Indications that there is a reasonable likelihood that the material or its covering will become damaged, deteriorated or delaminated due to factors such as changed in building use, changes in O&M Practice, changes in occupancy or recurrent damage.
c. The material is subject to major or continuing disturbance, due to factors including but not limited to accessibility or under certain circumstances, vibration or air erosion.
