About this file

This document is a Justification and Approval (J&A) for other than full and open competition to procure Honeywell-Notifier brand fire alarm devices and services for the VA New York Harbor Healthcare Medical Center (VANYHMC) as part of the CD Refresh project.

The procurement will be a firm-fixed price delivery order to standardize the Honeywell-Notifier fire alarm system across the VANYHMC campus. This includes installation of approximately 240 new notification appliances, initiating devices, smoke detectors, and other components. The estimated cost is $250,000 with a 60-month period of performance. The justification cites that the existing VANYHMC fire alarm system uses Honeywell-Notifier products, and integrating the new devices with the current system is necessary to maintain efficiency and uniformity. The procurement will be competed as a Request for Proposal, but will specify the brand name requirement. Market research was not conducted since the decision was made to continue with the existing Honeywell-Notifier system.

DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A) For

Other Than Full and Open Competition Brand Name

1. Contracting Activity: Department of Veterans Affairs, Office of Construction and Facilities

Management-Eastern Region (003C4C), 425 I Street NW Washington, DC 20001.

2. Nature and/or Description of the Action Being Processed: This sole source justification for a brand name comes as a result of a VA New York Harbor Healthcare Medical Center (VANYHMC) requirement for a firm fixed priced delivery order to the CD Refresh Project. This purchase serves to standardize Honeywell-Notifier and shall include installation, materials, parts, software, labor and certifications. These Honeywell-Notifier devices shall be installed, made operational, and integrated with the existing VAHNYMC fire alarm system.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Honeywell-Notifier devices shall be provided throughout the locations within the scope of work in the CD Refresh scope of work. This includes a portion of Building 1 basement, Building 1 ground floor, portion of Building 1 third floor, a portion of Building 2 ground floor, a portion of Building 2 first floor, a portion of Building 2 second floor, a portion of Building 6 first floor. Honeywell notifications appliances including fire alarm speakers, fire alarm speaker/strobes and fire alarm strobes will be provided in Corridors, Vestibules, Toilets, IT Rooms, Storage Rooms, Loading Docks, Offices, etc. Honeywell initiating devices including manual pull stations will be provided at each egress stair door and other approved locations. Smoke detectors and door holders will be provided on the door between the smoke zones; waterflow and tamper switches to monitor the sprinkler system and duct smoke detectors in the HVAC units. The CD Refresh Project project adds approximately 240 new devices in its scope of work. The estimated cost as is $250,000.00. The estimated period of performance is 60 months. This information provided is based off the current A/E Basis of Design Narrative.

4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(1), as implemented by FAR 6.302-1 (c).

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VANYHMC’s existing fire alarm system consists of Honeywell-Notifier line of products. This fire alarm system collects all fire alarm data from the entire VANYHMC complex to provide life safety systems surveillance. Having the devices installed in the CD Refresh Project be compatible with the VANYHMC’s existing fire alarm system would allow for minimal downtime during the turnover process. Moreover, it will be cost-effective effective in terms of maintenance and service to interface the new fire alarm Notification Appliances and Initiating Devices in the areas of work of the CD Refresh Project with the existing VANYHMC Honeywell-Notifier fire alarm system. In addition, it will maintain the efficiency and uniformity of the fire alarm system at the VANYHMC. It is also worth to note that this fire alarm system complies with VA Fire Protection Design Manual and fire protection specifications for Fire Protection Systems. Therefore, for the benefit of the Government, it is requested that the Honeywell-Notifier line of products shall be specified for the fire alarm devices including

Notification Appliances and Initiating Devices for the CD Refresh Project by means other than full and open.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement will be competed and synopsized on SAM.gov as a Request for Proposal (RFP) and will indicate the requirement for brand name specification for the Honeywell-Notifier devices. Since the construction contract is being awarded as a firm fixed price contract through competitive proposals, the proposers are incentivized to locate the supplier that will provide the item at the most economical price.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The Contracting Officer has determined the procurement to be the best value to meet the Government’s needs. The requirement to use Honeywell-Notifier was verified through peer review of the Independent Government Estimate (IGE). The request for proposal (RFP) will seek competition. Proposals received in a competitive environment are considered fair and reasonable to the government based on competition.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Since this is the existing campus wide system and patching in another manufacturer to it is not feasible, no additional market research was conducted and the decision was made to sole source Honeywell-Notifier for this brand name justification.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None. See Item #5 above.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:

VANYHMC has considerable investment in its fire alarm system that uses Honeywell-Notifier. There are no plans for any future changes to their fire alarm system network which if necessary, would require major changes and considerations to the facility and support including training and familiarity for current employees that use the Honeywell-Notifier equipment. VANYHMC will be continuing with the Honeywell line of products for its fire alarm system needs and continuity in patient care, which will be the least costly method of procurement, all considerations (procurement/administrative costs) considered. Efforts will be made to introduce other contractors that have been authorized by Honeywell-Notifier to provide goods and services.

12. Requirements Certification: I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
