About this file

This document is an RFP Response for the Oregon Department of Transportation (ODOT) Tolled Facilities Volume Projections. The RFP is for a Commercial Back-Office Toll System Integrator and Customer Service Center to support the Oregon Toll Program, a comprehensive program for revenue collection and congestion management. The document provides transaction, traffic, and account volume estimates for the Interstate Bridge Replacement (IBR), Abernethy (I-205), and Regional Mobility Pricing Project (RMPP) toll facilities over a 10-year period from 2024 to 2033. The estimates include point transactions, trip transactions, and traffic breakdown percentages by transaction/account type. The document also provides estimates for registered and unregistered accounts to handle the toll facilities.

The volume estimates were prepared by ODOT's consultant team and are subject to change. The estimates do not affect the evaluation of the price proposal, as ODOT will continue to use the provided numbers on sheets 1b and 2b of Attachment E of the RFP for price evaluation purposes. The document reminds bidders of the defined terms for transactions, including point transactions, trip transactions, transponder-based transactions, and license plate transactions.

*Disclaimer: This document is part of the Q&A Volumes and is in response to several questions received about transaction volumes. ODOT will continue to use the provided numbers on sheets 1b and 2b of Attachment E of the RFP for price evaluation purposes.

Transaction, Traffic, and Account Volume Estimates (September 2023)

The volume estimates included in this document were prepared by ODOT’s consultant team. ODOT’s consultant team used currently accepted professional practices and procedures in the development of these transaction and account estimates. However, as with any forecast, it should be understood that differences between forecasted and actual results may occur as caused by events and circumstances beyond the control of the forecasters. While the consultant team believes that these projections are based on reasonable assumptions as of the date of the estimate, such forward-looking statements involve risks and uncertainties that may cause actual results to differ materially from the results predicted.

The volumes included in this document are estimates only and are subject to change.

Table 1a presents the estimated number of point transactions by Oregon Toll Program facility expected to be implemented. For the RMPP facility, multiple point transactions may be aggregated to create a trip transaction to post to an account, as shown in Table 1b and as defined in Exhibit S.

Transaction

The data set provided in an electronic message that describes the vehicle, the toll to be charged to the account, the date-time-location of the toll event, and other information as necessary for proper system function. A point transaction identifies the vehicle and toll from a single toll zone. A trip transaction is derived from the association of many point transactions to describe an end-to-end trip on a roadway and set a single toll for the entire trip.

All transactions will have the same uniform data format, but content can vary. A transponder-based transaction will include a valid transponder number. All transactions will have license plate information. A transaction without a transponder will be referred to as a license plate transaction.
