About this file

This document is a pre-proposal presentation for the Oregon Toll Program's Commercial Back Office System (CBOS) and Customer Service Center (CSC) request for proposal (RFP) issued by the Oregon Department of Transportation (ODOT). The RFP seeks a contractor to provide a modern, configurable, and scalable CBOS and CSC solution to support ODOT's toll operations, including systems, people, and processes. The solution will serve multiple tolling facilities across the I-205, I-5, and other potential locations, with an expected scale of up to 2 million transactions per day. The RFP outlines the key elements of the CBOS and CSC, including account management, financial processing, customer service, transaction processing, and security. It also details the business rules, requirements, and statements of work for the project. The RFP has a proposal due date and an anticipated contract award within 12 weeks of the bid opening date.

The pricing for the CBOS and CSC solution is to be submitted through the OregonBuys platform. The RFP does not mention any specific set-asides or incumbents, but it emphasizes ODOT's desire for service-oriented approaches and outcome-based requirements rather than design specifications. The project will be funded through ODOT's toll revenue generation and congestion management objectives, with the selected contractor responsible for keeping the system updated throughout the contract term.
