About this file

This document is a set of business rules for the Commercial Back-Office Toll System Integrator and Customer Services Center for the Oregon Toll Program, which is a comprehensive program for revenue collection and congestion management. The rules cover key aspects of the toll system, including account management, payment processing, financial accounting, customer communication, and additional back-office functions. The system must be able to handle both registered and unregistered toll accounts, provide various enrollment and account management channels, manage discounts and credits, generate invoices and statements, and support interoperability with other toll systems. The system must also comply with generally accepted accounting principles and Oregon state data retention requirements.

The document provides detailed requirements for the toll system's features and capabilities, including payment processing, write-offs, bankruptcy handling, refunds, and account closure. It also outlines requirements for customer communication channels such as email, text messages, interactive voice response, and online chat. The system must be able to integrate with telephony, interactive voice response, and case workflow management solutions to provide comprehensive customer service.
