About this file
This is a Request for Information (RFI) Response document containing 163 numbered questions and answers related to FAA Solicitation 6973GH-26-R-00018, a Phase 2 design and installation services contract for airport electrical power systems and renewable energy systems.
The solicitation is for a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract with a minimum of five awards and maximum of fifteen firm fixed-price contracts. The contract includes a partial small business set-aside with approximately 70% of task orders designated for small business awards. The base period involves a guaranteed minimum order of $10,000 per contract awarded. Phase 1 requires submission of relevant corporate experience (three completed projects within five years), geographic support experience across minimum three CONUS regions and one OCONUS region, and key personnel resumes. Phase 2, entertained only after Phase 1 qualification, requires volume I (technical design proposal) and volume II (cost/price proposal) with pricing in Schedule B. The contract addresses site surveys (1 day for Category 1/2 facilities, up to 3 days for Category 3), design services, installation, and systems commissioning. Key clarifications include that cost/price narratives are not required for Phase 2; small business awardees need not submit subcontracting plans; proposals may be submitted in multiple emails if exceeding 25MB; projects must be fully complete at submission; and geographic experience need not be concurrent across regions. Task order evaluation will use pass/fail criteria for geographic support experience and best-value tradeoff methodology. The document provides government responses declining to answer certain post-award and Phase 2-specific questions until offerors are notified of Phase 2 eligibility.

PHASE 2 - VOLUME I - FACTOR 1 and Factor 2
PHASE 2 - VOLUME II - COST/PRICE.
M.5.2.4 PHASE 2 - VOLUME II -
COST/PRICE PROPOSAL EVALUATION
Unlike the explicit requirements for a narrative to support PHASE 2 - VOLUME I - FACTOR 1 and Factor 2, there is no explicit requirement for a Cost/Price Narrative for PHASE 2 - VOLUME II - COST/PRICE. Further, IAW M.5.2.4 PHASE 2 - VOLUME II - COST/PRICE PROPOSAL
EVALUATION, it states in part: “Price analysis is the process of examining and analyzing a proposed price without evaluating separate cost elements and proposed profit/fee. The FAA may request cost element data to perform a cost analysis.”
Can the government confirm that a Cost/Price narrative is not required to be submitted with for PHASE 2 - VOLUME II - COST/PRICE and that the information required in RFP Attachment J.36 Schedule B Price Proposal PSDI II Cost Worksheet satisfies the requirement for this volume?
IAW Setion L.5 (c) "Questions associated with Phase II will only be entertained after Offerors have been notified they qualify for Phase II."

Offerors must submit one electronic copy of the SIR with a properly signed front page, entire Section C through Section L.” Sections C through H and Section J do not contain any information to be completed by the offeror. Our proposal might exceed 25 MB, and we are concerned that the file size may be too large to send in a single email. Would it be acceptable to submit the proposal in two separate emails to avoid any delivery issues at the time of the due date? Please let me know if we can proceed this way. If your Phase 1 proposal exceeds 25MB, you may submit the Phase 1 proposal in two emails.
