About this file
This is a Reference RFI Response document containing 34 questions and answers regarding a federal contract solicitation for Power Systems Design and Implementation (PSDI) services submitted March 25, 2026.
The document addresses procedural and administrative clarifications for both Phase 1 and Phase 2 proposal submissions. Key requirements include: offerors must submit no more than three completed contracts/projects within five years as relevant corporate experience; affiliated company experience under common ownership is acceptable if resources and personnel are available to support contract performance; project completion is defined as receipt of signed CAI, submission of final contractor invoice, or receipt of final payment; Factor 1 (Scope) and Factor 2 (Geographic Support Experience) are evaluated separately with no maximum limit on geographic regions indicated; cover sheets and tables of contents are excluded from page limitations; 20-page resume limit applies to key personnel; and standalone battery energy storage system replacement work qualifies as relevant experience for Alternative Energy Systems projects. Additional guidance covers technical submission requirements including font sizes (no smaller than 12 point for J.32 attachment), SIR documentation requirements (front page and sections B-M required), invoicing procedures under 3.3.1-40 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS, and certification requirements in Section K. The solicitation includes a small business set-aside (Category 1) with task order allocation to the lowest-price offeror who captured the requirement scope. The contractor will support FAA personnel on Operational Risk Management coordination, testing and acceptance procedures, and constructability recommendations, with specific requirements referenced in SOW sections 3.2.7.9, 3.2.7.10, 3.2.8.8, and 3.2.8.9. A Phase 2 question and answer period will be provided following Phase 1 evaluation.

Phase I – Volume I – Factor 1 Scope in the SIR (p. 97). The SIR states:
“The Offeror must provide no more than three (3) completed contracts/projects, within five (5) years of the issuance of this SIR.”
We are currently evaluating several projects for inclusion in SIR Attachment J.32 and would appreciate clarification on when a project is considered complete. Specifically, should completion be defined as:
| 1. | Following final cutover |
| 2. | Upon receipt of a signed CAI |
| 3. | Upon submission of the final contractor invoice |
| 4. | Upon receipt of final payment from Delphi |
Several of the projects we are considering for submission are in different stages of “completion”, so clarification on this point would help ensure we include the most appropriate projects. Thank you for your guidance.
A project will be considered complete upon the occurrence of any of the following: 1) Receipt of a signed CAI. 2) Submission of the final contractor invoice. 3) Receipt of final payment.
19 General Will there be a question and answer period for phase 2? Yes
G.3 Invoicing and Payment, pg. 15

If no small businesses are able to perform the requirement after CO receives responses from small business contract holders, then the CO will solicit a request from the other contract holders." will be added to the contract section G.4.
