This is a Request for Proposal (RFP) solicitation response submitted by Prodigy Healthcare to the Arizona Department of Corrections, Rehabilitation, and Reentry (ADCRR) for services related to the Community Accountability Program of Community Corrections. The solicitation, issued July 7, 2025, with a due date of July 25, 2025, seeks proposals for comprehensive cognitive behavioral therapy, substance abuse treatment, case management, and 24/7 electronic monitoring services for community supervision offenders. Prodigy Healthcare proposes to deliver evidence-based programming utilizing Moral Reconation Therapy (MRT) alongside specialized CBT tracks including General CBT groups, Sexual Offense-Specific CBT, Career Criminal CBT, and outpatient substance abuse treatment. Services will be delivered through in-person programming at Maricopa County and Pima County locations (Maricopa Reentry Center, Pima Reentry Center, and Mesa office), supplemented by telehealth delivery statewide. Program delivery is proposed with multiple group sessions weekly at varying day and evening times, with all groups operating on an open enrollment, open-ended format. Prodigy commits to enrolling applicants within 72 business hours of referral and maintaining continuous operational capacity. The contract term is not explicitly specified in the proposal, though references indicate continuation of current services.
Pricing for treatment services is proposed on an hourly basis with pricing documents to be submitted per ADCRR specifications, inclusive of all participant workbooks, materials, and supplies with no separate billing for group progress documentation. Electronic monitoring services will utilize SCRAM Systems equipment (SCRAM House Arrest, SCRAM CAM, SCRAM Remote Breath, and SCRAM GPS) with equipment replacement costs absorbed by the contractor and offender billing applied for lost or damaged equipment; software and hardware upgrades are provided at no cost to ADCRR. As the incumbent provider with over 45 years serving Arizona's justice system and more than 20 years of ADCRR partnership, Prodigy Healthcare emphasizes operational continuity, established infrastructure, trained staff, and proven outcomes, including a 75 percent successful discharge rate over the prior 18 months. No set-asides or specific funding amounts are referenced in the proposal. ADCRR will determine actual participation based on availability of funds and number of eligible offenders, with no minimum spending requirements specified. Prodigy Healthcare commits to performance measurement through outcome tracking including reduction in substance use, increased supervision compliance, higher program completion rates, reduced technical violations, and decreased recidivism, with pre- and post-testing administered through validated assessment tools.

Gang Task Force Agent working full-time to actively oversee client placement and risk assessment.
• Specialized Screening Process – Every referral undergoes an in-depth review of criminal history, known affiliations, and risk factors before placement.
• Gang Intelligence Assessment – We validate affiliations and ensure that rival gang members, confidential informants, and other high-risk individuals are never placed together.
• Custom Treatment Planning – Instead of a one-size-fits-all approach, we match individuals with suitable programs and facilitators to maximize engagement and minimize risk.
Prodigy Healthcare ensures that safety, intelligence-based screening, and expert risk management are embedded in every aspect of our service delivery. This is not just about compliance - it is about life-or-death decision-making that requires experience and precision.

3. Program Delivery - Offices
The Community Accountability Program shall operate primarily in Maricopa County and Pima County, and may expand to other counties as funding becomes available.
3.1. Program Expansion: The Department anticipates possible future program expansion to additional counties.
Offeror shall submit a listing of all non-Maricopa and non-Pima sites where they currently have the capacity to hold groups and/or other means of delivery methods. Offeror shall submit a plan to provide statewide services based on their current available sites and a plan for other future sites to support statewide services.
3.2. In the event that the program capacity and service sites are expanded, duplicating the original design, program fees will remain in accordance with the Contractor’s Fee Schedule when such expansions are implemented.
Prodigy Healthcare has read, understands, and shall comply with this Section. With the incredible flexibility and reach of Prodigy Telehealth™, we do not currently have existing brick and mortar office locations outside of Maricopa County and Pima County.
As a collaboration with the Department in 2018, Prodigy developed a Telehealth Program to provide services on a statewide basis, representing a cost-effective solution to statewide expansion and increased reach for otherwise untreated demographics. The Department can easily regulate its expansion via the referral process, allowing complete control of the costs and the ability to remain within its budget for the overall program. These services are currently provided on a limited basis and can be expanded quickly.
Should the Department require brick and mortar office locations in additional counties, Prodigy anticipates being able to set up the necessary operations quickly and efficiently. The following list includes, but is not limited, counties for discussion and implementation timelines:
• Apache
• Cochise
• Coconino
• Gila
• Graham
• Greenlee
• La Paz
• Mohave
• Navajo
• Pinal
• Santa Cruz
• Yavapai
• Yuma

Program Implementation Timeline – Future Sites
PROGRAM IMPLEMENTATION SCHEDULE
Facilities: Primary Target Sites = Prescott Valley, Flagstaff, Florence, Yuma, Kingman, Safford, Douglas, and
Snowflake (or Show Low or Holbrook)
Facilities: Secondary Target Sites = Casa Grande, Prescott, Bullhead City, and Lake Havasu
Start Date: TBD
Note: This schedule is based on a 30-day ramp up after target site is leased. The timelines provided are estimates based upon our experience with program implementation at other facilities. Upon award of this contract, and the decision to expand to additional counties, we will work closely with the Department to adjust timelines as mutually agreed upon. The risk involved in delivering these sites is primarily related to the readiness of the facilities. At Prodigy we have staff with more than 20 years of experience in commercial real estate development, executing leases and constructing tenant improvements. If a project is delayed, there are many ways to use temporary space until ready. Prodigy personnel recruit, hire, and train counselors on an ongoing basis in order to maintain the growth in our court contracts, and will have no trouble hiring for the expanded county areas. Once hired, Prodigy conducts 32-64 hours of training to certify the counselors as MRT Counselors, which quickens the training and lowers the risk of expansion.
