Summary of Proposal Response Documentation
This is a Request for Proposal (RFP) response submission to the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) for Community Accountability Program Services for Community Corrections Rehabilitation & Reentry under Solicitation No. BPM006819. The proposal is submitted by D&D Care LLC, a for-profit behavioral health and community reentry service provider headquartered in Tempe, Arizona. The RFP seeks comprehensive community correction services including cognitive behavioral therapy (CBT) programming, substance use disorder treatment, electronic monitoring, and case management for justice-involved individuals across Arizona. Services are to be delivered through in-person sessions at multiple sites in Maricopa and Pima Counties, as well as through HIPAA-compliant telehealth platforms to ensure statewide accessibility. The proposal response includes detailed documentation of key personnel qualifications, organizational experience, financial capability, and methodology for delivering required services aligned with ADCRR's goals of reducing recidivism and improving community supervision compliance.
D&D Care LLC proposes a trauma-informed service model with four core components: CBT delivered through SAMHSA and NIDA-approved curricula (Moral Recognition Therapy and A New Direction); outpatient substance use disorder treatment with relapse prevention; 24/7 electronic monitoring through subcontractor SCRAM of Arizona offering GPS tracking, alcohol detection, and curfew enforcement; and person-centered case management addressing housing, employment, mental health referrals, and public benefits navigation. The organization demonstrates financial stability with $120,000 in designated startup capital and maintains compliance with Arizona Department of Health Services licensing as a registered behavioral health provider with AHCCCS. Key personnel include Desiree Wilson (CEO with 10 years government experience), Kristy Babbit (Clinical Director/LPC with 20+ years correctional experience), Paulina Saucedo (Program Coordinator/Master's in Clinical Mental Health Counseling), Rasool McCray (Program Supervisor), and David Best (Monitoring/Security specialist). The proposal references prior experience serving 87-120 participants in a substance use diversion program with 73% completion rates and work with 120+ court-referred clients achieving 88% compliance reporting rates, though D&D Care LLC has not previously held direct Arizona state contracts.

2.1 What experience do you have serving clients within a corrections environment?
D&D Care LLC’s leadership and direct service team possess over two decades of combined experience delivering behavioral health and case management services to justice-involved adults across Arizona. Our collective experience includes work with individuals on probation, parole, supervised release, and diversion tracks. These clients often present complex needs, including co-occurring disorders, substance use histories, and criminogenic thinking patterns requiring targeted cognitive-behavioral interventions.
Our services have included:
• CBT-based outpatient group programming for clients referred post-release from Maricopa County jails
• Restorative justice and anger management services for individuals under juvenile and family court mandates
• Trauma-informed individual therapy for clients in transitional reentry housing
• Goal-driven case management aligned with justice partner expectations, including documentation and compliance reporting
Staff at D&D Care LLC are knowledgeable in risk-need-responsivity (RNR) models, assessment tools such as the TCU Criminal Thinking
Scales, and evidence-based curricula such as MRT and A New Direction. This background allows us to address not only the therapeutic needs of the client but the behavioral patterns that lead to justice involvement.
Our staff have supported reentry programs in collaboration with:
• Probation Officers
• Behavioral Health Courts
• Transitional Housing Providers
• Peer Support Specialists
• Community-Based Alternatives to Incarceration
Through these relationships, we have maintained high completion rates, reduced technical violations, and helped clients successfully transition from custodial settings to independent living. Our experience positions D&D Care LLC to deliver results under the Community
Accountability Program with minimal onboarding.
2.2 What is the range in size of your current client base?
D&D Care LLC’s current service reach includes clients engaged in outpatient behavioral health services, justice-involved programming, and court-referred interventions. D&D Care LLC partnered with a reentry housing provider to deliver a structured, outpatient substance use treatment track for high-risk individuals released from Maricopa County Jail. Scope of Services Provided:
• CBT-based relapse prevention groups using A New Direction by Hazelden Publishing
• Pre- and post-program assessments using the TCU Criminal Thinking Scale
• Individualized Service Planning (ISP)

• 73% program completion rate
• 41% average reduction in criminal thinking patterns (as shown by assessment data)
• 22% reduction in technical probation violations post-intervention
• Zero critical incidents or complaints reported by partnering agencies
This example reflects our ability to coordinate clinical, administrative, and compliance responsibilities in a setting parallel to the CAP Scope of Work. It also demonstrates our expertise in outcome measurement, progress documentation, and multi-agency communication.
Example 2: Adult Court-Referred Behavioral Health Services – Pinal County
Through coordination with family and juvenile courts, D&D Care LLC delivered a blended outpatient model for adults and transition-age youth referred for behavioral health interventions. Services were court-mandated and often tied to compliance with parenting plans, probation terms, or supervised visitation requirements.
Scope of Services Provided:
• Anger management courses using SAMHSA-aligned materials
• Restorative practice circles focused on cognitive restructuring
• Individual counseling and case management
• Progress reporting and attendance documentation submitted directly to courts
• Language accessibility for Spanish-speaking clients

2.4 With what relevant trade and/or professional associations are you involved? How does this participation give you an advantage over your competition?
D&D Care LLC is an active member of the following professional associations and collaborative networks, each of which directly enhances our service delivery, compliance readiness, and innovation in the behavioral health and corrections space:
• Arizona Council of Human Services Providers (AZCHSP):
We participate in policy briefings, roundtables, and advocacy forums that influence state-level decision-making on behavioral health and justice funding. This keeps our leadership team ahead of procurement trends and implementation guidelines, enabling us to anticipate and align with ADCRR’s evolving priorities.
• National Association of Drug Court Professionals (NADCP):
Through NADCP, our clinical team has access to exclusive best practice models, legal-therapeutic integration training, and fidelity tools for working with justice-involved populations. These resources directly inform our curriculum delivery and outcome tracking strategies, ensuring fidelity to national evidence-based standards.
• Arizona Community Reentry Collaborative:
As a contributor to this coalition, D&D Care stays embedded in cross-sector partnerships that support housing, peer mentorship, employment pipelines, and behavioral health integration for justice-involved clients. This network accelerates referrals, enhances community wraparound supports, and reduces siloed care delivery.
• Behavioral Health Planning & Advisory Council (Subcommittees on Reentry & Co-Occurring Disorders):
D&D Care’s involvement in these working groups ensures we are part of the statewide conversation on Medicaid expansion, integrated care, and justice system reentry—positioning us to pilot new models aligned with the CAP Scope of Work.
Competitive Advantage Statement:
Our participation in these professional networks is not symbolic — it’s strategic. These affiliations give D&D Care LLC early access to pilot programs, real-time regulatory updates, and direct feedback loops with state policymakers and thought leaders. This insider positioning allows us to:
• Rapidly adopt evidence-based innovations before they reach broader circulation
• Co-develop culturally responsive curricula aligned with Arizona's justice-involved population needs
• Build multidisciplinary partnerships that expand client supports beyond what the contract alone can fund
• Implement data-driven performance tracking models that exceed compliance and demonstrate measurable public safety impact
Unlike providers who operate in isolation, D&D Care LLC is continuously engaged in the statewide ecosystem of justice reform, behavioral health delivery, and trauma-informed care. This gives us a competitive edge in designing, launching, and scaling services that are proactive, not reactive — ensuring ADCRR receives not just a vendor, but a collaborative partner in systemic change.
