Summary
This is a Request for Proposal (RFP) response submitted by D&D Care LLC to the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) for Solicitation No. BPM007036, Community Accountability Program Services for Community Corrections, with a submission date of July 23, 2025. The proposal outlines comprehensive behavioral health and community reentry services for justice-involved individuals across Maricopa and Pima Counties, with statewide telehealth expansion capability. Services include cognitive-behavioral therapy (CBT) delivered through three specialized tracks (General CBT, Sexual Offense-Specific, and Career Criminal), substance use disorder treatment, electronic monitoring (GPS, continuous alcohol monitoring, remote breath testing), case management, and trauma-informed care. D&D Care LLC proposes a 30-day implementation timeline upon contract award, with services available 24/7/365 through both in-person and HIPAA-compliant telehealth delivery. The company commits to open-enrollment group programming with maximum group sizes of 12 participants for telehealth and capped ratios of 1:15 for in-person sessions, utilizing evidence-based curricula including Moral Recognition Therapy (MRT) and A New Direction. D&D Care LLC proposes integrated electronic monitoring through a subcontract with SCRAM of Arizona, with device pricing of $8.50/day for GPS monitoring, $17.00/day for SCRAM Continuous Alcohol Monitoring with alcohol detection, and $17.00/day for SCRAM GPS with remote breath combo services.
D&D Care LLC is a for-profit Arizona-based behavioral health agency established five years ago with demonstrated experience serving justice-involved populations in Maricopa and Pima Counties. The company leadership includes Desiree Wilson (CEO), Kristy Babbit (Clinical Director, LPC), Paulina Saucedo (Program Coordinator), and Rasool McCray (Program Supervisor), each with extensive credentials and experience in correctional and community-based treatment settings. The organization maintains Arizona Department of Health Services licensure and is registered with AHCCCS as a Medicaid behavioral health provider. D&D Care LLC certifies financial stability with $120,000 in dedicated reserves for pre-reimbursement operations and has disclosed no bankruptcy filings, litigation, or terminated public sector contracts. The company proposes fixed-rate pricing with a best-price guarantee, whereby any lower pricing offered elsewhere will be applied retroactively to ADCRR. Individual CBT telehealth sessions are proposed at $55.00/hour. D&D Care LLC confirms full compliance with state and federal requirements including HIPAA, 42 CFR Part 2, CJIS data standards, and Americans with Disabilities Act accommodations, with commitment to trauma-informed care standards and continuous quality improvement monitoring.

2.1 What experience do you have serving clients within a corrections environment?
D&D Care LLC’s leadership and direct service team possess over two decades of combined experience delivering behavioral health and case management services to justice-involved adults across Arizona. Our collective experience includes work with individuals on probation, parole, supervised release, and diversion tracks. These clients often present complex needs, including co-occurring disorders, substance use histories, and criminogenic thinking patterns requiring targeted cognitive-behavioral interventions.
Our services have included:
• CBT-based outpatient group programming for clients referred post-release from Maricopa County jails
• Restorative justice and anger management services for individuals under juvenile and family court mandates
• Trauma-informed individual therapy for clients in transitional reentry housing
• Goal-driven case management aligned with justice partner expectations, including documentation and compliance reporting
Staff at D&D Care LLC are knowledgeable in risk-need-responsivity (RNR) models, assessment tools such as the TCU
Criminal Thinking Scales, and evidence-based curricula such as MRT and A New Direction. This background allows us to address not only the therapeutic needs of the client but the behavioral patterns that lead to justice involvement.
Our staff have supported reentry programs in collaboration with:
• Probation Officers
• Behavioral Health Courts
• Transitional Housing Providers
• Peer Support Specialists
• Community-Based Alternatives to Incarceration
Through these relationships, we have maintained high completion rates, reduced technical violations, and helped clients successfully transition from custodial settings to independent living. Our experience positions D&D Care LLC to deliver results under the Community Accountability Program with minimal onboarding.
2.2 What is the range in size of your current client base?
D&D Care LLC’s current service reach includes clients engaged in outpatient behavioral health services, justice-involved programming, and court-referred interventions. Our average active monthly client base ranges from 30 to 50 individuals, depending on referral flow and seasonal fluctuations. This client base includes individuals referred from:
• Family and juvenile courts
• AHCCCS health plans (under Medicaid behavioral health benefits)
• Transitional living programs for justice-involved adults

D&D Care LLC is an active member of the following professional associations and collaborative networks, each of which directly enhances our service delivery, compliance readiness, and innovation in the behavioral health and corrections space:
• Arizona Council of Human Services Providers (AZCHSP):
We participate in policy briefings, roundtables, and advocacy forums that influence state-level decision-making on behavioral health and justice funding. This keeps our leadership team ahead of procurement trends and implementation guidelines, enabling us to anticipate and align with ADCRR’s evolving priorities.

• Arizona Community Reentry Collaborative:
As a contributor to this coalition, D&D Care stays embedded in cross-sector partnerships that support housing, peer mentorship, employment pipelines, and behavioral health integration for justice-involved clients. This network accelerates referrals, enhances community wraparound supports, and reduces siloed care delivery.
• Behavioral Health Planning & Advisory Council (Subcommittees on Reentry & Co-Occurring Disorders):
