PROJECT TITLE: JEFF Exhibits Notice: Refer to FAR Clause 52.217-5, Evaluation of Options, as prescribed in FAR 17. Offerors are required to submit, a minimum, an offer that conforms to the solicitation documents with pricing for Base line items and all option line items. Failure to do so may render the proposal unacceptable. On lump-sum line items, provide the total price only. For all unit-priced line items, provide the unit price and the extended total price. If no specific line item exists for a portion of the work, include the costs in a related item. In case of error in calculation of extended prices, the unit price governs. In case of error in summation, the total of the corrected amounts govern. Round totals and extended prices to whole dollars. The Government reserves the right to award any or no options at or after the time of award. At the option of the Government, the period for exercise of options at the proposed prices shall extend 60 calendar days from the date of award. Pricing will be evaluated based on what is determined to be the best value to the Government. Options may be exercised in any combination, order, or grouping deemed in the judgment of the Contracting Officer to offer the best value to the Government.

In addition to the offer that conforms to the solicitation documents, offerors are encouraged to submit alternate proposals that will result in cost savings to the Government. Such proposals shall clearly identify why the acceptance of the alternate proposal would be advantageous to the Government, see FAR Clause 52.215-1, Instructions to Offerors - Competitive Acquisition-Alternate II and DSC-36 Clause (Instructions for Submission of Offers and Other Information) in Section L of the Solicitation.

THE WORK OF THIS CONTRACT IS A DESIGN BID BUILD FOR THE DETAIL, CONSTRUCTION ON-

SITE, SHOP-FABRICATION, TRANSPORTION TO THE SITE, AND INSTALLATION OF ALL EXHIBIT

ELEMENTS FOR THE MUSEUM OF WESTWARD EXPANSION (MWE), JEFF 199869B, JEFFERSON

NATIONAL EXPANSION MEMORIAL, ST. LOUIS, MISSOURI.

1. BACKGROUND

General Description: Develop construction drawings from Exhibit Designer's design drawings. All exhibit-related work including construction of exhibit partition walls and installation of floor coverings. Initial power distribution and outlets for all exhibit work including installation of all AV cabling. Installation and testing of all display lighting, including and equipment and personnel to assist the lighting designer in final lamp focusing. Painting and decoration. All exhibition elements including: custom structures and millwork; architectural and natural history models; cultural history models/reproductions; graphic substrates and print production; custom sculptural elements; custom mechanical and electronic interactive devices; conservation-grade artifact display cases;

Provision of mount making services. AV hardware systems and installation of equipment. All work and materials to have the quality and durability consistent with a permanent museum exhibition.

Pre-production: Provide a master schedule indicating target dates and main interfaces. Provide a resourced work program and method statement for each stage of the work i.e. Post-award, Submittals, Fabrication, Building Prep, Installation, and Closeout/Warranty. Re-costing services where value design exercises are undertaken. Coordinate with other Contractors. Coordinate all specialist sub-contractors. Site surveys to verify bid layout plans. Provide shop drawings, method statements as scheduled in the bid for approval, attend meetings to develop the same. Provide health and safety risk assessments. Provide Owner with samples as scheduled in contract documents and receive approval prior to manufacture. Provide Engineer stamped drawings.

The entire project has been designed and will be constructed to achieve Silver LEED certification. The project site is part of a National Historic Landmark and is subject to related requirements including, but not limited to, archaeological monitoring, protection of and documentation of existing historic elements. The anticipated construction period is between Spring of 2015 and Spring 2017, with no mandated seasonal shutdowns. The Contractor shall coordinate with the Park and adjacent work site contractors to not impede Park operations and public visitation of the Arch tram, Museum Store, Tucker Theater, and Levee Mercantile. The facility will remain open to the public and critical utility systems may not be interrupted. Effort must be taken to limit any conflict between other adjacent construction activities, Park visitors, and Park operations.

SPECIFICATIONS AND DRAWINGS ARE ATTACHED AND INCORPORATED HEREIN BY REFERENCE,

SEE SECTION J.

2. PURPOSE

The purpose of this Contract is to detail, prepare exhibit space, shop-fabricate, transport to the site, and install all exhibit elements for the Arch Museum, Jefferson National Expansion Memorial (JEFF), Saint Louis, MO.

3. SCOPE OF WORK

The Contractor shall provide all services including labor, materials, equipment, facilities, and travel, (except as otherwise specified in this Contract), necessary to prepare the exhibit space, and to detail, fabricate, transport to the site, and install all exhibit elements for the Arch Museum, Jefferson National Expansion Memorial, Saint Louis, MO.

Work under this Contract shall include (as fully described in the Specifications) fabrication and installation of exhibit partition walls, ceiling bulkheads, wall and floor finishes (not including terrazzo); custom exhibit structures, platforms, and their associated equipment and components; conservation grade artifact cases and their associated equipment and components; audiovisual and computer interactive equipment; installation of government-furnished electronic interactive and audiovisual programs; graphic production including substrates and mounts; mechanical interactive components; models, dioramas, and custom three-dimensional exhibit features; artifact mounting; and lighting components attached to, integrated into, or closely associated with exhibit structures.

Furnishing, installing and adjustments to the primary ceiling-mounted exhibit lighting system is not included in this Scope of Work.

B. Coordination with Work under Other Contracts

Contractor shall cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying Work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts.

(1) The government is awarding separate contracts for construction operations occurring at the project site. The following projects will be conducted simultaneously with Work under this Contract:

(a) Contract #1 (work performed by Contractor #1) - Museum Construction – Restoration, renovation and expansion of the existing museum. The scope of work for contractor #1 includes demolition, excavation, construction of the new addition, including new entrance, new floor (including all terrazzo floor finishes), walls (not including exhibition-specific partition walls, soffits, and bulkheads), mechanical, plumbing, electrical (including ceiling mounted exhibit lighting system), IT, and security systems.

(b) IT Infrastructure.

(c) Museum store build-out.

(d) Concessionaire build-out.

(e) Site lighting controls system integration.

(f) Motor Generator Set replacement

(g) Loadzone Exhibits

(2) Separate contracts will be awarded for code-required signage, exterior and interior wayfinding signage, freestanding furniture and accessories (trashcans, etc.), and exterior interpretive elements.

(3) Work under this Contract shall require close coordination with separate contracts for related museum exhibition work including:

(a) Original illustrations and photography.

(b) Audiovisual and computer interactive programs

(c) Exhibit design support services during fabrication and installation, including production-ready graphic files, and design support / art direction for custom elements.

(d) Object conservation, being managed by the National Park Service Harpers Ferry Center.

(4) Work under this Contract shall require close coordination with additional exhibit elements to be furnished by the government, including but not limited to:

(a) Portions of exhibit element MR-3.02, Creole House, and MR-6.02, Old Rock House furnished and installed by the government. See Attachment L, Government Furnished Materials, items 5 and 6 for specific detail.

(b) Accessioned objects (artifacts) furnished by the government and installed by the Contractor. Close collaboration between National Park Service conservators and the Contractor’s mount makers is essential.

C. On Site Requirements at Jefferson National Expansion Memorial

(1) Site Security and Access – Access to the Jefferson National Expansion Memorial is controlled by NPS security protocols and by Contractor #1 safety and construction site control rules (see B(1)(a)).

(a) The Contractor shall include this Subpart in every lower-tier subcontract and shall require all of its lower-tier subcontractors to include in all subcontracts, at any tier.

(b) Neither the Contractor nor any of his employees shall disclose or cause to be disseminated any information concerning the operations or the activity which could result in or increase the likelihood of the possibility of the breach of the activity’s security or interrupt the continuity of its operations. Disclosure of information to any person not entitled to receive it, or failure to safeguard any confidential information that may come to the Contractor or any person under his control, may subject the Contractor, his agents or employees, to criminal liability. All inquiries, comments or complaints arising from any matter observed, experienced, or learned as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, shall be directed to the Contracting Officer’s Representative and the Contracting Officer. Deviations from or violations of any of the provisions of this paragraph will, in addition to all other criminal and civil remedies provided by law, subject the Contractor to immediate termination for default, and the individuals involved to a withdrawal of the government’s acceptance and approval of employment.

(c) All persons entering the construction site shall undergo an NPS security background check. Persons passing the background check will be issued a numbered WHITE decal which must be displayed by the individual at all times.

(d) All personnel entering the site must attend safety training as required by Contractor #1.

(e) All vehicles entering the site shall display a vehicle access decal provided by the NPS. This decal will be provided after an NPS check of vehicle registration.

Vehicles and material entering the site are subject to thorough inspection by NPS Law Enforcement. These inspections may include use of dogs trained to detect banned material.

(f) All vehicle access must be coordinated with Contractor #1, who will determine access gate and route.

(g) Forms required for personnel and vehicle background checks will be provided at Postaward Conference.

(h) Site access is limited to 6:00 AM to 4:30 PM Monday through Friday. Access to the building shall be during normal business working hours of 7:00 a.m. to 3:30 p.m. The Contractor may request, in writing, permission for work outside these hours, on weekends, and on Federal holidays.

(i) The Contractor will be required to pay hourly rates for Park and Security staff to staff the security gate and/or building entry if Contractor needs access outside of the normal business working hours. Hourly rate will be $40.00 per hour.

(j) No vehicle parking is allowed on site.

(k) The museum exhibit space is completely surrounded by Contract #1 construction zones. All movement of personnel, equipment or material through those zones must be coordinated with contractor #1.

(l) The designated museum exhibit area is the only space available to the fabrication/installation contractor. No office, fabrication, or break space is provided.

Contractor shall provide outside portable toilets for workers during Phase 2 of this project.

(m) Government will occupy buildings that will be under construction during the entire contract period. The facility will also be open to the public. Cooperate with the government during the construction operations to minimize conflicts and facilitate government and public usage. Perform the Work so as to not interfere with government’s day-to-day operations and ensure the least inconvenience to the public. Maintain access to existing exits, walkways, corridors, and other adjacent occupied space unless otherwise indicated.

(2) Site Safety – While performing Work under this Contract on site at the Jefferson National Expansion Memorial, the Contractor shall comply with all established safety requirements for the site, as follows:

(a) Accident Prevention Plan: After contract award and before the Notice to Proceed, submit for review, an Accident Prevention Plan. The Contracting Officer will review the proposed Plan. If the plan requires any revisions or corrections, the Contractor shall resubmit the Plan within 10 days. No progress payments will be made until the Plan is accepted. The Plan shall be written to comply with OSHA and project requirements (a generic plan is not acceptable) including but not limited to the following:

i Name of responsible supervisor to carry out the program.

ii Weekly and monthly safety meetings.

iii. First aid procedures.

iv. Provide Lock Out - Tag Out procedures for all work in and around electrical panels.

v. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase.

vi. Training, both initial and continuing.

vii. Planning for possible emergency situations, such as floods, fires, cave ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.

(b) In case of conflicts between Federal, State, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work.

(c) Qualifications of Employees

i. All employees must be physically qualified and able to perform their assigned duties in a safe manner.

ii. Do not allow employees to perform work whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

iii. Operators of vehicles, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be fully capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.

(d) Reportable Accidents

A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100. Notify Contracting Officer immediately in the event of a reportable accident. Within 7 days of a reportable accident, fill out and forward to Contracting Officer an Accident/Property Damage Report (Form CM-22). Form may be obtained from the Contracting Officer.

(e) First Aid Facilities

Provide adequate facilities for the number of employees and the hazards associated with the types of ongoing construction work at the site.

(f) Protective Equipment

i. All personnel shall have the following minimum Personal Protective Equipment (PPE).

(1) Hard Hat

(2) Hard sole safety shoes

(3) Safety Glasses

(4) Safety Vest

All PPE must meet requirements of applicable ANSI standards.

ii. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair personal items, as appropriate, before issuing them to another individual.

iii. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.

(g) Emergency Instructions

Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.

(h) Fire and Life Safety

i. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).

ii. Store hazardous materials in accordance with manufacturer’s and OSHA recommendations. Maintain readily available, on site, MSDS for each chemical.

(1) Immediately report all spills of hazardous materials to the park.

(2) Maintain a spill emergency response kit.

(i) Safety Meetings

i. As a minimum, conduct weekly 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one day after the meeting.

ii. Conduct monthly safety meetings for all levels of supervision. Meetings shall be attended by all contractors and subcontractors performing work on the site.

Notify the Contracting Officer of meeting dates and times. These meetings shall be used to review the effectiveness of the Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe construction activities, and for updating the Accident Prevention Plan. The Contracting Officers Representative will attend the meeting and enter the results of the meetings into the daily log.

(j) Hard Hats and Protective Equipment Areas

i. A hard hat area shall be designated by the Contractor. The hard hat area shall be posted by the Contractor in a manner satisfactory to the Contracting Officer.

ii. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary personal protective equipment at all times. As a minimum, provide six (6) hard hats and six (6) Class 2 high vis.

safety vests for use by visitors.

(k) Training

i. First Aid: Provide adequate training to an adequate number of personnel to ensure prompt and efficient first aid.

ii. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.

D. Physical and Programmatic Accessibility

The Contractor shall provide an Accessibility Specialist Team to review work-in-progress, specifically for compliance with both legally required and National Park Service programmatic accessibility requirements. The Accessibility Specialist Team shall consult and coordinate with the Universal Design Group previously established for this project in formulating accessibility recommendations for the National Park Service and the Contractor.

The Accessibility Team shall include specialists with knowledge and experience in review and evaluation of museum exhibits, including audiovisual components; knowledge and experience with Sections 504 and 508 of the Rehabilitation Act of 1973 as amended, and the Architectural Barriers Act; and the ability to apply the Programmatic Accessibility Guidelines for National Park Service Interpretive Media to their review. The Accessibility Team shall also demonstrate an emphasis on working with potential museum visitors who are blind or have low-vision. The Accessibility Team shall:

(1) Attend a Postaward Conference and Site Visit – A minimum of two members of the Accessibility Team shall attend a postaward conference and site visit consisting of three eight-hour work days at Jefferson National Memorial Expansion, St. Louis, MO, as described in F(1)(a).

(2) Review shop (fabrication) drawings submitted by the Contractor.

(3) Review tactile samples, exhibits, typography, graphics, Braille quality, physical interactives, and computer interactive hardware systems submitted by the Contractor. As part of this work, two members of the Accessibility Specialist Team shall attend three review meetings each consisting of two eight-hour workdays to be held at JNEM, St. Louis, MO or at the Contractor’s shop facility.

(4) Provide two (2) visually impaired consumers to review tactile samples, exhibits, typography, the quality of the Braille, audio description, physical interactives, graphics, and computer interactive hardware systems submitted by the Contractor. Consumers shall include one person who is blind and one person who has low-vision, both of whom have experience reviewing museum exhibits. At least one consumer shall be able to read Braille.

The consumers shall attend a minimum of three review meetings each consisting of two eight-hour work days to be held at JNEM, St. Louis, MO or at the Contractor’s shop facility.

(5) Review and provide comments regarding touchscreen interactive program planning, design, and production submitted by a separate contractor.

(6) Review and provide comments regarding preliminary drafts for audio description scripts submitted by a separate contractor. In addition, provide one member of the Accessibility Team and one visually impaired consumer to attend a site visit consisting of two eight-hour work days to be held at JNEM, St. Louis, MO after installation of the exhibits to review and provide feedback on the content and functionality of the draft audio description script.

(7) All Accessibility Specialist findings and reports shall be submitted to the COR.

E. Project Management The Contractor's Project Manager shall be the primary point of contact between the Contractor and the National Park Service (NPS) Contracting Officer's Representative (COR). The Project Manager shall perform the following work:

(1) Quality Control – Provide quality control to ensure that all elements of project work meet the requirements of the Contract specifications and that all modifications are implemented.

Provide routine inspections of shop-fabricated work and subcontracted work. Oversee quality of all on-site work for exhibition area space preparation and exhibit installation.

Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

(2) Schedule of Completion – Produce a detailed, complete project schedule listing all submittals and review times, shop inspections, site visits, installation activities, critical coordination events with other contractors and closeout submittals. The Contractor-provided project schedule shall be submitted to the COR for review and approval seven workdays prior to the Postaward Meeting and Site Visit. The Contractor shall update the approved schedule and resubmit to the COR monthly with Pay Application, as well as three workdays prior to every project status meeting if major schedule changes have occurred subsequent to the last monthly update.

(a) Phase 1 completion shall include the following project elements, fully operational and ready for opening to the public simultaneous with the scheduled opening of the building to the public on OCTOBER 13, 2017.

i. All elements in the Lobby and Mezzanine;

ii. All elements in Area 1, Heading West

iii. All elements in Area 2, Central Corridor and Hubs

iv. All elements in the Tram Lobby

(b) Phase 2 completion shall include all remaining project elements (with the exception of Activity #31: Installation and acceptance of Audio Description Program). Phase 2 shall be installed, fully operational and ready for opening to the public 517 Days after Contractor’s Notice to Proceed.

(3) Meetings and Travel – Meet with the Contracting Officer and COR in accordance with Attachment A, National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications, Section 4, Travel, Meetings and Presentations; Section 27, Shop Fabrication;

and Section 28, Installation; and as specified elsewhere in this Contract. After all scheduled meetings, the Project Manager shall prepare and provide written documentation to the COR enumerating all issues discussed and decisions made relative to the project.

(a) Regularly Scheduled Progress Meetings – The Contractor shall initiate, participate in, and provide the agenda for weekly meetings to expedite the Work, coordinate and schedule the Work, and coordinate the Work with the NPS activities.

Representatives of the Contractor, subcontractors, critical suppliers, the NPS, partners, and stakeholders shall participate in the meetings as required. The Contractor shall have capability to initiate and moderate web-based meetings.

Meetings shall typically be scheduled as telephone or web-based conferences, however on-site meetings may be scheduled when necessary in St Louis MO, Harpers Ferry WV, the Contractor’s or subcontractors facilities, or other locations.

The Contractor and COR shall ensure that the required personnel participate in scheduled progress meetings as outlined in the Contractor -provided agenda. The meeting agenda will include the following:

i. Review and approval of minutes of previous meetings.

ii. Submittal status.

iii. Review of off-site fabrication and delivery schedules.

iv. Requests for information (RFI) and other issues.

v. Modifications.

vi. Work in progress and projected.

vii. Status of required inspections (Special Inspections, Accessibility, etc.)

viii. Inspections of work in progress and projected special inspections.

ix. Schedule updates.

x. Other items as required.

(b) Additional meetings initiated by the government will be scheduled at the time and place necessary, in coordination with the Contractor.

(c) Meeting Minutes – Within five workdays of all scheduled meetings, the Contractor shall prepare and provide written documentation to the COR enumerating all issues discussed decisions made, responsibility of parties for providing information, and timeframe for response.

(d) Travel – The Contractor shall provide all necessary travel for the Contractor’s employees and subcontractors to satisfactorily complete the work. At a minimum, this shall include:

i. Postaward Conference at Jefferson National Expansion Memorial, St Louis, Missouri.

ii. Three (3) Custom Element development workshops at Jefferson National Expansion Memorial, St Louis, Missouri.

iii. One (1) Artifact Review at Harpers Ferry Center, Harpers Ferry, West Virginia and one (1) artifact review at Jefferson National Expansion Memorial, St Louis, Missouri.

iv. Pre-Installation Conference at Jefferson National Expansion Memorial, St Louis, Missouri.

v. All travel necessary for Exhibit Space Preparation at Jefferson National Expansion Memorial, St Louis, Missouri.

vi. All travel necessary for Exhibit Installation at Jefferson National Expansion Memorial, St Louis, Missouri.

vii. All travel necessary for all repairs, adjustments, and re-work covered under the project warranty.

(4) Government Furnished Materials (GFM) - Receive all government-furnished materials and inspect the materials to ensure that the quality is suitable for use in the exhibit. The Project Manager shall notify the COR immediately if GFM are not received in sufficient time to meet critical milestones, if damaged, or when use of the material would result in an unsatisfactory product.

The Contractor’s responsibility for storage and care of GFM is specified in Attachment A, Section 15, 15.9 Handling of Source Material; Section 18, 18.3 Artifact Stewardship; and Section 30, 30.4 B(3) Artwork, 30.4 B(4) Government Furnished References, and 30.4 B(5) Samples.

All government materials furnished to the Contractor remain the property of the United States Government and shall be returned to the COR at the completion of the Contract unless other disposition is specifically authorized in writing by the Contracting Officer.

GFM will be furnished as specified in Attachment L, Government Furnished Materials.

(5) Contractor Submittals – General requirements as specified in Attachment A, Section 5

(6) Submittal of Audiovisual Equipment for Testing – The Contractor shall provide samples of audiovisual equipment for software testing purposes as specified in Attachment J, AV Equipment for Testing. See Submittal Phase, F(2)(k), below.

(7) Engineering and Design Detailing of Custom Elements – The Contractor’s project manager shall closely coordinate with NPS and its representatives in managing the engineering and design detailing for all custom interpretive features.

(a) Custom Elements included in this requirement are conceptually described in

Attachment F, Custom Elements.

(b) The Contractor’s project manager shall organize and coordinate three review meetings with NPS and its representatives to finalize the design, engineering, and selection of materials and processes required to fabricate the Custom Elements.

(c) See Submittal Phase, F(2), below, and Attachment K for Custom Element mock-up, sample, and prototype requirements.

(8) Coordination of Trades – The Contractor shall coordinate with other contractors working on other aspects of this project.

(a) Coordinate with the base building general contractor for site access necessary to ensure proper integration and interface of exhibition elements with the building structure and systems, and to avoid interference with or damage to work performed by either the Contractor or the base building contractor. This coordination will need to begin before the Contractor begins onsite installation of their work.

(b) Coordinate with the audiovisual / interactive media contractor to ensure proper integration and interface of exhibit audiovisual and electronic interactive programs with the electronic equipment supplied and installed by the Contractor. This coordination will need to begin before the Contractor begins onsite installation of their work.

(9) Exhibition Area Preparation / On-Site Fabrication – Oversee all Contractor and subcontractor work involving preparation of exhibit spaces and on-site fabrication to ensure that it adheres to Contract specifications and schedule for completion. Ensure that all work activities comply with requirements for site access, use of site, and site security. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

(10) Shop Fabricated Work - Pre-Delivery Inspection – Inspect completed work, including that of subcontractors, and ensure that all work is complete and ready for shop inspection by the COR prior to shipment to the site. The Project Manager shall notify the COR in advance if any elements will not be ready for inspection as scheduled.

(11) Saint Louis Staging and Review Facility – Pre-installation storage, staging, and work space outside of the immediate exhibit installation space will not be available on-site at Jefferson National Expansion Memorial. Therefore, the Contractor shall maintain a facility with a minimum of 5000 sq. ft. for this purpose in the Saint Louis metropolitan area for the duration of the project. In addition to Contractor workspace, a portion of the facility shall be available for NPS inspection of large-scale graphic proofs and other exhibit elements prior to final delivery and installation at JEFF. Space used for NPS inspection purposes, and the access route leading to it, shall comply with ABAAS (Architectural Barriers Act Architectural Standards) accessibility requirements.

(12) Delivery and Installation – Ensure that all work activities comply with requirements for site access, use of site, and site security. Oversee all work during installation to ensure that it adheres to Contract specifications and schedule for completion. Ensure that all work not acceptable or compliant with the specifications is corrected prior to on-site inspection or review by the COR.

In the event that the COR reports problems during or after shipment, delivery, and/or installation, the Project Manager shall:

(a) Determine the nature of the reported problem, damage, or production error and provide a proposal for resolution to the COR for review and approval; and

(b) Ensure that approved corrections or repairs are made in a satisfactory manner within the time scheduled by the COR.

(13) Closeout Package – Compile, prepare, and forward to the COR a closeout package in accordance with Attachment A, National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications (October 2012), Section 29, Operational Training and References, and Section 30, Closeout.

(14) Warranty – Manage claims for defects in materials and workmanship during a one-year warranty period beginning with final acceptance of the work.

F. Museum Exhibit Fabrication and Installation

Fabrication and installation work shall follow the phases described below. Refer to Attachment A, National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications (October 2012) where indicated for a detailed description of requirements. References to the term “task order” or “individual task order” in Attachment A are replaced by the term “this Contract.”

(1) Postaward Phase

(a) At a minimum, the Contractor's project manager and the staff necessary to complete the required tasks shall travel to Jefferson National Expansion Memorial, St Louis MO, to attend a Postaward Conference and Site Visit of three eight-hour working days in accordance with Attachment A, Section 4, Travel, Meetings, and Presentations, 4.2, 4.5, and 4.6.

(b) The Contractor shall be responsible for reviewing all government-furnished materials and existing conditions at the installation site which affect the project and notify the COR of potential problems or concerns. To the extent possible, and subject to building construction progress, Contractor shall provide detailed as-built documentation of the exhibit space dimensions, existing electrical/lighting equipment, and all other relevant information to the COR. The Contractor shall verify and check this information with the exhibit plan and drawings for conflicts or discrepancies.

(c) The Contractor shall prepare and provide a Postaward Conference Report to the COR enumerating all issues discussed and decisions made relative to the project.

(d) In consultation with the COR, the Contractor shall prepare and provide an updated schedule for the Submittals Phase of work. The schedule shall include proposed dates for delivery of submittals and their associated review periods, critical dates for receiving government furnished property, and a proposed schedule for progress and review meetings.

(2) Submittals Phase

Submittals shall be provided by the Contractor to the COR in accordance with all specifications listed in 3A Specifications, above. For purposes of the Submittals Phase, the following sections of Attachment A apply, with the specified additions and changes:

(a) Section 5, Submittals and Reviews

(b) Section 13, 13.6, Fabrication Drawings;

i. Provide three 11” x 17” hard copies and a PDF electronic copy for all fabrication drawings. In addition, the Contractor shall provide the following:

(1) Exhibit element dimensions shall be provided for exhibit accessibility in accordance with Attachment B, Programmatic Accessibility Standards for National Park Service Interpretive Media. These dimensions shall include, but are not limited to, maneuvering clearances, reader rail angles and heights, eye level, reach ranges, counter heights, toe and knee clearances, and structures attachments and stability.

(2) Details for venting, storing and accessing all audiovisual equipment including drawings of AV equipment cable connections.

ii. The following changes to the government-furnished drawings shall be incorporated:

(1) Plan, elevation, and section view drawings indicating final dimensions and layouts of all exhibit elements, including but not limited to work being produced by separate entities; cases, graphics, artifacts, and audiovisual elements identified by locations and numbers; and below-grade attachment methods.

(2) Detail system drawings of all AV equipment for the exhibit. The Contractor shall evaluate the government-furnished equipment lists to verify complete functional systems.

(3) Revised Drawings – Three 11” x 17” copies and a PDF electronic copy of all revised drawings, incorporating corrections and revisions identified by the COR, shall be submitted to the COR for review and approval. All changes, additions, deletions, and corrections shall be clearly identified on each page of the drawings.

Hard copy drawings shall be spiral bound with a card-stock back cover and clear front cover.

(4) Provide artifact mount drawings which include the artifacts case layouts, artifact dimensions and display locations; desiccant trays;

data loggers; gaskets; artifact mount materials; and case security for all artifact cases to COR for review and approval.

(c) Section 13, 13.7, As-Built Drawings

(d) Section 14, 14.6, Specific Requirements for Fabrication Phase;

i. 14.6A: Material and Finish Samples

In addition, provide three sample boards containing samples measuring a minimum of 3” x 3” for all materials used in the project. One sample board shall be sent to the COR for review and approval, one sample board to JNEM, St Louis, Mo, and one sample board shall remain at the Contractor’s facility.

ii. 14.6B: Catalog Cuts

In addition, provide catalog cuts and lists for all adhesives, caulking and sealants;

insulating materials; paint; clear finish for wood surfaces; hardware; lighting equipment; audiovisual components and systems; and graphic materials to COR for review and approval prior to purchasing. All catalog cuts shall be organized in a logical manner and submitted as a complete, single document. Any component that is a substitute from the original specification or a newly proposed component shall be noted in the submittal.

(e) Section 15, 15.7, Graphic Fabrication – General Requirements, not including 15.7C, 15.7D;

(f) Section 15, 15.8, Graphic Fabrication - Review of Source Material;

(g) Section 15, 15.9, Handling of Source Material;

(h) Section 15, 15.10, Graphic Production Files;

(i) Section 15, 15.11B, Graphic Production Samples;

i. Provide two sets of full scale paper proofs representing every graphic in the project, with the exception of large murals, and submit to the COR for review and approval.
