There is a lot to review in the Solicitation/Bid Documents and it is I possible that I missed a bonding waiver.
The requirement for P&P Bonds has been removed from the solicitation via Amendment 001 to the Solicitation. P&P Bonds will not be required. 0001
After pondering the bid bond, something jogged my memory. I believe most sureties will not issue a "bid bond" unless it is tied to a performance bond. There are projects for which this is an exception, though I am not conversant enough with construction finance law in order to offer any solid direction.
I contacted our surety agent for guidance and here is his reply: "Sureties don’t charge for bid bonds and in the event their client is not the successful bidder, they would not issue final perf/pmt. bonds. The problem is, that bid bonds guarantee the issuance of the final bonds or the bond amount of 10-15% is forfeit, so it’s hard to issue a bid bond based on the promise that no final bonds will be required."
Based on Solicitation page 154, item L.14: The amount of the bid guarantee shall be 20 percent of the bid price or $3 million , whichever is less; the amount of the bid bond at risk based on the published Arch Museum exhibit budget could range from $2,000,0000 - $3,000,000. That amount would be forfeit because a bidder could not provide P&P bonds attached to the bid bond. Thus, [a bidder] may not be able to provide a proposal for the Arch Museum project.
Would the Government please consider this and either waive the bid bond requirement or provide guidance which removes the obligation connecting the bid bond to the P&P bonds?
The requirement for a Bid Bond has been removed from the solicitation via Amendment 0001. A Bid Bond will not be required.
Would you please advise if the Commissioning Authority/Agency required for the above noted LEED project is to be contracted directly under the owner or perhaps the prime contractor.
LEED certification will be provided by owner. The Exhibits Fabricator does not provide any additional LEED subcontract. 0002
Can you confirm that Commissioning Services would be a part of or a subcontract of this project? As I read through the Solicitation and see construction/additions to the building is underway, I realize that Commissioning Services may be already awarded and under the building construction contract – already in process.

I noticed that the following attachments are missing from the posting of the RFP from last week for the Arch Exhibits at the Museum of Westward Expansion:

These attachments have been uploaded with Amendment 0002.
We have been reviewing the bid and working on a proposal for the audiovisual systems and interactives for JEFF Museum Exhibits. We found a discrepancy with an exhibit that we would like clarification on please.
Discrepancy is between Attachment E and Attachment I. Attachment I shows two extra exhibits comparing to Attachment E. Exhibits are AV-8-11 A-D: Oral Histories and AV-8-12: Saarinen's Tour. First is a handset exhibit where you'd pick up a telephone type of handset and listen to a number of sound tracks. The second, appears to be coordinated Lights and Sound exhibit. Can you please clarify?
Please refer to Page 51 of the revised Attachment E - Supplementary Specifications incorporated with Amendment 0002.

P13: Item C1 3B(g) of RFP document
Why does Contractor 1 have “Loadzone Exhibits” and what is this? Loadzones are ramps on the north and south sides of the Tram Lobby area that lead to the tram to the top of the arch. Exhibits and equipment in these areas are not included in this contract.

How was “Physical and Programmatic Accessibility” addressed in the exhibit design process?
The National Park Service reviewed physical and programmatic accessibility throughout the design process. We called upon an outside "Universal Design Group" and the National Center for Accessibility among others for additional review and comment. Design and drawings were changed in response to comments.

Phase One complete by October 13, 2017:. Please elaborate on the intent for completion of these exhibits with respect to the project as a whole and public access to the space, with respect to the balance of the exhibits remaining to be installed. For example, will Contractor 1 be responsible for safety barriers or walls in the space?
Phase One completion is targeted to align with completion of the New Visitor Center and west entry. At that time the public will have access to the Tram Lobby through the Heading West display area and through the central exhibit corridor (Hubs area). The exhibit spaces on either side of the central corridor will be walled off and closed to the public until completion of Phase 2 of the exhibits work.

Exhibit Graphics. Will graphics be provided to the exhibit fabricator as “production ready digital files” and if yes, in what software program?
Yes, the Government will provide production ready digital files using Adobe InDesign. 0003

Building prep phase. Please elaborate on intent for the scope break between Contractor 1 and exhibit fabricator's scope.
The building contractor (Contractor #1) is expected to complete work in the exhibit space in March 2017.
At that time the NPS will take Beneficial Occupancy of the space and turn it over to the Exhibits Fabricator/Installer. Contractor #1 will be completing work surrounding the exhibit space, thus requirine Exhibits Fabrication personnel to enter through well defined paths through the Contract #1 work zone. All mechanical and electrical infrastructure will be in place at that time. In addition Contractor #1 will install exhibit area high lighting.

Amendment 0003 removes the requirement for a Subcontracting Plan from this Solicitation. This deletes the reference to a subcontracting plan on Page 145 of the RFP document, Section L.

Will the exhibits inform the LEED Certification? What level of LEED Certification is the project goal?
Only large enclosed, conditioned displays will be part of the LEED commissioning effort - which is not in this contract.
We previously inquired about a discrepancy where the exhibit list (Attachment-I) shows two exhibits, but we have no equipment list for them in the Attachment-E.
The answer that we found in the amendment, is to add the missing section in the Attachment-E. We cannot do that as it needs to be done by whomever designed the exhibit, as they need to select the equipment bases for the exhibits, as done elsewhere in the Attachments. Can this equipment list please be added for the exhibits AV-8-11-A-D and AV-8-12 into the Attachment-E document?
Attachment E, Supplementary Specifications has been deleted and replaced in its entirety via Amendment 0004 to the Solicitation. Changes are indicated with red font color.
In regard to the audio exhibits in area 8 mentioned in amendment 2, the one (AV- 8-11) incorporates four SoundStik stations, does the other use the portable audio description sets (Durateq)? Also, it is assumed that the SoundStik model desired is the one with volume control and MP3 player, is this correct?
PI-8-05 (AV-8-12) routes the audio to the overhead speakers and will trigger a patch that will drop the level of the local soundscape audio during the Saarinen’s Tour audio.
Correct, SoundStik with the mp3 player and volume control. (AV-8- 11 A-D). See Amendment 0004.
Drawing MWE-4201 shows a Projector and suspended screen surface in Area 2, at HUB 1 (Founding St Louis, AV-2-01). This does not appear in the spec – please confirm whether or not this is currently part of the design.
All items shown on the drawings are part of the design.

Drawing MWE-765 shows two CAT6 above each area 2 HUB. HUB 1, as stated above, is the only one shown to have an AV system. Are the other cable sets for future use?
Cables were added to all hubs at an early stage of design to keep options open and redundant cables will serve for future use.
On MWE-026 and MWE-750, in the Pirogue in area 3, it appears that speaker cable CSL AS 3.03T4 is shown/put in the wrong place. Based on MWE-4312, it appears that it should be pulled to the location with CSL AS 3.01T4, rather than with CSL AS 3.02T4
The position of the sub-bass remains unchanged. It has to be in a location where it can be hidden within the display structure. All speaker positions have been agreed with the media production team who are creating the soundscapes.
The Samsung MD46B display is no longer in production; it appears that the best replacement is the UE46D – please confirm. This display is for use in either landscape or portrait orientation.
UE46D is a suitable replacement.
For area 6 - the equipment list in the spec, and the infrastructure drawing MWE- 028 indicate four B type speakers and three C type speakers, which presumably are to be embedded in the exhibits somewhere. However, these are not shown in the exhibit details. Could further guidance be provided for how these are to be incorporated?
It will be the responsibility of the AV hardware contractor to work with the main exhibit contractor to integrate the three C type speakers into the set works. Two to be hidden within the wagon and other located within crate.

On MWE-4801, the touchscreen IT-8-01 is wall mounted and is to have a speaker associated with it. The location of this speaker is not shown; is there a detail for where this is to go?

Regarding drawing MWE-2901.1, details of Keystone exhibit - the placement of the type G speakers specified for this exhibit is not shown. Please provide details for the placement of these speakers.

It appears from MWE-4903 that there should be three each of the ELO touch panel, Dell PC and supporting parts, rather than the one each shown in the equipment list in the spec., please confirm.

Who is providing the Facility AV & Facility Dante networks? Is this part of this contract? Where physically are these located?
Not in Contract – Supplied under building Contract 1. Inter-system patching points have yet to be agreed between contractors, but likely to be in the AVCR as other systems exist in this room.
30 ADA keypads are not shown at Feedback Hub, will they be needed there? Not envisaged at this point in time. 0004
Is providing the design and drawings for the conduit and wiring structure of the partition walls to be part of this package, or will that yet be provided by the design team?

Page 16 of the RFP states that Phase 2 (with the exception of the audio description program) is scheduled to open 426 days after contractor's notice to proceed. Page 37 of the RFP states that Phase 2 (with the exception of the audio description program) is scheduled to open 517 days after contractor's notice to proceed. Please clarify which timeline is correct.
Contract completion (and end of Phase 2) is 517 days from Contract Notice to Proceed. This discrepancy has been corrected in the RFP document that was deleted and replaced in its entirety via Amendment 0004.
Do you require Past Performance Questionnaires from our key subcontractors also? If so, how should they be identified and separated from those we are submitting for ourselves.
Yes, Past Performance Questionnaires are required for the key subcontractors. Please use the same form provided in the Vol I Submission Package.
Subcontractors shall annotate the Prime Company on the questionnaire.
Ref Page 20 of RFP –Please confirm the required warranty of exhibits for the project is 1 year beginning the final acceptance of the work unless called otherwise eg : Page 6 of 78 9489-5a-Supplementary Specifications item 1.07 calls for 5 years for Carpet Tiles.
Please refer to Clause 52.246-19, Warranty of Sysems and Equipment under Performance Specifications or Design Criteria added via Amendment 0004 on Page 106 of 141 in the RFP document. In the case of a conflict between this Contract Clause and the Contract Specifications, the Specifications shall take precedence.
Will the government furnished materials be shipped to the contractor’s facility or only as far as the St. Louis Staging Facility?
This will be on an as-needed item by item basis. It will be necessary for the contractor to make field visits to make templates/take measurements as needed for items that cannot be shipped.
Reference images provided show two types of boats for the “pirogue”. Please confirm the style required for both the full size replica; MR-3-05 and the Scale Tactile Model; MR-3-12.
These are one in the same boat, there is a photograph of an empty reproduction, and an illustration showing one laden with provisions.
The tactile would be a boat with provisions.
Please confirm bronze resin (bronze powder) tactile models are required in lieu of cast bronze?

It is the contractor's responsibility to meet the contract requirements and specifications. If this substitution meets or exceeds the specifications or contract requirements, it would most likely be acceptable.
MR-7-13 7.5 Transcontinental Railroad: Are objects MR-7-12 and MR-7-13 duplicate entries in the Custom Elements List, or separate items?
These are separate items, see sheet D3701 or PDF page 71 of the Drawings. 0005
MR-9-13 Please describe this item, it appears to be omitted from the Custom Elements List. E4904 or page 137 of 258 indicates MR-9-13 on view 1. Amendment 0005 replaces Attachment F in its entirety. Page 72 of 72 of the Attachment F, Custom Elements has been corrected. The Key number is changed from MR-9-08 to MR-9-13. Amendment 0005 also replaces Attachment C-3 in its entirety. MR-9-13 has been added to Page 33.
Drawing MWE-4905 shows Earthcam Enclosures on the Observation Deck, but there don’t appear to be other references to this beyond this drawing page. Is this a system within the scope of this project? If so, are there further details?
Page 138 of 258, E4905 shows the design intent for the project enclosures. There are no further details at this time. The contractor is asked to provide provide a suitable solution to be reviewed during shop drawings.
Please elaborate on Engineering stamping requirement for this project. On a broader scale -we understand that all Structures that attach to the building must be stamped by a Licensed Engineer /PE. Does that mean all drawings such as Metal Structures Free Standing and Building Attachments, Cases Free Standing and Wall Mounted, any scenic elements that are attached to the building, any graphic Structures attached to the building
All/any AV Hardware that is attached to the building, exhibit Walls to whom exhibit elements are attached etc.? This information will be valuable for schedule planning aside from cost allocation.
Anything that intersects with or is a concern for Live safety/visior safety. Items anchored above peoples heads, large items that need to be secured to prevent tipping, Elements that are secured to the building. The steel structures have a special requirement as they require engineering to satisfy Seismic requirements.
In Attachment F- We are missing MR- 9-13 whereas we see MR-9-13 on the drawings? Please provide details and /description of MR-9-13.
E4904 or page 137 of 258 indicates MR-9-13 on view 1. Attachment F, Page 72 of 72 of the custom elements has a typo in the Key number and should read MR-9-13 not MR-9-08. MR-9-13 will also be added to Attachment C-3, Page 33.

Ref Page 19-of the Revised RFP amendment 3 – Please confirm if the 5000 square feet space is for staging, storage and to be used as onsite work space only (due to non-availability of space on site for this) as well as review of some large scale graphic proofs and other smaller exhibit element submittals whereas the inspection of all other shop fabricated exhibits is to be conducted at Exhibit Contractor Team’s Facilities. (Inspections at Contractor’s facilities to provides best overall value in terms of Quality Control, logistics and cost). This is our interpretation of item 10 and 11 of Page 19-Please confirm if our understanding is accurate.
The main reason for the "Local" space is to accommodate review of the Graphics, tactles samples and other materials, at a single local location, accessible to the Park and project partners. Use for short term storage and as the contractor sees fit for their use. There will still be shop visits by smaller groups to the contractors facility. To be coordinated at the post award.
Ref Page 20 of RFP- Please confirm if the combined TOTAL hours of training for Phase I is 40 hours and Phase II is 120 hours.
Confirmed, this the total number of hours for the trainers. Multiple staff members are trained at the same time.

“Site access is limited to 6:00 AM to 4:30 PM Monday through Friday. Access to the building shall be during normal business working hours of 7:00 a.m. to 3:30 p.m. The Contractor may request, in writing, permission for work outside these hours, on weekends, and on Federal holidays. (i) The Contractor will be required to pay hourly rates for Park and Security staff to staff the security gate and/or building entry if Contractor needs access outside of the normal business working hours. Hourly rate will be $40.00 per hour”
How many security staff cost must be considered if we have to work outside of regular hours . Does it in anyway depends on number of people working on site.
Please clarify, We are assuming that $40/Hour will be per person.
Typically only one security guard would be required to control access during after hours work. The number of guards depends on the access route used to the work site and not to the number of people working on the site.
Is the expectation to have all graphic inspections and/or reviews at the St. Louis Staging and Review Facility or can some of them take place at the contractor’s facility?
There will be reviews at the staging facility or the contractors location as determined by the COR
In regard to the Digital Projection Insight Projector specified in the Alternate system for the Heading West area – it appears that when this projector is used with the short throw lens specified and needed, the lens shift available will not be sufficient for installation as currently designed. Please review and verify specification. (as an additional note – it appears that even the Panasonic projector will need to be about 7 inches lower than currently shown)
Please use the current specifications and drawings for proposal preparation. Should NPS determine that revisions are needed, it will be addressed via modification after award.
We have not been able to locate details for the Duratran light boxes which are part of the Dream Wall, in the 43 positions which will contain static graphic displays, rather than LCD displays.
a. Are these being provided under Contract 1, or are these to be part of this proposal?
b. While it appears that custom enclosures or frames will be needed to match the size, positions, and perhaps mounting method of the LCD displays, and the drawings do show boxes and wiring provided for LED lighting drivers, are there fixtures that have already been specified here?
c. Are there details available for the custom enclosures or frames?
There are no further details. A.

Exhibit 2.2 Area 2 Hub – Projector and Screens shown on drawing are not in AV equipment list . Please confirm if you want us to include it in our/AV scope of work or is it Government furnished item?

This is included in the Contractor scope of work and is not a Government furnished item.
Please confirm the estimated value for this project as stated at 10 – 13 million is for Scope of work by Exhibit fabricator and none of this budget is for Contract #1.

Will tractor trailer deliveries have direct access to loading dock? The contractor will have access to the loading area. Note there is no raised dock. All deliveries will require coordination with the Park and other contractors on-site.
Is the lenticular flag for MR-2-04 just a curved shape or does it actually have a wave shape?
It has a wave shape.
Some of the touchable models and models that are within reach for the interactives will be too delicate to produce as bronze resin. Are bas relief models an acceptable alternate or can we assume that some method will be agreed upon after contract award?
This will be addressed after the contract is awarded.
What is the approx. size of MR-6-17 covered wagon scale model? Approx 27" Long, x 18" High x 14" wide. 0007

Are bison hide belts an actual requirement of PI-7-06? Belts are a requirement.Actual
Bison hide is not.
Custom Element MR-4-04 Bookcase- The description does say Faux books… One thing is if we are replicating actual books the stamping is critical and a large number of dies would be needed, all must be ordered with black and white artwork. It could get very pricey in addition to the stamping (the setup is critical).
It will be very difficult to price this job accurately without seeing the actual lines of decoration or titles required, If EXACT replicas are needed. If however, there is an artistic license on the actual decorations (stock in house ones) you could save a fair amount of die charges. Another method would be to get these produced made from a resin but that is made in groups and only the end of the book is duplicated and attached to a wooden L bracket that slides onto the shelf, refer to www.fauxbooks.co.uk. Please explain in detail your expectations.
The description from the Custom Elements list states, "Filled with faux 18th century books.
Contractor will be supplied with approx. 160 specific titles and sizes of books to be replicated. Books to appear as bound in brown leather with the titles and author embossed in gold on a red rectangle, style to match reference photos. To be fixed to Central Plinth as per drawings."
Can we assume the frames for MR-3-08 / MR-3-09 on pgs. 14/15 of and the 5 MR- 4’s on pg. 30 of attachment F are a stock profile and finish?
Correct. To be selected as a best match to the reference materials.
Do the turntables in PI-7-06 on pg. 60 start at the same time? Confirmed.
On PI-8-03 on pg. 67 we assume the crank will turn both ways to send the pods up or down.

Drawings (E) MWE 4102, 4103 (pages 83 and 84) – are the vertical steel support post anchors shown imbedded in the floor to be provided “by others” along with the floor box? Same question for pages 133, 190, 210, 211, 212, and 213.

General question regarding freestanding cases. The panel that separates the case volume from the light attic is commonly labeled “Removable black steel dress panel.…” Please define what this panel is made of and the intention of making it removable.
This is an access panel for pulling cables as needed for lighting during the setup and installation phase.
