There is a lot to review in the Solicitation/Bid Documents and it is I possible that I missed a bonding waiver.
The requirement for P&P Bonds has been removed from the solicitation via Amendment 001 to the Solicitation. P&P Bonds will not be required. 0001
After pondering the bid bond, something jogged my memory. I believe most sureties will not issue a "bid bond" unless it is tied to a performance bond. There are projects for which this is an exception, though I am not conversant enough with construction finance law in order to offer any solid direction.
I contacted our surety agent for guidance and here is his reply: "Sureties don’t charge for bid bonds and in the event their client is not the successful bidder, they would not issue final perf/pmt. bonds. The problem is, that bid bonds guarantee the issuance of the final bonds or the bond amount of 10-15% is forfeit, so it’s hard to issue a bid bond based on the promise that no final bonds will be required."
Based on Solicitation page 154, item L.14: The amount of the bid guarantee shall be 20 percent of the bid price or $3 million , whichever is less; the amount of the bid bond at risk based on the published Arch Museum exhibit budget could range from $2,000,0000 - $3,000,000. That amount would be forfeit because a bidder could not provide P&P bonds attached to the bid bond. Thus, [a bidder] may not be able to provide a proposal for the Arch Museum project.
Would the Government please consider this and either waive the bid bond requirement or provide guidance which removes the obligation connecting the bid bond to the P&P bonds?
The requirement for a Bid Bond has been removed from the solicitation via Amendment 0001. A Bid Bond will not be required.
Would you please advise if the Commissioning Authority/Agency required for the above noted LEED project is to be contracted directly under the owner or perhaps the prime contractor.
LEED certification will be provided by owner. The Exhibits Fabricator does not provide any additional LEED subcontract. 0002
Can you confirm that Commissioning Services would be a part of or a subcontract of this project? As I read through the Solicitation and see construction/additions to the building is underway, I realize that Commissioning Services may be already awarded and under the building construction contract – already in process.

I noticed that the following attachments are missing from the posting of the RFP from last week for the Arch Exhibits at the Museum of Westward Expansion:

These attachments have been uploaded with Amendment 0002.
We have been reviewing the bid and working on a proposal for the audiovisual systems and interactives for JEFF Museum Exhibits. We found a discrepancy with an exhibit that we would like clarification on please.
Discrepancy is between Attachment E and Attachment I. Attachment I shows two extra exhibits comparing to Attachment E. Exhibits are AV-8-11 A-D: Oral Histories and AV-8-12: Saarinen's Tour. First is a handset exhibit where you'd pick up a telephone type of handset and listen to a number of sound tracks. The second, appears to be coordinated Lights and Sound exhibit. Can you please clarify?
Please refer to Page 51 of the revised Attachment E - Supplementary Specifications incorporated with Amendment 0002.

P13: Item C1 3B(g) of RFP document
Why does Contractor 1 have “Loadzone Exhibits” and what is this? Loadzones are ramps on the north and south sides of the Tram Lobby area that lead to the tram to the top of the arch. Exhibits and equipment in these areas are not included in this contract.

How was “Physical and Programmatic Accessibility” addressed in the exhibit design process?
The National Park Service reviewed physical and programmatic accessibility throughout the design process. We called upon an outside "Universal Design Group" and the National Center for Accessibility among others for additional review and comment. Design and drawings were changed in response to comments.

Phase One complete by October 13, 2017:. Please elaborate on the intent for completion of these exhibits with respect to the project as a whole and public access to the space, with respect to the balance of the exhibits remaining to be installed. For example, will Contractor 1 be responsible for safety barriers or walls in the space?
Phase One completion is targeted to align with completion of the New Visitor Center and west entry. At that time the public will have access to the Tram Lobby through the Heading West display area and through the central exhibit corridor (Hubs area). The exhibit spaces on either side of the central corridor will be walled off and closed to the public until completion of Phase 2 of the exhibits work.

Exhibit Graphics. Will graphics be provided to the exhibit fabricator as “production ready digital files” and if yes, in what software program?
Yes, the Government will provide production ready digital files using Adobe InDesign. 0003

Building prep phase. Please elaborate on intent for the scope break between Contractor 1 and exhibit fabricator's scope.
The building contractor (Contractor #1) is expected to complete work in the exhibit space in March 2017.
At that time the NPS will take Beneficial Occupancy of the space and turn it over to the Exhibits Fabricator/Installer. Contractor #1 will be completing work surrounding the exhibit space, thus requirine Exhibits Fabrication personnel to enter through well defined paths through the Contract #1 work zone. All mechanical and electrical infrastructure will be in place at that time. In addition Contractor #1 will install exhibit area high lighting.

We took note of the MBE and WBE goals for participation for each trade. As this Solicitation is set aside for small businesses, are we to assume the subcontracting goals for large businesses described on page 145, item 9, are not applicable?
Amendment 0003 removes the requirement for a Subcontracting Plan from this Solicitation. This deletes the reference to a subcontracting plan on Page 145 of the RFP document, Section L.

Will the exhibits inform the LEED Certification? What level of LEED Certification is the project goal?
Only large enclosed, conditioned displays will be part of the LEED commissioning effort - which is not in this contract.
We previously inquired about a discrepancy where the exhibit list (Attachment-I) shows two exhibits, but we have no equipment list for them in the Attachment-E.
The answer that we found in the amendment, is to add the missing section in the Attachment-E. We cannot do that as it needs to be done by whomever designed the exhibit, as they need to select the equipment bases for the exhibits, as done elsewhere in the Attachments. Can this equipment list please be added for the exhibits AV-8-11-A-D and AV-8-12 into the Attachment-E document?
Attachment E, Supplementary Specifications has been deleted and replaced in its entirety via Amendment 0004 to the Solicitation. Changes are indicated with red font color.
In regard to the audio exhibits in area 8 mentioned in amendment 2, the one (AV- 8-11) incorporates four SoundStik stations, does the other use the portable audio description sets (Durateq)? Also, it is assumed that the SoundStik model desired is the one with volume control and MP3 player, is this correct?
PI-8-05 (AV-8-12) routes the audio to the overhead speakers and will trigger a patch that will drop the level of the local soundscape audio during the Saarinen’s Tour audio.
Correct, SoundStik with the mp3 player and volume control. (AV-8- 11 A-D). See Amendment 0004.
Drawing MWE-4201 shows a Projector and suspended screen surface in Area 2, at HUB 1 (Founding St Louis, AV-2-01). This does not appear in the spec – please confirm whether or not this is currently part of the design.
All items shown on the drawings are part of the design.

Drawing MWE-765 shows two CAT6 above each area 2 HUB. HUB 1, as stated above, is the only one shown to have an AV system. Are the other cable sets for future use?
Cables were added to all hubs at an early stage of design to keep options open and redundant cables will serve for future use.
On MWE-026 and MWE-750, in the Pirogue in area 3, it appears that speaker cable CSL AS 3.03T4 is shown/put in the wrong place. Based on MWE-4312, it appears that it should be pulled to the location with CSL AS 3.01T4, rather than with CSL AS 3.02T4
The position of the sub-bass remains unchanged. It has to be in a location where it can be hidden within the display structure. All speaker positions have been agreed with the media production team who are creating the soundscapes.
The Samsung MD46B display is no longer in production; it appears that the best replacement is the UE46D – please confirm. This display is for use in either landscape or portrait orientation.
UE46D is a suitable replacement.
For area 6 - the equipment list in the spec, and the infrastructure drawing MWE- 028 indicate four B type speakers and three C type speakers, which presumably are to be embedded in the exhibits somewhere. However, these are not shown in the exhibit details. Could further guidance be provided for how these are to be incorporated?
It will be the responsibility of the AV hardware contractor to work with the main exhibit contractor to integrate the three C type speakers into the set works. Two to be hidden within the wagon and other located within crate.

On MWE-4801, the touchscreen IT-8-01 is wall mounted and is to have a speaker associated with it. The location of this speaker is not shown; is there a detail for where this is to go?

Regarding drawing MWE-2901.1, details of Keystone exhibit - the placement of the type G speakers specified for this exhibit is not shown. Please provide details for the placement of these speakers.

It appears from MWE-4903 that there should be three each of the ELO touch panel, Dell PC and supporting parts, rather than the one each shown in the equipment list in the spec., please confirm.

Also on MWE-4903, the Mandex LED ticker displays shown here do not appear in the spec; please confirm whether or not this is currently part of the design. If so, can you provide more details, such as dot pitch, etc?

Who is providing the Facility AV & Facility Dante networks? Is this part of this contract? Where physically are these located?
Not in Contract – Supplied under building Contract 1. Inter-system patching points have yet to be agreed between contractors, but likely to be in the AVCR as other systems exist in this room.
30 ADA keypads are not shown at Feedback Hub, will they be needed there? Not envisaged at this point in time. 0004
Is providing the design and drawings for the conduit and wiring structure of the partition walls to be part of this package, or will that yet be provided by the design team?

Page 16 of the RFP states that Phase 2 (with the exception of the audio description program) is scheduled to open 426 days after contractor's notice to proceed. Page 37 of the RFP states that Phase 2 (with the exception of the audio description program) is scheduled to open 517 days after contractor's notice to proceed. Please clarify which timeline is correct.
Contract completion (and end of Phase 2) is 517 days from Contract Notice to Proceed. This discrepancy has been corrected in the RFP document that was deleted and replaced in its entirety via Amendment 0004.
Do you require Past Performance Questionnaires from our key subcontractors also? If so, how should they be identified and separated from those we are submitting for ourselves.
Yes, Past Performance Questionnaires are required for the key subcontractors. Please use the same form provided in the Vol I Submission Package.
Subcontractors shall annotate the Prime Company on the questionnaire.
Ref Page 20 of RFP –Please confirm the required warranty of exhibits for the project is 1 year beginning the final acceptance of the work unless called otherwise eg : Page 6 of 78 9489-5a-Supplementary Specifications item 1.07 calls for 5 years for Carpet Tiles.
Please refer to Clause 52.246-19, Warranty of Sysems and Equipment under Performance Specifications or Design Criteria added via Amendment 0004 on Page 106 of 141 in the RFP document. In the case of a conflict between this Contract Clause and the Contract Specifications, the Specifications shall take precedence.
