About this file
This document is a Justification and Approval (J&A) from the Department of Veterans Affairs for brand name construction materials at the West Roxbury Medical Center. The VA is seeking to procure two specific brand name items for a construction project: Corbin Russwin door hardware and Kaba Peaks 6-pin LFIC lock cylinders with removable cores. These items are critical for maintaining standardization and compatibility with the existing facility systems, and no alternative products will be accepted. The total value of these brand name items is approximately redacted, and the procurement is being conducted through the VA's Regional Procurement Office East, Network Contracting Office 1 (New England).
The justification emphasizes that these specific brands are necessary because they are already integrated into the existing campus-wide security and keying systems. The document cites that installing different manufacturers' products would compromise patient health and safety, potentially cause operational issues, and result in unnecessary delays. The VA has selected the "Only One Responsible Source" statutory authority (41 USC §3304(a)(1)) to sole-source these items, noting that no market research was conducted since these products were previously obtained through full and open competition and are now integral to the facility's existing systems. The effective date for this acquisition is 11/15/2024, with the Acquisition ID 36C241-24-AP-4454.

Revision: 01 Effective Date: 11/15/2024 Page 2 of 3 Acquisition ID#: 36C241-24-AP-4454 and may not operate properly or operate at all with the Kaba Peaks keying system;
this would result in unnecessary delays. Installation of other brands for door hardware may not be compatible with the existing keying system. Therefore, only this manufacturer’s products are acceptable, no substitutions.
b) Kaba Peaks Lock Cylinders with Removable Cores – Kaba Peaks Lock Cylinders with Removable Cores is the existing VA West Roxbury Engineering building standard for door lock cylinders that is installed and operating for the keyed security system campus-wide at the West Roxbury VAMC. Other manufacturers cannot make the Kaba Peaks lock cylinder and would not be compatible with the existing keyed security system. The West Roxbury campus has an existing locksmith with inventory of 6-pin LFIC; for the new door lock cylinders with removable cores on this project be coordinated with the existing locksmith and inventory, the door lock cylinders with removable cores must be Kaba Peaks 6-pin LFIC door lock cylinders with removable cores. Kaba Peaks lock cylinder is incompatible with other manufacturers’ cylinders.
Therefore, only this manufacturer’s products are acceptable, no substitutions.
