About this file
This document is a comprehensive bid specification for the Department of Veterans Affairs (VA) project 523A4-20-208 to replace boilers and upgrade controls at the West Roxbury VA Medical Center. The project involves a complete renovation of the existing Central Boiler Plant (Building 8), including demolition, modification, and installation of new infrastructure. Key requirements include installing four 500 BHP dual-fuel fire tube boilers, a new deaerator and skid assembly, condensate tank system, underground steam tunnel, new electrical systems, fuel oil storage tanks, emergency water storage tank, and associated mechanical and control systems.
The project scope encompasses multiple phases of construction, with specific requirements for utility relocations, temporary steam generation for the Research Building, and stringent safety and infection control protocols. The contractor must provide comprehensive documentation, commissioning services, and training for VA personnel. Notable technical specifications include blast-resistant building construction, seismic restraints, wireless steam trap monitoring, hazardous gas detection systems, and compliance with extensive VA and industry standards. The project will require careful coordination to maintain existing facility operations during construction, with specific limitations on steam system shutdowns and a focus on minimizing disruption to medical center activities.

SECTION 01 00 00
GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the “Replace Boilers and
Upgrade Controls” project located at the West Roxbury VA Medical Center in West Roxbury, Massachusetts as required by drawings and specifications.
B. The VA Contracting Officer will schedule an organized site visit during the solicitation process.
C. Offices of Miller-Remick, LLC, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
D. All testing shall be done in accordance with Specification 01 45 29, Testing Laboratory Services. Before placement and installation of work subject to tests by testing laboratory retained by Department of
Veterans Affairs or Contractor, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three workdays unless otherwise designated by the COR.
E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, All work as required by drawings and specifications, including general construction, demolition, modification and renovation of the
01 00 00 - 2 existing Central Boiler Plant (Building 8). This project includes but is not limited to the following general outline of the project and shall be worked with all drawings included with the contract documents:
1. The locations of underground utilities found and shown within these project documents, were conducted for design purposes only, therefore locations shown within these design documents are approximate and the existence and location of any underground obstruction or utility cannot be guaranteed, therefore the project area must be fully investigated and verified in the field by the contractor prior to excavation/construction. The contractor is responsible to locate and identify all public and private underground utilities associated with the project area. The contractor shall enlist the assistance of the owner, sub-contractor, public utilizes etc. to obtain their opinion as to the locations of underground utilities that may exist within the construction area and that may or may not be presented in the contract documents.
2. Provide land survey signed and sealed by a licensed land surveyor in the state of Massachusetts. Perform survey on ground according to
Accuracy Standards for ALTA-ACSM Land Title Surveys and FGDC
STD-007.3 and FGDC STD-007.4 (see specification section 02 21 13).
a. Provide topo contours at 1’intervals.
b. Boundary Retracement Survey:
1) Perform research at the Suffolk County Registry of Deeds, City of Boston Engineering Department, Massachusetts Land Court, and Massachusetts Department of Transportation, as necessary.
2) Perform field survey to include the parcel boundary monuments, street right-of-way boundary lines, lines of occupation, potential encroachments, and structures on the property.
3) Produce plan of land survey at suitable scale in PDF for your records.
4) Perform our survey work in compliance with the Code of
Massachusetts Regulations 250 CMR 6.0.
c. Topographic Survey:
Vertical Control: National Geodetic Survey or existing VA Medical
Center benchmark.
1) Determine project site contours at maximum 1 foot) interval.
2) Determine spot elevations at specified locations.
01 00 00 - 3
d. Utility Survey:
1) Locate piped utilities and utility structures. Identify service type, sizes, depths, and pressures. Establish inverts in and out on gravity sewer manholes. If depth is critical and manholes are not available identify depth with ground-penetrating radar (GPR).
2) Locate fire hydrants.
3) Locate wired utilities and utility structures. Identify service type, rated capacities, and elevations above and below grade.
4) Identify each utility authority including contact person and phone number.
5) Locate permanent structures within survey boundary by perpendicular dimension to property lines.
6) Determine structure plan dimensions, heights, and vertical offsets.
7) Determine projections and overhangs beyond structure perimeter at grade.
8) Determine number of stories and primary building materials.
3. The health facility steam system operates year-round for HVAC (i.e., building heating and ac reheat), medical equipment sterilization and domestic water heating. It is crucial that all tie-in work associated with the steam and condensate systems will be accomplished and completed during the warmer months (approximately
April 1 through November 1) to minimize critical system shutdowns.
All other work can be performed at any time as long as a phasing plan is submitted to the VA. The contractor shall plan and coordinate all required steam shut-downs with the VA COR. Steam shut-downs are limited to eight (8)-hours maximum unless approved by the VA COR and medical administration. The contractor shall also develop a construction phasing plan utilizing the phasing steps shown withing the contract documents and Drawing GI002. The contractor's phasing plan is subject to final approval by the VA.
Final approved phasing plan shall not be grounds for a change order.
4. With the exception of building 21 (research building), the construction phasing of this project will be carried out without the use of rental steam generation trailers. The objective is to leave
01 00 00 - 4 the existing central boiler plant fully operational during construction. The new central boiler plant and emergency generator/electrical rooms and new steam tunnel will be constructed, fully operational, tested, and commissioned prior to demolition of the existing central boiler plant. Once the existing plant is removed the building shell of the central chiller plant will be erected. The design anticipates that the construction of this project will occur during five (5) major phases of construction. See
Drawing GI002.
5. Provide temporary steam boilers to supply steam to the Research
Building (Building 21) during construction. Provide all temporary piping, utilities, pipe supports and appurtenances.
6. Based upon the brittle nature of cast iron, the VA prohibits the use of cast iron or malleable fittings and components in high and medium pressure steam systems (15 psi or above). All new construction or repairs must not use cast iron fittings and components or malleable fittings anywhere in the high-pressure and medium pressure steam system (15psi or above). All new construction or repairs must use cast steel or forged steel fittings only.
7. Relocate underground utilities within the construction area of the new central energy plant.
8. Provide new storage and salt storage shelters and new concrete pads.
