About this file
This Justification and Approval (J&A) document is for a Department of Veterans Affairs (VA) project to replace the existing medical center boiler system at the Boston Healthcare System, West Roxbury Division. The project, identified as Number 523A4-20-208, requires a prime contractor to remove the current boiler system and install four new fuel-efficient, dual-fueled (fuel oil and natural gas), high-pressure firetube boilers. The boilers must provide 120psi high-quality steam services, be configured for redundancy, and communicate with the campus Supervisory Control and Data Acquisition (SCADA) system. Specifically, the VA is sole-sourcing the boiler system from Cleaver-Brooks, which is the only manufacturer offering a complete integrated boiler solution with boilers and burners in one unit, and provides advanced control platforms that enable seamless SCADA system integration.
The acquisition will be a firm-fixed price contract, with the general contractor responsible for selecting the boiler vendor. The document cites 41 USC §3304(a)(1) as the statutory authority for other than full and open competition, justifying this through Cleaver-Brooks' unique system capabilities. Key differentiators include the system's ability to provide real-time access to critical parameters, optimize energy consumption, reduce maintenance complexity, and ensure compliance with NFPA and Joint Commission Standards. The contract is part of the VA's Veterans Health Administration, Regional Procurement Office East, Network Contracting Office 1 (New England), with an effective date of 04/15/24.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Cleaver-Brooks offers fully integrated boiler systems, including boilers, deaerator (DA) tank, feedwater pumps, blowdown separators, and control panels. This single-manufacturer ecosystem ensures compatibility across components, simplifying installation, commissioning, and supervisory control and data acquisition (SCADA) system integration.
Cleaver-Brooks systems are equipped with advanced boiler control platforms like the Hawk straightforward interfacing with the current SCADA system, reducing the need for costly custom programmable logic controller needed if different boiler manufacturers were procured.
Cleaver-Brooks integrated control systems provide real-time access to critical parameters such as steam pressure, feedwater levels, burner status, O2 trim, stack temperature, and DA tank ed within a -making and operational efficiency.
Integration with SCADA enables automated load management, start/stop sequences, and efficiency tracking. Cleaver- ives, and parallel consumption and reduce downtime.
A fully integrated Cleaver-Brooks system eliminates interoperability issues between third-party components, reducing commissioning errors and long-term maintenance complexity. This not only lowers total cost of ownership but also enhances system reliability and safety—both of which are reinforced through SCADA-driven monitoring and alerts. Cleaver-Brooks provides detailed I/O maps, communication protocol documentation, and configuration support tailored for SCADA integration. This significantly shortens engineering time during the design phase and expedites troubleshooting during operations. In addition to critical internal equipment within the plant, the external equipment that relays information to the boiler plant’s SCADA system include that need to be configured into the current SCADA system to continue to receive these notifications to remain compliant with NFPA and Joint Commission Standards, as the boiler plant is operated 24/7. The Cleaver-Brooks system provides a complete, integrated boiler and is the only brand that offers a complete system that includes boilers and burners in one unit;
no other manufacturer can provide a complete system.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
boiler/burner package to be manufactured and tested for compliance in accordance with the same components. Since the boiler system will be procured by the eventual awardee, the general contractor receiving the award (not the Contracting Officer) will be responsible for selecting the vendor that will provide the boilers. The general contractor’s efforts to procure the boilers and burners will be evaluated during the trade-off source selection process.
