13-Jan-14 Page 6, Item # 0007, Option Item
This is a follow-up to Comment #27 on the draft solicitaion, as the issue remains unresolved. Please confirm that there is only one survival mooring system as part of this project - that for the submarine and not the IX-516 barge, and then correct the option description to remove the reverence to IC-516. Further either correct the description or the list of attachments for consistancy to either P099 (as in the Option description) or -100 as listed on page 13, whichever is correct.
There are two survival mooring systems. P100 includes an SMS for the ship as part of the base bid for P100. Option Item 6 to P099 is an SMS for the IX-516 barge. Unfortunately, the final design for the SMS for the barge will be provided in a forthcoming amendment. It is much less complicated than the SMS for the ship but the final location had to be confirmed based on environmental and navigation factors, which impact the calculations, which affect the drawings. There were some changes required to the specifications as well. The drawings and revised specifications are included in Amendment 7.
Y, Amendment 7
2 13-Jan-14 Which entity will be responsible for paying for the construction/laboratory material testing and/or Special Inspection for the referenced project?
The prime contractor. N
14-Jan-14 00202.III.F.3.b.1.a.
In Section 00202.III.F.3.b.1.a.1, General Construction Experience, item (iv) concrete pile foundation, is listed as a significant feature in the basis of evaluation that prime contractors must demonstrate it has managed in a submitted project. However, we believe that this feature of work kshould be included in the subsequent section 2, Specialized Construction Experience, as a specialized subcontractor typically performs it much like the Pier/Whart work, Industrial Support Facilities and Facility Security. In our last 2 projects for the military, both over $140M, neither had concrete pile foundations. However, if they did, a specialized subcontractor would have performed this work. Please consider moving this feature of work into the Specialized Construction Experience factor so we can submit our specialized teaming subcontractor for this requirement.
The concrete and pile driving are critical pieces of this project. While we fully expect that there will be a specialized subcontractor actually performing the work, it is critical that the prime contractor has experience managing a project of the same magnitude that has dealt with these issues. We are not asking that the prime contractor self-performed this work, just that they have managed a project that included it.

21-Jan-14 The company I work for has served as the CxA on multiple federal projects for both NAVFAC and USACE in the past few years and I see that the Owner or the A/E firm will be hiring the CxA directly for this project. Would you be able to provide some insight as to how we would go about getting added to the pre-approved list of vendors to fulfill this role on projects where the Owner will hire the CxA directly?
There is not a pre-approved list of vendors. The CxA agent has already been hired through the AE design firm as part of the design contract.

23-Jan-14 Section 13 50 01, pg 5, para 1.2.4.3
This section conflicts with the general layout drawing S529. Drg S529 depicts a "tie-rod style" column mounted jib crane. Para 1.2.4.3 specifies components used in a free-standing, full cantelevered jib crane. Both designs will work in this application.
But depending on which style is proposed, the offeror will not fully comply with both
1.2.4.3 and drg S529 as shown. Please clarify that either style is acceptable and that the specification and/or drawing S529 will be amended to reflect the specification for the design being supplied by the successful bidder.
Refer to 13 50 01 - 1.2.3.a, second sentence N
23-Jan-14 Section 13 50 01, pg 10, para 1.6.8;
page12, para 2.2 protective coatings
These sections conflict with general layout drawing S529. Drawing S529, General Notes, Note #2 states "All steel shall be galvanized UNO." The specification clauses are written for carbon steel fabrication (not galvanized). The shore power boom structures are welded exposed steel structures. Welding on galvanized steel produces hazardous fumes and requires special equipment and procedures. Our experience on all shore power booms has been to use non-galvanized steel that is coated in accordance with SSPC SP 6/NACE No. 3. Please state if non-galvanized steel is allowed to be used to fabricate the shore power booms.
Generally, steel fabrications can be galvanized (hot-dipped) after all welding and fabrication has been completed.

23-Jan-14 Section 13 50 01, pg 5, para 1.2.4.4.a
The cable saddles are welded steel structures, like the boom and mast. We recommend that carbon steel with a coating system conforming to SSPC SP 6/NACE No. 3 be allowed as another option to stainless steel or plating. Our experience shows that a saddle fabricated from properly coated steel holds up well in a marine environment.
Refer to PPI 21 N
23-Jan-14 Section 13 50 01, pg 5, para 1.2.4.4.c
We request that cable organizers made from Nylatron also be allowed. Nylatron is a cast Nylon material, is a good insulator, can be easily machined, and is impervious to weather conditions of a marine environment.
Nylatron would be an acceptable alternative Y, Amendment
23-Jan-14 Section 13 50 01, pg 5, para 1.2.4.5.a
Last sentence states: "The torque reel shall provide a fail-safe condition such that the maximum payout of the strain relief cable is attained should the reel fail; thus preventing excessive tension in the shore power cables at the top of the ship."
Unfortunately, if this event occurs, and the torque reel is allowed to "free wheel" and go to a slack condition, the take-up saddle (shown on drawing S529) could free-fall onto the ship. The specification does not state if a fall-arresting means must be provided to either "catch" the take-up saddle or to allow its controlled decent onto the top surface of the ship. Please clarify if this is a requirement.
No shore power boom components, including the saddle, shall come in contact with the ship under any other condition.
N
23-Jan-14 Section 13 50 01, pg 7, para 1.3.6
In lieu of designing the strain relief cable to fail (break) before reaching the yielding load capacity (10.5 kips) of the padeye attached to the ship, is it acceptable to design the "torque reel system" such that the strain relief cable can never see a load greater than 10.5 kips? If the strain relief cable breaks, the take-up saddle will shoot to the top and the shore power cables could be stretched.
The intent is to limit the attachment to the ship to 10.5 kips maximum load. How this is achieved can be established as part of system design. The specifications clearly state that the design load of the padeye is to be 3.5 kips.
N
23-Jan-14 Section 13 50 01, pg 7, para 1.4 When performing maintenance and inspections from the pier, can it be assumed that a mobile man-lift will be used? Or must the shore power boom be designed with access ladder, service walkways, handrails, etc.?
A mobile man-lift may be used as part of the maintenance and inspection program.
N
23-Jan-14 Section 13 50 01, pg 5, para 1.2.4.5.b
Is a galvanized steel strain relief cable acceptable in lieu of stainless steel? NO N

Is a galvanized steel lifting cable acceptable in lieu of stainless steel? NO N

30-Jan-14 Pursuant to Evaluation Subfactor 5.A(g)
Is a Company allowed to use the “past performance information of affiliates/subsidiaries/parent/LLC/LTD member companies” related to utilization of small business concerns if the proposal clearly demonstrates the affiliates/subsidiaries/parent/LLC/LTD member companies will have meaningful participation in the subcontracting of the Project. Similarly, Evaluation Factor 6 allows the “Government may review any other sources of information for evaluating past performance.” Our interpretation of the Solicitation language is that it can utilize the past performance of affiliate companies for all experience and past performance criteria (“PP”) to the extent it can clearly demonstrate the affiliate companies will have meaningful participation on the Project. Could you confirm that this is allowed to utilize the PP of affiliate corporate entities throughout its proposal and whether any internal “teaming agreements” or other documentation is required for consideration of affiliate PP.

31-Jan-14 Demolition - Handling of Demo Material
Please confirm or clarify whether all demolition material from the existing finger pier at X-Ray North Pier and from X-Ray South Pier must be loaded to a barge and transferred off the site, or whether some or all of the materials may be transferred to the base of the pier and trucked to disposal through Joint Base Charleston.
Transferring demolition material to the pier and removing it via truck may be accomplished if the contractor chooses to do so and the means and methods are included in the security phasing plan that must be approved through NPTU Charleston security per spec section 01 14 00.00 25 and provided that site security and safe access can be maintained. Also, a lifting plan will need to be included to verify the safe transit of said material. There are multiple conflicts that must be verified to be in a safe condition during the entire event. These items include, but are not limited to, the North Pier Security Tower (or DFP4 if the tower has been replaced by the time this effort commences), the North Pier Fire Pump House, and the MTS 635. The approach pier will also have to allow transit to the North Pier, therefore the vehicle will have to move back and forth to receive material, or if the material is pre-staged on an adjacent barge, be removed in a timely manner.

31-Jan-14 Demolition - Equip.
Deliveries by Land
Are truck deliveries of demolition equipment allowed to the waterfront at X-Ray North Pier (such as loaders, concrete cutting equipment, etc..)
Demolition equipment delivery may be accomplished via truck if the contractor chooses to do so and the means and methods are included in the security phasing plan that must be approved through NPTU Charleston security per spec section 01 14
00.00 25. See response to PPI #48. These procedures will need to be included in the plan for approval by NPTU Charleston, but will only be available for loading and unloading of equipment. The vehicle (s) will not be able to stay in the area adjacent to the finger pier the entire working day.
N
31-Jan-14 Demolition - Pile Extraction
If an existing timber or concrete pile associated with the existing Finger Pier is not in conflict with the proposed new BPE, can the pile be cut off at mudline and removed rather than extracting the pile from below mudline? This would be similar to the piles left behind from the previous existing structure
All piles are to be completely removed as indicated on the drawings.
Partial removal is unacceptable.
N
31-Jan-14 Plans, G100 - General Notes, VIII Security, Paragraphs G & H
Paragraph G states, "All material deliveries shall be by a transport barge. All barges and materials shall be inspected by the government prior to being brought onsite inside the Port Security Barrier (PSB)." Paragraph H, note "d" states, "The inspections typically take one day but may take longer ..." For completing the concrete cast-in-place operations, are the concrete trucks and pump trucks required to be barged in to the site? If so, how will this work with the concrete set time and the time it takes to complete the barge & equipment inspections? Will the Contractor be allowed to deliver concrete in readimix trucks through the Base to a point where the concrete can be transferred to a barge located inside the Port Security Barrier (perhaps beside the Contractor laydown yard or a point on land located north of the Finger Pier)? Are loaded concrete readimix trucks permitted to deliver concrete by driving out on the existing X-Ray North Pier?
Ready mix concrete will not be required to be delivered via barge. Note G has been updated to reflect this change. The contractor will be responsible for determining the means and methods of delivering concrete to the point where it is needed for installation. Precast items such as piles, pile caps, etc are not included in this allowance and will need to be delivered via barge. All delivery methods must be included in the security phasing plan to be prepared by the contractor for approval.
Y, Amendment 6
31-Jan-14 Demolition -Items to be salvaged
After "Items to be salvaged" have been removed, what is required by the contractor to do with these items? Can they be transported on the existing pier to the base of the pier and from there onto land and then delivered to the appropriate location on Base?
Assuming this pertains to the finger pier demolition work, no items are to be salvaged. Refer to Amendment P0006.
Y, Amendment 6
31-Jan-14 Plans, SD101 X- Ray North, Demolition Notes
Note 2 states, "Approximate locations of previously demolished finger pier debris shown on NAVFAC Drawing Numbers 5203022 thru 5203027 and sub-bottom survey." Have these documents been made available already? Where can we find them?

31-Jan-14 Plans, SG101 Overall Structure Site Plan
Are the (2) current ships, labeled as Current Ship 1 and Current Ship 2, at Piers, X- Ray North and X-Ray South going to be relocated prior to the start of construction?
Will the Contractor be required to (or allowed to) transport its barges alongside the berthed submarines when shuttling barges to and from the Pier?
Current ships will not be relocated prior to start of construction. Training will continue on these ships throughout the construction duration. Barges may pass the ships, but may not stop, berth, tie to or stage next to the ships at any point. The PSB will be opened at the furthest point north to allow safe transit of working barges away from the moored ships.
N
31-Jan-14 Plans, CN101 Dredging Plan
Where along the Port Security Barrier (PSB) will the contractor be allowed to enter and exit with crane and material barges?
PSB can be opened to allow access right at the BPE construction site (sections are typically 200 - 300 ft long). NPTU has the capability of opening any barrier sections required except for the section lengths that connect to the shore.
N
31-Jan-14 Plans, CN101
Dredging Plan Dredging around the Current Ship 1 SMS will lower the existing ground level about 10
ft. This will likely expose the existing anchor pile depending on how far below the ground the anchor pile was driven. Is this the intent?
Top of pile is 45 ft below MLW. We are dredging to 40 ft below MLLW, therefore the pile will remain below ground level.

3-Feb-14 FF&E With regard to the above referenced Proposal, we are unclear of whether Furniture package is included in this portion of Bid.
Although there are furnishings illustrated on the plans, and two Spec Sections with regards to furniture, and we see there is a FF&E Budget noted on the Pricing Document, Item #0012 and #0013, leads us to believe the furniture may be a separate contract, and not included as part of the construction package. What we ask is, if ALL furniture will be procured under a separate bid package by Owner, or if a portion of furnishings (panel systems) is part of this contract?
There are two items to consider. The structural interior design (SID) package and the comprehensive interior design (CID) package. The SID is included in the construction bid and is shown on the drawings.
This includes paint, built in equipment, etc. The actual furniture, including cubicles, chairs, desks, etc are including in the CID. These will be provided by the GC as a planned modification to the contract.
