(b) Section III.F.3.(b)(1)(a)(1) Factor 1 – Experience, Submittal Requirements for General Construction is revised as follows:
(1) General Construction Experience:
Submit a minimum of two (2) to a maximum of five (5) construction projects (new construction or renovation) completed by the offeror as the prime construction contractor that best demonstrate the offeror's experience successfully executing and managing projects similar in size, scope, and complexity to the one under this RFP. Construction Projects shall have a total value of $80 million or higher with at least 170,000 square feet of work and completed within the past seven years from the date of issuance of the RFP. As detailed in the basis of evaluation for general construction experience, significant features include:
(i) single project with at least two multi-story facilities;
(ii) reinforced concrete high-bay (at least 45 feet high and
8,250 square feet) multi-story work;
(iii) thickened, cast in place concrete work (e.g. high security, blast resistant facilities);
(iv) concrete pile foundation;
(v) seismic Class D or higher seismic resistance construction;
(vi) extensive site work with above or below ground electrical distribution, filling, grading, wetland mitigation, or major site infrastructure work;
(vii) multi-phased work in congested areas or adjacent to existing facilities remaining operational during work;
(viii) management of multiple subcontractors;
(ix) project coordination with multiple stakeholders; and
(x) strict completion schedule
An offeror may rely on the prime contractor experience of corporate affiliates (e.g., subsidiaries, sister companies and parent companies) to demonstrate general construction experience, provided the offeror submits the following:
(i) a one-page narrative clearly demonstrating that the corporate affiliates will have meaningful participation in the project by identifying the personnel or resources from the corporate affiliates that will be dedicated to the project; and
(ii) an organization chart that demonstrates the corporate relationship of the affiliates.
(c) Section III.F.3.(b)(1)(b)(1) Factor 1 – Experience, Basis of Evaluation for General Construction is revised as follows:
(1) General Construction Experience.
For general experience, the Government seeks to evaluate the relevant general construction experience of the offeror as a prime construction contractor directly responsible to the owner, managing multiple subcontractors, and coordinating with multiple stakeholders within a congested construction area and under a tight construction schedule. Projects completed by the offeror or corporate affiliates (e.g., subsidiaries, sister companies, and parent companies) in any capacity other than a prime construction contractor will be considered unacceptable. Projects completed by a proposed subcontractor will be considered unacceptable. Projects not yet accepted by the owner as of the date of the issuance of the RFP, or projects completed more than seven years prior to the issuance of the RFP, will be considered unacceptable. Projects with a total value below $80M will be considered unacceptable.
Projects with less than 170,000 square feet of work will be considered unacceptable. With regard to the significant features, not every single project needs to include every single feature, but the relevant projects collectively must demonstrate experience in all of the significant features for the general experience of the offeror to be considered acceptable or higher. The prime contractor does not have to self-perform the work identified as significant features; however the prime contractor must demonstrate that it has managed projects that included these features. If the offeror is a joint venture (JV), the JV must be the prime construction contractor on at least one of the relevant general experience projects or each member of the proposed JV must be the prime construction contractor on at least one relevant general experience project. If each member of the JV does not have at least one relevant general experience project then the offeror will be considered unacceptable. For multiple award contract (MAC) or indefinite delivery / indefinite quantity (ID/IQ) contracts, the specific relevant task order(s) that constitute a single project on the same site, not the entire MAC or ID/IQ contract, will be considered the project for evaluation purposes. Offerors who demonstrate projects that exceed general construction experience requirements may be rated higher. Offerors who demonstrate experience without relying on corporate affiliates (e.g., subsidiaries, sister companies, and parent companies) may be rated higher.
(d) Section III.F.3.(b)(1)(a)(2) Factor 1 – Experience, Submittal Requirements – Specialized Construction Experience is revised as follows:
(2) Specialized Construction Experience:
Submit a minimum of one (1) to a maximum of three (3) projects for each of the specialized categories below. The specialized experience projects must have been completed within the past seven years by the offeror (either as a prime contractor or subcontractor), corporate affiliate, or by a proposed significant subcontractor bound with the offeror by a signed teaming agreement or letter of intent signed by all parties. If a corporate affiliate was not identified in Factor 1 – General Construction Experience, that company shall be treated as a subcontractor for use under Specialized Construction Experience.
