PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-23-R-1308
FY20, MCON PROJECT P-459B, MCB CAMP BLAZ PARKING,
US NAVSUPPACT, MCB CAMP BLAZ, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY.
The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
39. In reference to Q&A item 37, it was mentioned that over-excavation due to soft soils and cavities/voids encountered during construction should be included in the cost for earthwork. As per the recommendation of our geotechnical consultant, we should consider at least 3 ft of over-excavation based on the boring logs. For the uniformity of the bid, please confirm if this is acceptable.
RESP: As stated in the RFP no site specific subsurface investigation was performed at the parking area and the pertinent subsurface information available to the government at this time have been included with the RFP. It is the responsibility of the bidders and their retained design engineers to review and evaluate the RFP and develop their assumptions regarding information provided and bid accordingly. See additional drawing sheets (Grading Notes, Existing Conditions, and Grading Plans) along with Specification Section 31 23 00.00 20 Excavation and Fill, to assist bidders with developing their assumptions. See Amendment 0006, Part 6 Attachments.
