Notice No. 5 7 April 2023
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-23-R-1308
FY20, MCON PROJECT P-459B, MCB CAMP BLAZ PARKING,
US NAVSUPPACT, MCB CAMP BLAZ, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY.
The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSE REVISED FROM NOTICE NO. 4 DATED APRIL 5, 2023:
34. Please clarify the response to question #29 in Notice 3.
Is section G20201.1 permeable pavement no longer allowed on the project?
Please note our preliminary calculations using the criteria of the SDDCTEA show that it may not be possible to achieve the minimum required parking spaces of 235 within 70% of the 10,150 square yards provided for impermeable surfaces and still comply with the pamphlet for minimum parking space size, aisle width, and offsets and setbacks.
We are respectfully requesting a three-week extension to allow for our team including NAVFAC to assess our concerns since it will have a major impact on achieving the project’s program. The additional time will ensure a complete and thorough assessment and incorporate changes into our design and technical narrative.
RESP: Permeable pavement will not be allowed for the project. Although Permeable Pavement is stated in Part 4, Section G2020 1.1, according to the last sentence of G20 General, “only the RFP Part 4 requirements that apply to the project and further define the RFP Part 3 project specific requirements are required.”
The 10,150 SY BFR is the total allowable paved area that may be constructed. The Contractor should utilize this entire amount for parking, not just 70%. Proposal receipt date remains unchanged.
