Notice No. 4 5 April 2023
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-23-R-1308
FY20, MCON PROJECT P-459B, MCB CAMP BLAZ PARKING,
US NAVSUPPACT, MCB CAMP BLAZ, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY.
The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
34. Please clarify the response to question #29 in Notice 3.
Is section G20201.1 permeable pavement no longer allowed on the project?
Please note our preliminary calculations using the criteria of the SDDCTEA show that it may not be possible to achieve the minimum required parking spaces of 235 within 70% of the 10,150 square yards provided for impermeable surfaces and still comply with the pamphlet for minimum parking space size, aisle width, and offsets and setbacks.
We are respectfully requesting a three-week extension to allow for our team including NAVFAC to assess our concerns since it will have a major impact on achieving the project’s program. The additional time will ensure a complete and thorough assessment and incorporate changes into our design and technical narrative.
RESP: Permeable pavement will not be allowed for the project. The 10,150 SY BFR is the total allowable paved area that may be constructed. The Contractor should utilize this entire amount for parking, not just 70%. Proposal receipt date remains unchanged.
35. The RFP states that the connection point to the 13.8kV three phase 60 Hertz electrical power system is Pad Mounted Switchgear SW574-8. Please provide “as-built” or record drawings showing the location of Pad Mounted Switchgear SW574-8.
RESP: See forthcoming Amendment 0004, refer to sheet E-131 in “2021-2-15 PCO 002 Site.”
36. The RFP states to extend the 13.8kV three phase 60 Hertz electrical power system across Iceberg Street using two existing 6 inch PVC Schedule 40 conduits. Please provide “as-built” or record drawings showing the location of the two existing 6 inch PVC Schedule 40 conduits.
RESP: See forthcoming Amendment 0004, refer to sheet E-131 in “2021-2-15 PCO 002 Site” and E-518 in “J-001B DWGS FINAL (PART 12)_Signed.”

PARKING, US NAVSUPPACT, MCB CAMP BLAZ, GUAM
37. In reference to the shared boring logs for J-001B Project, it was shown that B-14 has reddish-brown elastic silt soil which is very soft if over-excavation due to soft soils and cavities/voids is encountered during the construction will this be considered additional work to the contractor? Or can the government provide a separate line item for the over-excavation for bid uniformity?
RESP: Boring B-14 was drilled prior to the start of the grading work of the J-001B project. The plan drawings for the J-001B project have been also included with the RFP. Over-excavation due to soft soils and cavities/voids encountered during construction should be included in the cost for earthwork.
38. In reference to Q&A item 31, it was mentioned that no spare conduits are available.
Please confirm if the intent of the RFP is to construct a new duct bank up to the existing SW574-8 that will cross the existing asphalt road for bid uniformity.
RESP: The intent of the RFP is to construct a new duct bank from SW574-8 to the two existing 6 inch PVC schedule 40 conduits shown on sheet E-131 in “2021-2-15 PCO 002 Site”, and construct a new duct bank from the other end of the same two existing 6 inch PVC schedule 40 conduits to the project site.
