SECTION 1
INTRODUCTION
1.1 PURPOSE AND SCOPE OF PLAN
The 2010 Comprehensive Construction Storm Water Pollution Prevention Plan (SWPPP or Plan) was developed to provide stormwater program management for construction activities associated with the 2010 Final Environmental Impact Statement (FEIS) for the Guam and Commonwealth of the Northern Marianas Islands (CNMI) Military Relocation and Record of Decision (ROD). The 2010 Plan was prepared in consultation with United States Environmental Protection Agency (USEPA), Region IX.
This update reflects changes to the relocation plan described in the Final Supplemental EIS (SEIS) for the Guam and CNMI Military Relocation (2012 Roadmap Adjustments). The purpose of this Plan is to provide an integrated, comprehensive approach to stormwater management for all construction projects associated with the Guam military relocation. This Plan provides the procedures and practices to prevent discharge of pollutants from construction sites and to protect water resources in Guam. It addresses Guam’s unique geologic features and water resources, and potential pollution sources from construction activities. The Plan also describes the proposed locations of construction sites and projects, roles and responsibilities for implementation and execution of the construction stormwater management, including regular monitoring and inspection, evaluation, training, and reporting requirements.
This SWPPP will be used by the Navy construction management team and the construction contractors to properly manage stormwater and non-stormwater discharges through the use of erosion and sediment control and pollution prevention measures. The contractors will also use this SWPPP, along with Contract Documents, to prepare their Site-Specific SWPPP.
1.2 PROJECT BACKGROUND
As part of an international agreement with the Government of Japan, the Department of the Navy (Navy) originally planned to relocate approximately 8,600 United States Marine Corps (USMC) military personnel & 9,000 dependents to Guam as described in the 2010 FEIS. In 2012, the military relocation plan was adjusted to relocate 5,000 USMC military personnel & 1,300 dependents to Guam as described in the SEIS. In support of the relocation, the Navy is proposing to construct a new USMC main cantonment and live-fire training range complex.
Further description of the proposed relocation and associated construction activities are described in the Draft SEIS (Final SEIS anticipated to be available early 2015) located at website http://guambuildupeis.us/. The preferred alternative is for a Main Cantonment at Finegayan, Family Housing at Anderson Airforce Base and an LFTRC at Northwest Field described in the Draft SEIS Section 2.4.4.5 (Finegayan Cantonment/AAFB Family Housing
– Alternative E) and 2.5.4.5 (Northwest Field LFTRC – Alternative 5).

For the preferred alternative, major construction activities will occur mostly in the northern region of Guam with facilities, training range, roadway and utilities projects. Improvements to existing facilities and infrastructure, including utilities (power, water, wastewater, and IT/COMM) and roads are also planned to meet the future demands of the military relocation.
Construction would typically include demolition, site clearing and grubbing, and grading, placement of utilities, infrastructure and roadways, and construction of facilities buildings and structures, housing, training areas, and landscaping.
1.3 REGULATORY REQUIREMENTS AND GUIDANCE DOCUMENT
The Island of Guam is an unincorporated territory of the United States, and is subject to all federal environmental requirements, and local Guam regulations that EPA has delegated authority to (i.e. RCRA, SWDA, FIFRA). Under the Clean Water Act, a National Pollutant Discharge Elimination System Permit is required for all construction projects that disturb one or more acres. An NPDES Permit is also required for construction projects that disturb less than 1 acre and are part of a larger common plan of development (like projects associated with the Guam military relocation).
For Guam, a Notice of Intent (NOI) is submitted to USEPA to seek coverage under the USEPA NPDES Construction General Permit (CGP). By submitting an NOI, the owner or operator of the project, acknowledges that it is eligible for coverage under the CGP and agrees to the conditions in the CGP. A Site-Specific Stormwater Pollution Prevention Plan (SWPPP) must also be prepared and readily available on-site as a condition of the CGP.
For the Guam military relocation construction program, this Comprehensive SWPPP will serve as an “Umbrella SWPPP” for the Navy’s construction stormwater management program.
The Navy will seek permit coverage by submitting an NOI for individual projects, as required by the CGP. As projects within these areas are awarded, the construction contractors will seek separate CGP coverage by preparing a Site-Specific SWPPP for Navy approval and filing an NOI with USEPA as part of the Navy’s construction stormwater management program.
In addition, the contractor shall apply for a Guam EPA Clearing, Grubbing, Grading and Stockpiling Permit to comply with substantive and procedural requirements of 22 GAR Chapter 10 as described in Attachment 1-1.
The following provides federal and local regulatory requirements and technical guidance documents on construction stormwater management.
Federal Standards and Guidance Documents
Clean Water Act or Federal Water Pollution Control Act, 1972, & 1987 & 1990 amendments (Parts 301, 304, 306, 308, 402, and 501), 33 United States Code (U.S.C.) 1311, 1314, 1316, 1318, 1342, and 1361.

SECTION 2
CONSTRUCTION STORMWATER MANAGEMENT PROGRAM
This section describes the construction stormwater management program and addresses the Navy’s approach on construction NPDES permitting and project specific NPDES permitting for the contractors, as well as roles and responsibilities. The program will incorporate the construction stormwater compliance requirements into design and construction execution.
Construction BMPs are temporary sediment and erosion control measures that are consistent with practices under the USEPA Construction General Permit (CGP). Where there is an existing or proposed stormdrain system that discharges into receiving waters or downstream storm drainage system, an approved treatment system must be considered and installed, if feasible. The use of vegetation-covered areas will be maximized for use as treatment zones, known as bio-filters (overland flow areas) and bio-swales (vegetation lined ditches). Section
5.0 of this Plan describes the various construction stormwater BMPs. The BMPs are applied to meet the best available technology and best conventional available technology requirements, and to address compliance with Guam’s water quality standards.
2.1 NAVY’S APPROACH ON CONSTRUCTION NPDES PERMITS
The Navy will seek permit coverage under the USEPA CGP for each project by submitting an NOI based on the proposed construction schedule upon review and approval of the contractor’s SWPPP.
Upon approval of the NOI and the Site-Specific SWPPP from the Navy, the construction contractors will file a separate NOI with USEPA and seek permit coverage for their projects in accordance with the contract requirements. Construction stormwater compliance requirements are described in Section 2.3 – Contract Documents and Requirements, and in Section 3.0 - Contractor Stormwater Requirements.
Based on the current scope and schedule for the Guam military relocation construction program, under the construction stormwater management program, the Navy will seek NPDES coverage from USEPA under the Construction General Permit (CGP) for each project.

Appointment of a designated Environmental Manager for the project site who will be responsible for compliance with the stormwater program management requirements, including the Site-Specific SWPPP.
Content of Environmental Management Plan to include Stormwater Management and Control, including o Ground cover o Erodible soils o Temporary measures o Mechanical retardation and control of runoff o Vegetation and mulch o Effective selection, implementation, and maintenance of Best Management Practices (BMPs)
Protection of natural and biological resources, including o Requirements of the Clean Water Act o Protection of fish and wildlife by ensuring water flow patterns and native habitat adjacent to the project sites are not significantly altered or disturbed.
o Protection of trees identified as “preserve or to remain”
Protection of Erodible Soils upon completion of earthwork, brought to a final grade, including protection of the side slopes and back slopes upon completion of rough grading. Minimize the duration of exposure of unprotected soils.
Use of Temporary Protection of Erodible Soils to prevent erosion and control sedimentation during construction, including:
o Retardation and Control of Runoff and rate of runoff from the construction site by use of ditches, benches, berms, and use of silt fences and weed-free, straw bales or equivalent to retard and divert runoff to protected drainage courses. These details shall be included in the site-specific SWPPP and the Hazard Analysis and Critical Control Point (HACCP) Plan.
Final Comprehensive Construction Storm Water Pollution Prevention Plan (SWPPP), updated November 2014
2-10 o Sediment Basins to trap sediments in temporary sediment basins with a size to accommodate the runoff of a local 20-year storm. Pump dry and remove the accumulated sediment, after each storm. Use a paved weir or vertical overflow pipe for overflow. Remove collected sediment from the site.
Institute effluent quality monitoring programs. Install, inspect, and maintain best management practices (BMPs) as required by the site-specific SWPPP. If required by the site-specific SWPPP, include those inspection reports.
Use Vegetation and Mulch to provide temporary protection on sides and back slopes as soon as rough grading is completed or sufficient soil is exposed to require erosion protection. Protect slopes by accelerated growth of permanent vegetation, temporary vegetation, mulching, or netting. Stabilize slopes by hydroseeding, anchoring mulch in place, covering with anchored netting, sodding, or such combination of these and other methods necessary for effective erosion control.
Provide new seeding where ground is disturbed, but do not use seeds that are listed as noxious or prohibited. Use seeds of plants that are native or on the approved non-native plant list for the area. These details should be included in the HACCP Plan required as part of the Regional Biosecurity Program. Include topsoil or nutrient during the seeding operation necessary to establish or reestablish a suitable stand of grass.
Submittal of a BMP Inspection Reports (weekly during dry period, pre- and post-rain/storm event, and daily during rain/storm event).
Submittal of a Site-Specific SWPPP and an NOI to the Navy prior to commencement of work. The Site-Specific SWPPP to be submitted in conformance with this Plan for the Guam Military Relocation Program. The Site-Specific SWPPP shall, as a minimum:
o Identify potential sources of pollution which may be reasonably expected to affect the quality of storm water discharge from the site.
o Describe and ensure implementation of practices which will be used to reduce the pollutants in storm water discharge from the site.
o Ensure compliance with terms of the USEPA construction general permit for stormwater discharge.
o Select applicable BMP from USEPA 833-R-06-004, this Comprehensive SWPPP, Final CNMI and Guam Stormwater Management Manual, dated October 2006, and Caltrans Stormwater Manual.
o Include a completed copy of the Registration Statement, BMP Inspection Report Template and Notice of Termination except for the effective date.
