Design the landscape to improve the aesthetics of the parking lots, soften the expanse of paving, reduce the urban heat island effect, provide shade for cars and pedestrians, reduce glare, and increase the longevity of asphalt paving and complement existing landscapes in the vicinity. Utilize native plants whenever possible that tolerate urban conditions, especially drought and heat, and utilize trees with higher carbon sequestration values, where feasible.

Guarantee landscaping for a period of one year. Provide a one year Establishment and Maintenance period. Landscaping Guarantee and Establishment and Maintenance periods must commence on the date that the inspection by the Contracting Officer shows that all landscaping under this contract has been satisfactorily installed.

Provide complete landscaping maintenance, including but not limited to, routine lawn mowing, edging, tree pruning, pest inspection/treatment, synthetic turf weed control and debris removal, monitoring and adjusting of temporary irrigation system watering/schedule, natural grass area weed control, fertilizing, debris removal, dead planting replacement and tree stake and tie adjustments, throughout the landscape establishment and maintenance period. Maintain a 14 feet (4.2m) clear height over parking aisles and 7 feet (2.1m) clear height over sidewalks. At the completion of the landscape establishment and maintenance period the landscape subcontractor will install two double bag watering systems per tree and fill each watering bag with water. Each shall be able to hold approx. 20 gallons of water for a total of 80 gallons of water per tree. One week prior to the completion of the landscape establishment and maintenance period and after the removal of the temporary irrigation system the landscape subcontractor shall aerate all natural grass areas to a minimum depth of 4 inches using a hollow tine aerator.

G205001 FINE GRADING AND SOIL PREPARATION

Based on soil analysis test results and recommendations of the existing topsoil, provide amended topsoil and/or soil amendments (including organic matter, pH adjusters, fertilizer and soil conditioners) to be incorporated into the existing topsoil to a minimum depth of 6 inches via rototilling or disking. At completion of soil preparation, fine grade all amended soil prior to planting. Ensure no uneven mounding or low points in the fine grading areas where the grading is supposed to be smooth sheet flow drainage.

G205002 EROSION CONTROL MEASURES

Prevent erosion from occurring by providing erosion control measures as required by government of Guam requirements.

PART 3 - CHAPTER 6 / ESR G20 - Page 41

G205003 TOPSOIL AND PLANTING BEDS

Provide a planting soil mixture composed of 50 percent native soil blended with 50 percent amended topsoil or soil amendments based on a soil analysis test results with recommendations for all natural grass lawn areas and tree/palm planting pit backfill material.

All newly created planting pits shall be, at a minimum, twice as wide and equally as deep as the plant’s root ball. Set tops of plant root balls even with adjacent finish grades. All trees will be provided with fertilizer tablets, quantity based on manufacturers recommendations, expandable trunk guard, and tree stakes with broad nylon webbing or UV sensitive polyethylene fabric ties. Provide a black aluminum header separating groundcover and lawn areas.

G205004 SEEDING SPRIGGING AND SODDING

Hydroseed areas to be turfed. Natural grass species in the hydroseed slurry will include a mixture of 50% Common Bermuda grass and 50% Centipede grass. Repair and grass all areas that are damaged by construction including access, storage and lay down areas and provide same guarantee and maintenance as for new landscape areas. Grass all graded areas, including areas that tie back into the existing site, outside of the landscape limit of work.

Synthetic turf may be used in the parking lot median islands where mowing maintenance could be an issue. Synthetic Turf blade width and color will match the characteristics/appearance of Emerald Zoysia grass. Synthetic Turf pile height will be 2 inches. Synthetic turf will contain a thick beige/tan thatch within the grass blades. No infill material will be required.

G205005 PLANTINGS

Preserve existing trees to the greatest extent possible. Select plant material from Approved Plant Lists found within the REV3 Final Guam Landscape Guidelines, March 2022. Other plants not found on these lists may be used if approved by the reviewing Government Landscape Architect. Final approval of new plant materials rests with the reviewing Government Landscape Architect.

Provide tree plantings throughout the site to frame new or adjacent buildings and lessen the visual impact of parking areas. Medium canopy trees will be evenly dispersed around the perimeter of the parking lots providing shade while reducing the heat island effect. Plant trees in parking lot islands. Plant trees in parking lots at the minimum rate of 1 tree per 8-10 parking spaces. The number of parking spaces provide are minimum 235 stalls and should not exceed a maximum 290 stalls. All tree plantings will include proper staking which will be removed at the end of the landscape establishment/maintenance period. Medium canopy tree sizes shall be, at a minimum, 8 feet in height or 25-gallon container size. Suggested trees include (but are not limited to):

A’abang - Eugenia reinwardtiana*

Panao - Guettarda speciosaPanao*

Chopak - Mammea odorat*

Langiti - Ochrosia mariannensis*

Atmahayan - Pipturus argenteus*

Psychotria mariana*

Hunik - Tournefortia argentea*

Hong Kong Orchid - Bauhinia blakeana*

Singapore Plumeria - Plumeria obtusa*

Screen proposed parking lots (that contain more than 12 stalls) that can be seen from surrounding roadways or recreational areas with an evergreen hedge, landscape buffer or berms. Shrub size at installation must be a minimum height of 30 inches (762 mm) and a minimum width of 24 inches (610 mm)and planted 3 feet (.9 m) on center. Suggested shrubs include (but are not limited to):

Golden Eldorado - Pseuderanthemum reticulatum*

Nanaso - Scaevola sericea*

*Indicates species from the recommended/approved native and non-native plant list for DoD lands on Guam (source: REV3 Final Guam Landscaping Guidelines, Revised Mar. 2022).

Other indicated plant species will be subject to approval by the Installation’s Natural Resources Program Manager.

If used for stormwater management, provide bioretention filters, plants, plant quantities, and soil mix in accordance with the State's Best Management Practices (BMP) Design Manual.

Compose bioretention filter soil mix of the following: 50 percent sharp sand, 30 percent topsoil, 15 percent double shredded hardwood mulch, and 5 percent peat moss thoroughly blended. Provide a 6 foot (1.8 m) wide grass sod border around the entire bioretention filter.

Grass sod species must be [ ]. Ensure that the bioretention filters are not compromised by sediment deposits during construction. Install bioretention filters only after upstream areas tributary to the bioretention filter location have been fully stabilized.

Tree setback requirements for underground utilities will meet requirements found in the NAVFAC Marianas Public Works Utilities Criteria (see Part 6, Attachment I, Reference 3C).

Any changes to the selected tree species shall meet the latest UFC-4-010-01 DoD Minimum Anti-terrorism (ATFP) Standards for Buildings setback distance and landscape requirements. Adjacent structures, paving and utilities within the recommended clearance of trees shall be protected by root barriers (24” minimum depth.).

G205006 PLANTERS

Not used.

G205007 IRRIGATION SYSTEMS

A permanent below grade irrigation system will not be required.

PART 3 - CHAPTER 6 / ESR G20 - Page 43

During the landscape establishment and maintenance period, provide a temporary on-grade irrigation system utilizing water conserving, highly efficient, automatic irrigation equipment with a reduced pressure backflow preventer, rain shut off device and controller to irrigate landscaped areas with plantings, including trees located in the in the raised parking lot planting bed islands and adjacent to the trash enclosure area. Where possible, provide a separate irrigation system for trees from other plant material (natural grass). Use non-potable water sources whenever possible. At the completion of the landscape establishment and maintenance period, the temporary irrigation system will be removed. Any damage to the new landscape due to the presence and removal of the temporary irrigation system will be replanted.

Valve the irrigation system in accordance with exposure and plant evapotranspiration (ET) requirements. A watering schedule will be required to be submitted for approval prior to the start of the landscape establishment and maintenance period indicating how watering will be scheduled, accounting for seasonal changes in rain amounts and air temperatures (provide rain gauge), to assist the newly installed plants to transition from every day watering to no water by the end of the maintenance period. The intent is to assist the new plant material in acclimating to natural rain fall as a future source of water. The watering schedule will include infrequent deep watering periods to promote deep root structures to assist plant material through periods of drought.
