| General Information |
| The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform services in support of Fleet Readiness Center (FRC) West Detachment (Det) Fallon NASF Aviation Ground Support Equipment (GSE) operations and maintenance at NASF and up to a 150-mile radius of NASF including the Fallon Range Training Complex (FRTC) and Special Areas. |

| Management and Administration |
| Hours of Operation: |
The Contractor shall provide maintenance support from 0730 to 2330, Mondays through Thursdays, and from 0730 to 1600 on Fridays, excluding Federal Holidays. The Contractor shall respond to SE requirements after normal working hours within one hour of any request. The Contractor may be required to extend the hours of operation up to, and including 24 hours a day, seven days a week, when requested by the Technical Point of Contract (TPOC).
Provide Hush House operations from 0730 to 2330, Monday through Friday. The Contractor shall respond to requests for Hush House operations within 15 minutes during operating hours. The Contractor shall extend working hours of operation up to, and including 24 hours a day, seven days a week, as requested by the TPOC.
Provide Issue and Receipt Clerk Saturday (0730 to 1600) and Sunday (1200 to 2030). The Contractor shall respond and check out support equipment (SE) to operating units.

| The Contractor shall provide personnel with the qualifications, technical knowledge, experience, and skills required for efficient operation, maintenance, and repair in support of (GSE) Services. |

| Certification and Training |
| Specific certification and training requirements are addressed as follows and in Spec Item 3. |
| 2.2.1.1 |
| Airfield Vehicle Operators Course (AVOC) |
| Contractor personnel responsible for operation of vehicles on the airfield must complete Air Vehicle Operation Course (AVOC) training and receive a license to operate vehicles on the airfield. AVOC training and licensing is provided by the Government and must be scheduled with NASF Air Operations Department, Air Traffic Control (ATC) division. Records of completed AVOC training and licensing shall be maintained by the Contractor and made available for review by the TPOC upon request. |

| GSE Operator’s License |
| Contractor personnel operating GSE shall be licensed per CNAFINST 4790.2 Series, and have in their possession a valid U.S. Government "USN" Aviation Support Equipment (SE) Operator's Identification Card, CNAF Form 4790/102, for the GSE being operated. See Forms Annex 2, J-0200000-03. |

| Support Equipment (SE) Maintenance Manager (Supervisor) |
| The supervisor shall have a minimum of three years experience equivalent to the Aviation Support Pay Grade of E-7 or above (middle management experience) or equivalent in SE maintenance, repair, inspection, and modification on structures, assemblies, components, engines, and systems. The SE Maintenance Manager shall have been in a supervisory or documented supervisory training position. |
| 2.2.3 |
| SE Material Supply Personnel |
| SE material supply personnel shall be experienced in, and capable of managing, supply functions such as Individual Material Readiness List (IMRL) management; Individual Component Repair List (ICRL) repairable processing; Military Standard Requisitioning and Issue Procedures (MILSTRIP) procedures; procurement of consumable and aviation depot level repairable parts; technical directive modification kits; and COMNAVAIRFORINST 4790.2 Series material control documentation and validation procedures. |
Contractors shall have access to ALIS CMMS to be able to order Support Equipment end item asset(s), order unscheduled maintenance part(s) and scheduled preventive maintenance part(s).
The Contractor shall manage all Support Equipment Preventive Maintenance.

| ALIS SE Maintenance and Management Courses |
| Contractor shall perform the following: |
Be trained in AIS and have ALIS accounts and roles and responsibilities assigned in ALIS SE administration and at a minimum be able to perform the following functions listed, for select GSE equipment noted in Section J-0501080-06:
1. Initialize SE inventory
1. Have an understanding of PAIRs/Task Templates (for scheduled maintenance as needed)
1. Create/sign off Work Orders
1. Create and Complete Supply demands
1. Conduct training and familiarization OJT of F-35 Support Equipment for site personnel
1. Provide OJT to new personnel for induction and maintenance management of SE in ALIS/CMMS
1. Conduct Acceptance Inspection/Inventory with Sites SE FSR as new F35 equipment arrives
0. Review for applicable TCTD’s and execute during Induction
0. Document any/all deficiencies in CMMS
0. Address any deficiencies noted during Acceptance Inspection/Inventory with Sites SE FSR to expedite delivery of parts and services
1. Contractor shall be trained in SEMM’s and provide SEMM’s training/OJT to all new SE personnel, specifically the persons that are responsible for AGE maintenance and sustainment. Recommend at a minimum all personnel that will perform maintenance on SE along with Q/A, and supervisors. (for PAIR baseline training)
1. Contractor shall be trained in Lightening Support Equipment Management System (LSEMS) and provide LSEMS training to all new SE personnel– LSEMS is deployed by the JPO and will be scheduled by the JSECA, Contractor personnel who are responsible for Maintenance and Administration of F35 particular Support Equipment must complete ALIS Maintenance and Administration courses. ALIS training is provided by the Government and must be scheduled through FRCSW and the JSF wing.

| Airfield Safety |
| The Contractor shall comply with all safety regulations per OPNAVINST 5100.23 Series, Shore Safety Manual and OPNAVINST 3750.6 Series, Naval Aviation Safety Program. All personnel working on Aviation GSE shall use required Personal Protective Equipment (PPE). |

| Communications |
| Due to safety considerations and regulations, it is mandatory that Contractor personnel be able to read and speak English fluently and enunciate clearly. |

The Contractor shall provide Aviation GSE operations and maintenance services to ensure the safe and proper support of the NASF Air Operations mission.
All Aviation GSE operation and maintenance shall be in accordance with COMNAVAIRFORINST 4790.2 Series and related Maintenance and Operation publications, manuals, instructions and directives.
Contractor shall be qualified to perform maintenance on structural, engines, hydraulic, electrical, electronic, air conditioning, cryogenics, fuel, build-up, and repair of tire/wheel assemblies, and mechanical devices associated with SE, as well as perform corrosion control/prevention on SE in accordance with OPNAVINST 5100.23 Series and COMNAVAIRFORINST 4790.2 Series, and F35 Joint Technical Data (JTD).
IMRL Aviation GSE Squadron and Combined IMRL Inventory is located at Work Center 900 provided in J-0501080-06.
Aviation GSE services are provided without personnel, equipment, aircraft accidents, or malfunctions due to Contractor negligence.
Safety programs are properly executed to mitigate hazards.
Aviation GSE is maintained and repaired to sustain a fully functional and operable condition in accordance with J-0501080-02.
Contractor shall meet SE availability standards of 87% as prescribed by COMNAVAIRFOR.

| Aviation Maintenance Administration Functions |
| The Contractor shall provide aviation maintenance administration functions to ensure the proper support of the air operations mission. |
| The Contractor shall perform aviation maintenance administrative duties, to include the preparation of maintenance-related correspondence; establishing and maintaining a central maintenance reporting system to include administrative and technical files and tickler systems; prepare and submit recurring reports; and distribute technical data received by letter or message. |
Prepare and maintain records, to include Aeronautical Equipment Service Records (AESR), SE Custody and Maintenance History Records, and SE Pre-Operational records in accordance with COMNAVAIRFORINST 4790.2 Series.
The Contractor shall use reports provided or requested when using the Naval Aviation Logistics Command Management Information System (Optimized NALCOMIS) , and in support of F35 PSE Automated Logistics Information System (ALIS), and SE Standardization Systems in accordance with COMNAVAIRFORINST 4790.2 Series.
The Contractor shall be familiar with ALIS SE administration, management, and supply chain functions.
The Contractor shall be familiar with Visual Information Display System (VIDS) maintenance and operation.
The Contractor shall maintain an active reading program in accordance with COMNAVAIRFORINST 4790.2 Series.
The Contractor shall attend meetings/briefings pertaining to SE operations and maintenance. Attendance is mandatory for the SE Maintenance Manager or designated alternate. The Contractor shall receive, screen, implement all incoming correspondence for compliance, file for reference, post, and reroute if necessary.
Aviation maintenance administration functions are performed in a proper manner in accordance with J-0501080-02.

| Organizational and Intermediate Material Control Functions |
| The Contractor shall perform all Organizational and Intermediate Material Control Functions to ensure the material control is handled in a proper and safe manner. |
| The Contractor shall perform Organizational and Intermediate Material Control Functions in accordance with COMNAVAIRFORINST 4790.2 Series and applicable Naval Supply Systems Command (NAVSUP) manuals and publications. |
Acquisition and disposition shall also be in accordance with procedures contained in supply publications, directives, and instructions. Contractor shall maintain an adequate supply of materials and supplies for day-to-day operations.
1. Government Furnished:
Contractor shall use the Navy MILSTRIP Supply System for the procurement of National Stock Number (NSN) materials and supplies. Material and supply support for maintenance shall be coordinated through the Navy Aviation Supply Support Division of the FRC West Det Fallon.
The Government will provide fuel (i.e., JP-8, gasoline, and diesel), for Government operation of GSE.
2. Contractor Provided:
Furnish all non NSN Supply System repair parts, supplies, materials, parts, consumables, Petroleum, Oils and Lubricants (POL), and equipment used in direct support of SE maintenance and in accordance with NAVAIR technical manuals and/or military specifications.
Organizational and Intermediate Material Control Functions performed in a proper and safe manner in accordance with J-0501080-02.
Zero equipment not available due to non-available of Contractor provided supplies, consumables, and material.
Repairable retrograde is returned to the supply system per requirements of COMNAVAIRFORINST 4790.2 Series.
Requisition priorities are in accordance with OPNAVINST 4614.2 Series.

| Dispersed Technical Publications Library (DTPL) |
| The Contractor shall operate, maintain, and control a DTPL in accordance with NAVAIR 00-25-100 Series and COMNAVAIRFORINST 4790.2 Series to ensure the DTPL and reference materials are properly maintained and made available in a timely manner. |
| The Contractor shall requisition, receive, process, and maintain SE technical data/directives for the organizational and intermediate level Work Center (W/C) DTPLs in accordance with NAVAIR 00-25-100 Series, NAVAIR 00-500 Series, any other current directives, or as requested or required by FRC West Det Fallon Central Technical Publications Library (CTPL). |

| 3.1.4 |
| Support Equipment Administration |
| The Contractor shall account for SE per the Navy inventory and within the Navy Configuration Control Program to ensure the SE inventory is properly maintained. |
| The Contractor shall submit the 900 Division portion of Monthly Maintenance Plan (MMP). The MMP shall include the projected schedule on non-avionic SE items to be inducted for periodic maintenance inspections (PMIs) and calibration requirements, schedule for technical training, schedule of PMIs to be performed on shop-installed SE, technical directive compliance status list of all outstanding technical directives on SE, and a current list of Collateral Duty Inspectors (CDIs) and other known or anticipated factors affecting the production. Submit in accordance with Section F. |
The Contractor shall submit a quarterly inventory for IMRL for GSE 900 Division only. Submit in accordance with Section F. Refer to J-0501080-06 for inventory.
Update and maintain technical directives to include Support Equipment Changes (SEC’s), Support Equipment Bulletins (SEB’s), Interim Rapid Action Changes (IRAC), Rapid Action Minor Engineering Changes (RAMEC), and Rapid Action Changes (RAC) , and F35 SE TCTD’s directed by cognizant authority. Technical directives shall be incorporated within time frames specified in the directive(s).
SE monthly maintenance input provided is complete and current.
Shall not exceed one validated customer comment per month.

| Production Control Operations and Management |
| The Contractor shall provide Production Control Operations and Management Services to ensure the production control is handled in a proper, safe, and timely manner. |
| The Contractor shall perform all Organizational and Intermediate Production Control Functions in accordance with COMNAVAIRFORINST 4790.2 Series. |
The Contractor shall coordinate the non-availability of equipment through the FRC West Det Fallon Maintenance Officer.
Production Control Operations and Management Services are provided within the specified time per COMNAVAIRFORINST 4790.2 Series.
| 3.2 |
| Support Equipment Maintenance |
| The Contractor shall perform SE Maintenance to ensure proper operation, to minimize breakdowns, and to maximize useful life. |
| The Contractor shall perform SE periodic equipment inspections in accordance with applicable Periodic Maintenance Requirement Cards (PMRCs), Maintenance Instruction Manuals (MIMs), F35 JTD and SEMMS, local instructions, and corrosion control directives. |
Inspect equipment in Contractor custody prior to the first intended use of each day using the NAVAIR pre-operational inspection cards. Any discrepancy shall be referred to SE Production Control for correction.
The Contractor shall perform Organizational and Intermediate unscheduled repair and replace maintenance in accordance with the maintenance manuals and publications as identified for each item of SE and the COMNAVAIRFORINST 4790.2 Series. SE is maintained to maximize useful life.
The Contractor shall perform CDI inspections while work is in process and perform a final inspection prior to SE being made available for use as outlined in COMNAVAIRFORINST 4790.2 Series, and other applicable directives listed in J0501080-02.
Only personnel approved by the Government as CDI’s shall perform work in process and final inspections.
The Contractor shall provide notification to the FRC West Det Fallon Quality Assurance Representative (QAR) prior to any scheduled or unscheduled maintenance inspection requirement that requires the QAR to witness the maintenance being performed in accordance with COMNAVAIRFORINST 4790.2 Series, and/or the SE PMRC’s, MIMs, Technical Directives (TD’s), or local instructions.
CDI inspections are performed through the maintenance process.
SE is maintained in normal working condition, including recertification as applicable.
Zero equipment non-operational due to improper Contractor maintenance or lack of maintenance.

| Hush House Support Equipment Maintenance |
| The Contractor shall provide Hush House Equipment Maintenance and Operations to ensure proper operation, to minimize breakdowns, and to maximize useful life. |
| Hush House Operations and Equipment Inventory are listed in J-0501080-05. |
The Contractor shall perform all maintenance on SE and all related components in accordance with COMNAVAIRFORINST 4790.2 Series and NAVAIR manuals. Related components are all components as identified in COMNAVAIRFORINST 13670.1 Series, and NAVAIR Illustrated Parts Breakdown (IPB) or Operation and Maintenance manuals.
The Contractor shall perform organizational and intermediate levels of maintenance on end-items of SE and Hush House systems, to include the repair and replacement of damaged or unserviceable parts for equipment/assemblies assigned to NASF tenant and hosted activities.
The Contractor shall extend operations when directed by the Technical Point of Contact (TPOC).
Maintenance is performed with qualified mechanics using recommended procedures.
Hush House, SE operate and function as designed by Original Equipment Manufacturer (OEM) manuals, directives, publications and instructions.

| Hush House Operations |
| The Contractor shall provide a qualified Hush House Operator to ensure the Hush House Operations are properly maintained. |
| The Hush House shall be operated in accordance with NASFINST 11130.1 Series. |
The Contractor shall respond to requirements as scheduled by the FRC West Det Fallon Production Control. The FRC West Det Fallon Production Control will set customer priorities.
The Contractor shall extend hours of operation to meet the customer requirements.
Informational Note:
Facility Sustainment, Restoration and Modernization (SRM) maintenance Heating, Ventilation and Air Conditioning (HVAC) Electrical, Sewer, Water and building maintenance shall be a part of the Facility Investment Annex 15, Section 1502000.
Hush House Operations are operated in a proper and safe manner as specified.
Hush House Operations are serviced by qualified operators using proper equipment.
| 3.4 |
| SE Tire Buildup Maintenance |
| The Contractor shall provide SE Tire Buildup Maintenance Services to ensure services are provided in a proper, safe, and timely manner. |
| The Contractor shall perform Intermediate Maintenance functions for build-up and repair of SE tire/wheel assemblies in accordance with COMNAVAIRFORINST 4790.2 Series, NAVAIR-17-1-129 Series, NAVAIR 17-1-123 Series, F35 JTD and the most current FRC West Det Fallon SE Tire and Wheel Naval Aviation Maintenance Program Standard Operating Procedure (NAMPSOP), and all other applicable instructions. |
The Contractor shall handle inflated and partially inflated wheel assemblies with the same respect as live ordnance. Due to the possible destructive nature of air/nitrogen under pressure, personnel who perform tire/wheel maintenance are to be instructed on the Safety measures to be taken.
Display tire/wheel safety posters in conspicuous locations throughout all work centers assigned tire/wheel maintenance functions.
Maintenance is performed with qualified mechanics using mandatory procedures identified in publications, directives, and instructions.
Zero safety incidents due to Contractor maintenance malpractice or deviation from safety procedures.
| 3.5 |
| Corrosion Control |
| The Contractor shall provide Corrosion Control Services to ensure SE/Armament Weapons Support Equipment (AWSE) are properly preserved. |
| The Contractor shall perform all SE/AWSE corrosion control and preservation requirements in accordance with COMNAVAIRFORINST 4790.2 Series, NAVAIR 17-1-125, NAVAIR 01-1A-509, NAVAIR 15-02-500, and NAVAIR manuals for each end item of SE listed in J-0501080-02. |
Per requirements of Nevada Administrative Code (NAC) 445B, the Contractor shall monitor and record daily, amount of abrasive blast media consumed, and hours of operations.
The Contractor shall ensure compliance with all conditions of the Air Quality Operating Permit, No. AP9711-0293.03, a copy of this permit is available from NASF PWD Environmental, but is not limited to, General Conditions, General Operating Conditions, General Monitoring and Record-keeping Conditions, and Specific Operating Conditions, etc. All these requirements are specifically addressed within the permit.
Record Requirements:
1. The calendar date of any required monitoring.
2. The total daily quantity of abrasive blast media consumed in pounds for the corresponding date.
3. The total daily hours of operation for the corresponding date.
4. The corresponding average hourly abrasive blast media consumption in pounds per hour.
5. The average hourly consumption rate will be determined from the total daily amount of abrasive blast media consumed and the total daily hours of operation recorded in accordance with the permit.
The Contractor shall maintain this log and submit a monthly Air Quality Operating Permit Report. Submit in accordance with Section F.
All SE shall be cleaned prior to issue.
The Contractor shall perform engine and component/accessory preservation in accordance with applicable technical directives.
Corrosion Control shall be performed in accordance with required procedures.
No violation of the State of Nevada Air Permit requirements available from NASF PWD Environmental.
Completed Corrosion Control Services shall ensure SE and AWSE are properly preserved for the prevention of future corrosion.
Shall not exceed one validated customer comment per month.
| 3.6 |
| Hydraulic Fluid Analysis/Contamination Control |
| The Contractor shall perform Hydraulic Fluid Analysis/Contamination Control in a proper and safe manner to ensure hydraulic fluids are free from contamination. |
| The Contractor shall perform Hydraulic Fluid Analysis/Contamination Control in accordance with COMNAVAIRFORINST 4790.2 Series, NAVAIR 01-1A-17, NAVAIR 17-15BF-97, and the FRC West Det Fallon Hydraulic Contamination Control Program NAMPSOP. |
| Hydraulic Fluid Analysis/Contamination Control is performed in accordance with recommended procedures. |
Shall not exceed one validated customer comment per month.
Only qualified/certified personnel perform hydraulic fluid analysis.
| 3.7 |
| Issue-and receipt-services for the sub-custody of SE |
| The Contractor shall provide “issue and receiving” services to ensure the SE is available in safe and timely manner. |
| The Contractor shall perform issue and receipt-services for the sub-custody of SE equipment in accordance with the procedures specified in COMNAVAIRFORINST 4790.2 Series. |
The Contractor shall ensure SE equipment is in a serviceable condition prior to issue in accordance with the procedures specified in COMNAVAIRFORINST 4790.2 Series.
The Contractor shall ensure all personnel (DoD and Contractor) possess a valid SE Operator's License (OPNAV 4790/102) when checking out SE. In the event other branches of the Armed Forces are to use FRC West Det Fallon SE and do not have an OPNAV 4790/102, the FRC West Det Fallon Officer (in conjunction with the Detachment Officer in Charge) may grant special permission to use and operate SE after detachment members have demonstrated a safe working knowledge of the equipment to be used.
Ensure SE equipment is ¾ full of fuel when issued to, and returned by, sub custodians.
Meet SE availability standard of 87 percent of the total on-hand SE in a Ready For Use (RFU) condition at all times.
No SE issued to non-qualified personnel.
Shall not exceed one validated customer comment per month.

| Foreign Object Debris (FOD) Prevention and Control |
| The Contractor shall provide FOD Control Services in a proper, safe, and timely manner. |
| Perform FOD control in accordance with COMNAVAIRFORINST 4790.2 Series and NASFINST 13720.3 Series. |
Conduct daily FOD walk downs prior to commencement of SE maintenance. FOD walk downs shall include assigned SE maintenance areas in and around Hangar 1 and Building 97 in accordance with NASFINST 13720.3 Series. The Contractor shall take immediate action to remove FOD hazards. All FOD shall be turned in to FRC West Det Fallon Quality Assurance as required.
FOD walk downs performed daily prior to work functions.
Shall not exceed one validated customer comment per month.

| Tool Control Program |
| The Contractor shall operate a Tool Control Program in accordance with COMNAVAIRFORINST 4790.2 series, and local Command procedures, and Naval Aviation Maintenance Standard Operating Procedures (SOPs) in a proper and safe manner to ensure availability of tools and consumable materials to the maintenance work force. |
| The Contractor shall operate and maintain a tool room in Hangar 1 for Contractor SE maintenance personnel and pre-authorized Government personnel use. The tool room shall consist of Squadron and Combined IMRL Government-furnished tools and equipment identified in J-0501080-04 and Annex 2, J-0200000-06. |
The tool room shall be open to support Organizational and Intermediate Level Maintenance Operations. The Government will be responsible for replacement of such lost, broken or damaged tools and equipment, with conclusive proof that the lost, broken or damaged item was in the Government's possession. The Contractor shall keep tool containers, used to maintain SE, locked and in a secured area except when in use.
The Contractor shall initiate and provide surveys (DD Form 200) and Missing, Lost, Stolen Reports (MLSR) in accordance with SECNAVINST 5500.4 Series, COMNAVAIRFORINST 4790.2 Series, and other procedures and directives identified. These reports shall be submitted within 24 hours. The Government reserves the right to investigate any loss, damage, or destruction of Government property. Submit in accordance with Section F.
The Tool Control Program is maintained and operated in a proper and safe manner as specified.

| Calibration Requirements |
| The Contractor shall perform Calibration Requirements in a proper and safe manner to ensure calibration of tools and equipment. |
| Non-IMRL/GSE shop/Support listing is provided in J-0501080-07. |
The Government performs calibrations of the equipment in this Annex.
The Contractor shall:
1. SHALL NOT issue or use un-calibrated tools.
2. Remove out-of-calibration tools, when removed the "shadowed" tool area shall be tagged/annotated accordingly.
Turn in the items to be calibrated to the FRC West Det Fallon Calibration Laboratory, to include SE and other precision measuring equipment in accordance with COMNAVAIRFORINST 4790.2 Series, Metrology and Calibration (METCAL), Metrology Automated System for Uniform Recall and Reporting (MEASURE) programs, F35 directives, and MEASURE User’s Manual (OP43P6).
Calibrations are performed in accordance with required procedures.
No tools or equipment are out of calibration due to Contractor failure to perform per schedule.

| Training |
| The Contractor shall provide Training Services to ensure all Support Equipment is operated in a proper, and safe, manner. |
| Establish an operator training/licensing program for Contractor, squadron, and command personnel for all types of SE for which the Contractor is responsible, and for Hush House operations in accordance with COMNAVAIRFORINST 4790.2 Series and the NASFINST 11130.1 Series. The Contractor shall designate at a minimum two Hush House qualified operators as Hush House qualifiers. |
Provide training on Government-provided lesson guides and lesson plans for SE not listed on the NAVAIR Master List. Train all “SE operator and licensing program” instructors. Instructors shall be trained in the proper techniques of instruction. Center for Naval Aviation Technical Training Unit (CNATTU) training courses listed in the NAVAIR Master List shall be used in the training and licensing of personnel.
All SE operators are trained and licensed.
Shall not exceed more than one validated customer comment per month.

| Refer to non-recurring ELIN’s for task listings, descriptions and related requirements. All periods of performance are measured from issue date of order to acceptance of the work. Performance Standards for non-recurring work will be the same as those in Spec Item 3 where applicable. |
