General Information
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform maintenance and support of ground electronics equipment at Naval Air Station Fallon (NASF), the Fallon Range Training Complex (FRTC), Special Areas and Remote Sites listed in J-0501040-16.

1.1

Concept of Operations
The intent of Section 0501040 is to specify the requirements for Corrective and Preventive Maintenance (CM, PM) of NAS Fallon (NASF) Air Operations identified systems and equipment. Corrective Maintenance is the maintenance and repair necessary to keep all assigned systems and equipment fully functional and operational to support Air Operations and Air Wing training. Preventive Maintenance is the maintenance necessary to keep all assigned systems and equipment within the developed In-Service Engineering Activity and manufactures standards using assigned Navy 3M program.

· NASF Air Operations systems/equipment will take priority over Non-NASF Air Operations systems/equipment.

2.2
Personnel
The Contractor shall provide personnel with the qualifications, technical knowledge, experience, and skills required for efficient operation, maintenance, and repair in support of the ground electronics function. The Contractor shall provide immediate replacement of personnel in the event a technician receives a suspension of qualification.

The Contractor shall provide a Ground Electronics Supervisor/Manager with a minimum of an Associate’s Degree or equivalent military electronics training; five years of Electronic Maintenance Supervision qualified in appropriate 3M Performance Qualification Standards (PQS) level and knowledgeable in Air Traffic Control Equipment maintenance requirements and programs.

2.2.1
Certification, Training, and Licensing
Contractor personnel shall meet the following certification, training, and licensing requirements:

The Contractor shall establish and maintain a written training and qualification program. Personnel performing maintenance on NAALS systems and equipment shall meet the requirements of OPNAVINST 3721.5, Naval Air Traffic Control, Air Navigation Aids, and Landing Systems (NAALS) Program. Training plans shall include but not limited to current technical knowledge, airfield safety, electronic safety, and CPR qualification and shall meet the requirements of NAVSEA 4790.8, Ships’ Maintenance and Material Management (3-M) Manual and OPNAVINST 5100.23 Navy Occupational Safety and Health Program Manual Appendix 6-A. The Contractor shall submit a copy of the Training Program per Section F.

The Contractor shall assign applicable In Service Engineering Activity (ISEA) approved job qualification requirements (JQRs) for each Air Traffic Control (ATC) system per OPNAVINST 3721.5. The Contractor shall have sufficient qualified technicians to meet performance standards prior to contract start.

Maintenance technicians shall have documented qualifications as outlined in OPNAVINST 3721.5 prior to performing maintenance and ground inspection on applicable NAALS systems and equipment. Maintenance technicians shall be designated in writing by the Ground Electronics Maintenance Officer (GEMO) for each system that they are qualified.

Personnel responsible for operation of vehicles on the airfield must complete Airfield Vehicle Operator’s Instruction Course (AVOIC) training and receive a license to operate vehicles on the airfield. AVOIC training and licensing is provided by the Government and must be scheduled with the Government and IAW NASFINST 3700.3 Series. Records of completed AVOIC training and licensing shall be maintained by the Contractor and made available for review by the KO upon request.

Personnel responsible for logistic support must be experienced in the utilization of the Naval Supply System, well versed in the FAA-AAC-229 logistic support agreement and acquisition regulations, and may be required to interact with ISEA and Equipment Managers.

The Contractor shall maintain training, certification and licensing records for employees and make them available to the KO within two hours of request. Training, certification and licensing records shall be kept current and on file for the duration of the contract including all option periods.

Newly hired personnel shall complete 3M and Local Facility certifications within 60 days of hiring.

The Contractor shall submit proof of all certification, training, and licensing requirements per Section F.

2.3
Special Requirements
Test Equipment not provided by the government will be the contractor’s responsibility. Personal Protective Equipment is the contractor’s responsibility. Preventive and Corrective Maintenance that will impact Airfield Operations shall be scheduled during non-airfield hours. 2.3.1
Maintenance Data Analysis Tool (MDAT) Data Collection and Reporting
The Contractor shall report maintenance actions via MDAT (available at the ATC website) that provides accountability to the data element report requirements of MDAT 13-Week Report to Naval Information Warfare Center (NIWC).

All systems and equipment shall be identified by nomenclature, type, and quantity in the MDAT program application. All systems and equipment failures must be tracked by number of failures and downtime in hours and shall be identified in the MDAT program application. All Contractor preventative maintenance (PM) and corrective maintenance (CM) hours shall be tracked and entered into the MDAT line item pertaining to the specific equipment for that specific day which the action was accomplished. All materials and parts shall be tracked and entered into MDAT program application including parts cost, logistic delay time and other costs.

The information provided to MDAT must be maintained accurate and current. All data shall be entered and verified on a weekly basis at a minimum.

2.3.2
Biennial NATOPS Evaluation
The Contractor shall ensure that all records are maintained accurate and current to support audits and quality assurance inspections. This includes records of personnel training and qualifications, technician JQRs, logistical data for material ordering and tracking, Casualty Reports (CASREPs), MDAT reporting data, and other administrative requirements per NAVAIR 00-80T-114, NATOPS Air Traffic Control Manual.

The Contractor shall provide support for the biennial NATOPS evaluation performed by applicable Type Commander. This visit is a complete inspection of ground electronic maintenance operations, including:

-Equipment, systems, technical and administrative procedures and manpower as they apply to NAALS guidelines and instructions -Equipment/System Operational Availability (Ao) history -Personnel training records as applied to NAALS equipment and system qualifications -Compliance with OPNAV, Type Commander, and applicable Federal Aviation Administration (FAA) instructions and Technical Orders pertaining to Naval Air Station (NAS) as directed by CNO N785F and Naval Airspace and Air Traffic Control Standards and Evaluation Agency (NAATSEA).

-Logistic Support and cost of system ownership -Current Flight Check Data for all major systems

Records and Reports
Records and reports are listed in Section F of the solicitation. The Contractor shall submit accurate and complete documents within the required timeframes. Transmission of all Section F shall be maintained on the Government furnished share drive. The Technical Point of Contact (TPOC) shall provide authorization access for the Contractor.

The Contractor shall comply with applicable FAA, DoD, DoN, NAVAIR, and other directives, instructions, and references listed in J-0501040-02.

Per EE 003-BA-GDY-010/GEMO NAVAIR 80TT-114 ATC Facility NATOPS and OPNAVINST 3721.5 the Ground Electronics Maintenance Department (GEMD) is responsible for ensuring the reliability and accuracy of assigned ATC and air navigation equipment at NASF area of responsibility.

Equipment adjustment, repair, and calibration must meet established procedures and shall be accomplished in accordance with applicable technical manuals, instructions, and directives.

Air navigation equipment not performing within the ISEA established standards and tolerances must be removed from service. Air traffic control personnel must be promptly advised of the condition to enable a Notice To Airmen (NOTAM) action within 15 min.

The Contactor shall conduct a joint initial inventory with the Government TPOC within 30 days of contract start. Ensure that all equipment listed is current and correct and submitted in accordance with Section F.

Equipment adjustment, repair, and calibration that affect airfield operations shall be performed during non- airfield hours.

Assist the GEMO in the required Bi-annual equipment/system validation provided by NIWC Configuration Data Management Team.

The Contractor shall manage the DPAS program for all Ground Electronics equipment that meets the requirement of COMNAVREGSWINST 7320.1 Series and perform the responsibilities of the Program Manager Property Coordinator. Barcode property tags will be obtained from CNRSW N8 DPAS Coordinator and all required property paperwork will be submitted for additions and deletions to CNRSW N8 DPAS Coordinator with copies to the GEMO.

The Contractor shall assist outside activities in the upgrade and installation of approved engineering changes to assigned systems and equipment within this annex as requested by the government.

Informational Note:

Working hours for this Annex shall be:

One hour before field opening to field closure.

Normal Field Hours are:

0730-2300 -Monday - Friday1000 - 1800 Saturday 1200 - 1800 Sunday

Informational Note:

One field hour consists of (two GEMD Technicians for GEMD only).

Field hours may be extended by Air OPS Officer up to a total of 100 field-hours before use of FEDMALL or task order.

The Contractor shall maintain the Command History/Monthly Summary Report.

Government Furnished Facilities (GFF) for this Annex is listed under Annex 2, J-0200000.

Government Furnished Equipment (GFE) is listed in Annex 2, J-0200000, unless otherwise specified.

100 percent of Ground electronics systems and equipment are maintained to operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

Ground inspections are completed as required following PM and CM.

No major deficiencies are noted during the biennial Type Commander Quality Assurance Inspection.

Shall not exceed one validated customer comment per month.

3.1
Preventive Maintenance (PM) Program
The Contractor shall implement a PM program for ground electronics systems and equipment to ensure ATC systems are fully functional and operational to support the air operations mission and air wing training.
Ground electronics equipment shall be managed in compliance with OPNAVINST 4790.1 COMNAVRESFORCOM INSTRUCTION 4790.1A Navy Reserve Maintenance and Material Management (3M), COMUSFLTFORCOMINST 4790.3 Joint Fleet Maintenance Manual, OPNAVINST 4790.4, Ships’ Maintenance and Material Management (3-M) System Policy, and maintained per NAVSEAINST 4790.8. The Contractor’s PM program shall incorporate Maintenance Requirement Cards (MRCs) established by the applicable ISEA. Where MRCs are not available, they shall be developed in accordance with NAVSEAINST 4790.8 Series or performed IAW manufacture suggested procedures and documented.

The contractor shall obtain approval from the GEMO for any changes to the PM program.

The systems and equipment, including associated inventories that shall be included in the PM program, are addressed in the PM spec items below.

The Contractor shall submit a PM program per Section F.

As part of the PM program, the Contractor shall submit a corrosion control plan for all systems and equipment subjected to weather not covered by the 3M program. The corrosion control plan shall be updated as necessary to minimize the premature deterioration of affected systems and equipment.

The Contractor shall review at the beginning of the week and schedule in advanced with ATC any PM that requires an equipment outage during airfield operating hours. Refer to Spec Item 3 for airfield operating hours.

Any equipment outage required by PM and not able to be accomplished during field hours due to operations shall be completed during non-field hours.

The Contractor shall submit weekly PM schedules and reports in accordance with NAVSEAINST 4790.8 and per Section F. Changes to PM schedule that require Department Head approval per NAVSEAINST 4790.8 must be submitted to GEMO for approval.

All PM hours shall be tracked and entered into the MDAT line item pertaining to the specific equipment for that specific day that the preventive maintenance was accomplished.

Upon completion of PM on NAALS equipment, the Contractor shall perform applicable ground inspection prior to restoring the system to service.

Historical data for PM labor hours by equipment type is provided in J-0501040-04.

Ground electronics systems and equipment are maintained to operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

Ao of NAALS equipment meets the standard of 99% as stated in CNO letter dated 26 July 2004, Ser 785F5/4U790359.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.1
ATC Communications Equipment
The Contractor shall perform PM on ATC communications equipment to ensure systems are fully functional and operational.

The ATC communications equipment inventory is provided in J-0501040-05.

The Contractor shall maintain all operating frequencies of communications equipment as set by the GEMO and Frequency Manager per OPNAVINST 2400.20, Navy Management of the Radio Frequency Spectrum.

The Contractor shall perform preventive maintenance on all ATC and Carrier Air Wing (CVW)/Squadron radios and circuits in accordance with NAVSEAINST 4790.8 Series

The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

ATC communications systems and equipment are maintained to meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.2
Precision Approach Equipment
The Contractor shall perform PM on precision approach equipment to ensure systems are fully functional and operational.

The precision approach equipment inventory is provided in J-0501040-06.

Upon completion of PM on precision approach equipment, the Contractor shall perform applicable ground inspection prior to restoring the system to service per Spec Item 3.3.

The Contractor shall perform preventive maintenance on all Precision Approach Equipment in accordance with NAVSEAINST 4790.8 Series.

The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

Precision approach systems and equipment are maintained to operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.3
Non-precision Approach Equipment
The Contractor shall perform PM on non-precision approach equipment to ensure systems are fully functional and operational.
The non-precision approach equipment inventory is provided in J-0501040-07.

Upon completion of PM on non-precision approach equipment, the Contractor shall perform applicable ground inspection prior to restoring the system to service per Spec Item 3.3.

The Contractor shall perform preventive maintenance on all Non-precision Approach Equipment in accordance with NAVSEAINST 4790.8 Series.

The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

Non-precision approach systems and equipment are maintained to operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.4
ATC Ancillary Equipment
The Contractor shall perform PM on ATC ancillary equipment to ensure systems are fully functional and operational.

The ATC ancillary equipment inventory is provided in J-0501040-08.

The Contractor shall perform preventive maintenance on ATC Ancillary Equipment in accordance with NAVSEAINST 4790.8 Series.

The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

Perform PM on identified UPS systems IAW with manufacture/industry standards and recommendations. All readings and/or reports will be kept on file by annex and made available for Government inspection.

ATC ancillary systems and equipment are maintained to meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.5
NAVAIDS
The Contractor shall perform PM on NAVAIDS to ensure systems are fully functional and operational.

The NAVAIDS inventory is provided in J-0501040-09.

Upon completion of PM on NAVAIDS, the Contractor shall perform applicable ground inspection prior to restoring the system to service per Spec Item 3.3.

The Contractor shall perform preventive maintenance on NAVAIDS Equipment in accordance with NAVSEAINST 4790.8 Series, The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

NAVAIDS systems and equipment are maintained to operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.6
METOC Equipment
The Contractor shall perform PM on METOC equipment to ensure systems are fully functional and operational.

The METOC equipment inventory is provided in J-0501040-10.

The Contractor shall perform preventive maintenance on METOC Equipment in accordance with NAVSEAINST 4790.8 Series.

The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

METOC systems and equipment are maintained to meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.7
Other Aviation Equipment
The Contractor shall perform PM on other aviation equipment to ensure systems are fully functional and operational.
The other aviation equipment inventory is provided in J-0501040-11.

Other aviation systems and equipment are maintained to meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.8
Non-Aviation Equipment
The Contractor shall perform PM on non-aviation equipment to ensure systems are fully functional and operational.
The non-aviation equipment inventory is provided in J-0501040-12.

The Contractor shall perform preventive maintenance on ATC Ancillary Equipment in accordance with NAVSEAINST 4790.8 Series, if applicable.

The Government will provide initial 3M MIP’s and MRC’s.

The Contractor shall be in contact with the ATC Control Tower at all times when operating on the airfield.

Non-aviation systems and equipment are maintained to meet the operational requirements of intended design parameters.

PM is accomplished per the MRCs and 3-M program and completed per the Contractor’s work schedule.

3.1.9
FRTC RASS Radars
The Contractor shall perform PM on FRTC RASS equipment to ensure systems are fully functional and operational
The Contractor shall perform preventive maintenance on the FRTC RASS sites J-0501040-17, in accordance with NAVSEAINST 4790.8 Series,

The Government will provide initial 3M MIP’s and MRC’s.

Access for maintenance on the FRTC RASS sites shall be coordinated with the Government FRTC Range Coordinator.

Maintenance that requires Equipment shut down shall be coordinated with the Government FRTC Range Coordinator.

Informational Note:

Total labor cost, material cost, equipment cost and travel cost for maintenance of the three RASS Radar sites located on the FRTC ranges shall be tracked separately and provided upon request to the COR and GEMO.

FRTC RASS systems and equipment are maintained to meet the operational requirements of intended design parameters.

3.2
Corrective Maintenance (CM)
The Contractor shall perform CM on ground electronics systems and equipment to ensure ATC systems are restored to a fully functional and operational condition in a timely manner to support the air operations mission.
The Contractor shall maintain a trouble call log to document, at a minimum, the work center, equipment nomenclature, serial number (if applicable), date and time of failure, description of malfunction, corrective action taken, part number of failed item replaced, labor hours used, and name of the maintenance technician. These logs shall be made available to the KO upon request.

The Contractor shall maintain a service work order log for all NAALS and Non-NAALS equipment and systems on the Government Installation share drive to document all CM see J-0501040-13, for maintenance service work order log requirements.

During field hours specified in Spec Item 3, a qualified technician must be immediately available by radio contact or telephone and able to respond to the location of the service work orders within 15 minutes (NAALS trouble calls take priority).

Upon completion of CM on NAALS equipment, the Contractor shall perform applicable ground inspection prior to restoring the system to service per Spec Item 3.3.

All CM hours shall be tracked and entered into the MDAT line item pertaining to the specific equipment for that specific day that the CM was accomplished.

The Contractor is not authorized to perform equipment configuration changes or modifications that affect ATC per OPNAVINST 3721.5

If the Contractor identifies a validated need for an equipment modification, the contractor will assist the GEMO in submitting an Engineering Change Proposal (ECP) shall be submitted in accordance with NAVAIRINST 4130.1, NAVAIR Configuration Management Manual and per Section F.

Changes and upgrades to systems/equipment will be performed as requested by the GEMO when authorized by the ISEA.

FAA Flight Check may be required for major part replacement as determined by technical publications, NAVAIR 16-1-520, and FAA requirements. The Contractor shall coordinate and support official flight inspections that may be required to restore equipment to full operation per NAVAIR 16-1-520, United States Standard Flight Inspection Manual.

Historical data for CM labors hours by equipment type is provided in J-0501040-04.

Ground electronics systems and equipment are repaired to meet operational performance standards and tolerances as specified by the ISEA and operational requirements of intended design parameters.

Trouble calls are responded to and appropriate reports are made within the specified time.

NAALS service work orders are responded to within the specified time.

3.2.1
Trouble Calls for NAALS Equipment
The Contractor shall respond to trouble calls on NAALS equipment to ensure ATC systems are restored to a fully functional and operational condition in a timely manner.
The Contractor shall respond to all NAALS trouble calls with a qualified technician capable of effecting immediate repair or diagnosing the fault and contacting the appropriate technician with certification authority for the applicable system.

NAALS equipment includes but is not limited to Precision Approach Equipment, Non-precision Approach Equipment and NAVAIDS.

The Contractor shall supply a phone list with on-call technicians per Section F.

The Contractor shall report NAALS equipment failures for all major NAVAIDs that will result in outages exceeding one hour to the GEMO or the Operations Duty Officer (ODO) within 15 minutes of initial notification to enable NOTAM procedures to be executed. The Contractor shall report the nature of the failure and shall include an estimated time of repair. If applicable, the Contractor shall restore service to ATC systems by bringing on-line secondary systems prior to commencing repairs to the failed unit.

The Contractor shall perform CM by repair or replacement of system, equipment, sub-assembly or component at the least cost or time, as determined by Government urgency of repair, to enable return to full operational readiness and availability. The Contractor shall expedite completion of all repairs to maintain Ao standards.

The Contractor shall brief the GEMO, daily on any change of the status of non-operating system/equipment and the day it is returned to service.

NAALS trouble calls are responded to within 15 minutes during the hours specified in J-0501040-03.

If additional technicians with qualifications for the applicable system are required to complete repairs and restore equipment to operation, they respond within 30 minutes of initial notification.

Outside normal airfield operating hours NAALS trouble calls are responded to within two hours.

Notification of outages exceeding one hour are made within specified times.

Ground electronics systems and equipment are repaired to meet operational performance standards and tolerances as specified by the ISEA and operational requirements of intended design parameters.

Ao of NAALS equipment meets the standard of 99% as stated in CNO letter dated 26 July 2004, Ser 785F5/4U790359.

3.2.2
Non-emergent Trouble Calls

The Contractor shall respond to trouble calls on ground electronics systems and equipment to ensure ATC systems are restored to a fully functional and operational condition in a timely manner.

Non-emergent trouble calls apply to corrective maintenance on all ATC systems other than NAALS equipment.

Performance of non-emergent trouble calls is not required outside of hours specified in J-0501040-03.

If applicable, the Contractor shall restore service to ATC systems by bringing on-line, secondary systems prior to commencing repairs to the failed unit.

The Contractor shall complete non-emergent trouble calls within 30 working days. A listing of all non-emergent trouble calls not corrected within 30 working days shall be submitted per Section F.

The Contractor shall expedite completion of all repairs to maintain Ao standards.

Contractor will provide FM conventional radio programming, hero checks, troubleshooting services for all NASF and tenant command radios.

Repairs shall be performed on Air Operations FM conventional radios only (inventory not to exceed 150 radios, list to be provided by GEMO). When repairs for other activities are required Contractor will refer the customer to the GEMO for repair options.

The Contractor shall provide a computer to perform FM radio maintenance and programming (keeping current on programing software for NASF Air Operations radios will be responsibility of the Contractor). Activities purchasing new radios will provide the latest version of software for their radios.

Non-emergent trouble calls are responded to within 15 minutes.

Ground electronics systems and equipment are repaired to meet operational requirements of intended design parameters.

Non-emergent trouble calls are completed within 30 working days.

3.2.3
Logistic Support
The Contractor shall process all orders for material and parts to ensure PM and CM is completed in a timely manner.

Logistics support personnel shall work with GEMD technicians to accurately and rapidly procure required materials and parts.

All National Stock Number (NSN) requisitions for NASF systems must be routed through the GEMO for approval on locally prepared DD Form 1348. Form is available electronically from Air Ops (see J-0501040-13) prior to ordering.

The Government will provide (fund) all NSN repair parts, materials, and supplies that are not commercially available via the GEMO/OPS Department

2. Contractor provided:

The Contractor shall provide all repair parts, materials, and supplies and outside repairs that are available commercially required for the operation and support of this Annex.

For any NSN item that has a long lead time and significantly degrades NASF airfield operations and the item can be repaired by an outside activity at less cost and time, the contractor as requested by the GEMO shall expedite the repair.

All material and parts shall be tracked and entered into the MDAT line item pertaining to the specific equipment for which the parts and materials were ordered. The date and time each order was placed and each part was received shall be entered to track mean logistics delay time.

Notify the GEMO of discrepancies when equipment, material loss, or damage is identified.

All material required for PM is ordered and received in sufficient time to support scheduled maintenance.

All material and parts required for CM are processed within one workday of request.

3.2.4
Casualty Reports (CASREPs)
The Contractor shall prepare and submit information for CASREPs to ensure timely and accurate reporting of equipment failures that affect the air operations mission.
The Contractor shall prepare a CASREP for all equipment failures that affect the air operations mission in accordance with Naval Tactical Reference Publication NTRP 1-03.1. CASREPs shall be submitted per Section F.

CASREP’s shall take priority over all other assignments given to the Contractor unless otherwise directed by the Government in writing.

A Casualty Correction Report (CASCOR) shall be prepared and submitted per Section F.

CASREP updates shall be prepared and submitted per Section F.

CASREPs are accurately prepared as specified.

CASREPs are submitted within six hours of reported failure.

3.2.5
FRTC RASS Radars
The Contractor shall perform CM on FRTC RASS locations with equipment to ensure systems are fully functional and operational.
The Contractor shall perform corrective maintenance on FRTC RASS system and equipment in accordance with NAVSEAINST 4790.8 Series.

The Contractor shall provide all repair parts, materials, and supplies and outside repairs that are available commercially required for the operation and support of this System.

The Government (CNAP/NSWC) will provide (fund) all NSN repair parts, materials, and supplies that are not commercially available.

FRTC RASS systems and equipment are repaired to meet operational requirements of intended design parameters.

3.3
Ground Inspection Program
The Contractor shall establish and implement a ground inspection program to ensure ATC systems are properly tested and verified to be operating within specified standards and tolerances to support the air operations mission.
ATC systems must comply with a certification process per OPNAVINST 3721.5. The initial certification, which establishes baseline tolerances, is performed by the ISEA and may include FAA Flight Check, if applicable. Once the system is certified, the standards and tolerances identified in system commissioning and baseline configuration shall be verified during ground inspection.

The Contractor shall establish a program to maintain continual compliance with flight inspection tolerances outlined in NAVAIR 16-1-520. The Contractor shall submit the ground inspection program per Section F.

Only qualified technicians for the applicable system are authorized to perform ground inspection per OPNAVINST 3721.5.

Ground electronics systems and equipment are verified to be in compliance with operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

3.3.1
Scheduled Ground Inspection (N/A)
The Contractor shall conduct ground inspection following PM of ground electronics systems and equipment to ensure ATC systems are properly tested and verified to be operating within specified standards and tolerances for ground inspection.
PMs that require ground inspection shall be clearly identified on associated MRCs.

Immediately following the completion of PM that requires ground inspection, the Contractor shall verify that the system is operating within established tolerances and report to the GEMO or ODO when complete.

The Contractor shall record verification of system operation on Equipment Performance Forms and maintain forms for ground inspection history per OPNAVINST 3721.5.

Ground electronics systems and equipment are verified to be in compliance with operational performance standards and tolerances as specified by the ISEA and meet the operational requirements of intended design parameters.

Verification of certification parameters is accomplished per the ground inspection program following PM as required.

3.3.2
Post-CM Ground Inspection
The Contractor shall conduct ground inspection following CM to ensure ATC systems are properly tested and verified to be operating within specified standards and tolerances for ground inspection.
Immediately following the completion of CM that requires ground inspection, the Contractor shall verify that the system is operating within established tolerances and report to the GEMO or ODO when complete.

The Contractor shall record verification of system operation on provided ISEA Equipment Performance Forms and maintain forms for ground inspection history per OPNAVINST 3721.5.

Informational Note:

ISEA provided performance forms will vary by equipment and checks. Forms may be part of the MRC’s or obtained from the ATC web site.

3.3.3
Test Equipment Calibration and Management
The Contractor shall provide management of test equipment to ensure equipment is properly calibrated and available to support PM, CM and ground inspection.

The inventory of Government-furnished test equipment is included in Annex 2, J-0200000 and J-0501040-17.

The Contractor shall calibrate all test equipment and monitor test equipment calibration requirements, ensuring compliance with the Navy calibration program requirements. Calibration shall be performed by approved calibration facilities traceable to the National Bureau of Standards.

The calibration cycle shall be in accordance with Navy standards on any test equipment used to perform CM, PM and ground inspections on all equipment/systems listed J-0501040-05 thru J-0501040-17. The calibration cycle requirements may be found on the Navy ATC web site.

The Contractor shall ensure valid calibration certifications labels are prominently displayed. Test equipment not displaying a current approved calibration label, or having a calibration label marked “special calibration” shall not be used without the specific written authorization of the GEMO. Electronics equipment shall be tagged as unserviceable until permission for use of that specific equipment is received from the GEMO or calibration requirements have been met.

The Contractor shall provide adequate protection of test equipment during transportation to and from job sites, calibration facilities and repair sites to ensure there is no damage.

The Contractor shall incorporate new General/Special Purpose Electronics Test Equipment (GPETE/SPETE) provided by GEMO into the Ground Electronics Inventory as well as in the calibration program.

Test equipment calibration shall be completed in accordance with OP43P6, Metrology Automated System for Uniform Recall and Reporting (MEASURE) User’s Manual.

All test equipment is within calibration standards as specified.

3.3.4
Base Electronics System Engineering Plan (BESEP)
The Contractor shall provide Facility Support of NAS Fallon BESEP Projects
The Contractor shall provide Facility Support of NAS Fallon Ground Electronics BESEP projects. Support to include labor, other direct cost and material for BESEP identified requirements as ordered by the GEMO.

Informational Note:

NAS Fallon averages two BESEP projects a year not to exceed $5,000.00 cost per project.

Contractor support provided as required and identified in the BESEP.

BESEP Project is not delayed by non-support of Contractor.
