| General Information |
| The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform services in support of airfield facilities at Naval Air Station Fallon (NASF), the Fallon Range Training Complex (FRTC) and Special Areas. |

| Concept of Operations |
| The intent of 0501050 Airfield Facilities is to specify the requirements to perform airfield operations. Included are services such as airfield operations (T-line services), aviation safety programs, and equipment maintenance. The following services are not included in this Template: |
· Repair and sustainment of airfield lighting systems is included in the 1502000 Facility Investment
· Airfield sweeping is included in the 1503060 Pavement Clearance
· Grounds Maintenance for Bird/Animal Aircraft Strike Hazard (BASH) requirements is included in the 1503050 Grounds Maintenance and Landscaping

| The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operation, maintenance and repair in support of airfield facilities services. |
The Contractor shall provide an Airfield Facilities Supervisor/Manager with a baseline understanding of qualifications, technical knowledge, experience, and skills required for efficient operation, maintenance, and repair in support of Airfield Facilities Services. The manager shall be qualified at the appropriate 3M level for this annex. This manager can be dual hatted with the Terminal Operations Manager as set forth in 0501070. The DPAS Coordinator duties and Logistics person may be combined with the DPAS Coordinator duties and Logistics person for Annex 0501040.
The Contractor shall submit Airfield Facilities Supervisor/Manager qualifications per Section F.

| Certification, Training, and Licensing |
| Specific certification, training, and licensing requirements are addressed as follows and in Spec Item 3. |
Contractor personnel responsible for operation of vehicles on the airfield must complete Airfield Vehicle Operators Instruction Course (AVOIC) Training and receive a license to operate vehicles on the airfield. AVOIC training and licensing is provided by the Government and must be scheduled with the Airfield Facilities Manager (AFM) and in accordance with NASFINST 3700.3 Series. Records of completed AVOIC training and licensing shall be maintained by the Contractor and made available for review by the KO upon request.
Contractor personnel operating Grounds Support Equipment (GSE) shall be licensed per OPNAVINST 4790.2, The Naval Aviation Maintenance Program (NAMP) Volume V and have in their possession a valid U.S. Government "USN" Aviation Support Equipment Operator's Identification Card, OPNAV Form 4790/102, for the GSE being operated.
The Contractor shall submit proof of all certification, training, and licensing requirements per Section F.
Personnel performing maintenance on E-28 Arresting gear and Optical Landing Systems must be qualified as outlined in NAVSEA 4790.4 Series, Ships Maintenance and Material Management (3M) and have completed approved job qualification requirements (JQRs).
All airfield service division personnel operating and/or maintaining the e-28 arresting gear system are required to complete all training modules and performance tracking. Personnel will be monitored via the training progress report generated by the Computer Based Training (CBT). This training follows all e-28 arresting gear standard operating procedures and technical maintenance directives and will be documented as a CNIC system qualification fundamental for all associated professional qualification standards. The CBT is to be completed concurrently with all professional qualification standard.
Newly hired personnel shall complete 3M and certifications within 60 days of hiring.
Personnel responsible for logistic support must be experienced in the utilization Specific certification, training, and licensing requirements are addressed as follows and in Spec Item 3.
The Contractor shall maintain training, certification and licensing records for employees and make them available to the AFM/TPOC within two hours of request. Training, certification and licensing records shall be kept current and on file for the duration of the contract including all option periods.
Personnel responsible for logistic support must be experienced in the utilization of the Naval Supply System.

| Special Requirements |
| Test Equipment not provided by the government will be the contractor’s responsibility. Personal Protective Equipment is the contractor’s responsibility. Preventive and Corrective Maintenance that will impact Airfield Operations shall be scheduled during non-airfield hours or in concurrence with the Airfield Manager (AFM) to minimize impact to flight operations. |

| Airfield Safety |
| The Contractor shall comply with all safety included in References and Technical Documents listed in J-0501050-02 and Annex 2. All personnel working on airfield facilities shall use required Personal Protective Equipment (PPE). |

| Priority of Service |
| The Contractor shall follow, in descending order, the priorities shown below for servicing aircraft when multiple simultaneous requests are received that exceed the Contractor’s peak capacity. The Government will direct modifications to these priorities as situations may require. |

| The Contractor shall operate and maintain a communications system using radio frequencies assigned as directed by the Government. The Contractor shall establish radio contact with Air Traffic Control (ATC) to receive runway and taxiway access and shall maintain contact with ATC at all times while on airfield surfaces. Due to safety considerations and regulations, it is mandatory that Contractor personnel be able to speak English fluently and enunciate clearly. |

| The Contractor shall provide airfield facilities services to ensure aircraft are supported in a proper, safe, and timely manner. |
The Contractor shall comply with applicable Federal Aviation Administration (FAA), DoD, DoN, Naval Air Systems Command (NAVAIR), and other references, instructions, and directives listed in J-0501050-02.
Government Furnished Facilities (GFF) for this Annex is listed in J-0200000-05.
Government Furnished Equipment (GFE) for this Annex is listed in J-0200000-06 unless specified otherwise within this Annex.
The Contractor shall manage the DPAS program for all Airfield Facilities equipment that meets the requirement of COMNAVREGSWINST 7320.1 Series and perform the responsibilities of the Program Manager Property Coordinator. Barcode property tags will be obtained from CNRSW N8 DPAS Coordinator) and all required property paper work will be submitted for additions and deletions to CNRSW N8 DPAS Coordinator with copies to the GEMO.
Working hours for this Annex shall be:
45 minutes before field opening to fifteen minutes after field closure.
Normal Field Hours are:
0730-2300 Monday - Friday 1000 - 1800 Saturday 1200 - 1800 Sunday
Informational Note: Extended Airfield Hours.
Airfield hours may be extended by Government Airfield Manager up to a total of 100 airfield-hours (500 man hours as identified in Annex 0200000) before use of FEDMALL or task order.
Field hours may be adjusted by Government Air Operations to support mission. During Daylight-Savings time, the airfield hours are shifted occasionally (open later and close later) to allow for more night training. The Government reserves the right to change the time of airfield hours as long as the total airfield hours are not exceeded.
The Contractor shall maintain the Command History/Monthly Summary Report and Monthly Terminal/AFS Report. A sample of these reports is available electronically from Air Ops and Maintained on the Government Share Drive.
Aircraft arrivals, servicing, and departures are properly supported within the specified time.
Airfield facilities services are provided without personnel and aircraft accidents or malfunctions due to Contractor negligence.
Safety programs are properly executed to mitigate hazards.
Airfield equipment is maintained and repaired to sustain a fully functional and operable condition as specified.

| Airfield Operations |
| The Contractor shall provide airfield operations services to ensure aircraft arrive, receive services properly, and depart in a safe and timely manner to support the air operations mission. |
| The Contractor shall direct all aircraft ground operations using hand signals to communicate with aircraft pilot in accordance with NAVAIR 00-80T-113, Aircraft Signals Naval Air Training and Operating Procedures Standardization Program (NATOPS) Manual. |
The Contractor shall provide customer survey forms, shown in J-0501050-03, to all pilots and submit all completed forms per Section F.
Issue Prior Permission Required (PPR) authorizations to requesting activities. When issuing PPRs, the Contractor shall inform the requesting activity of aircraft parking space availability, field-operating hours, and projected tactical/cargo/passenger transient aircraft traffic for the date(s) requested. Only the AFM/Operations Duty Officer (ODO) can authorize denial of any PPR. The Contractor shall maintain a daily PPR log using NASF Form 2302/1. Completed forms shall be retained for one year and be available for Government inspection.
The Contractor shall monitor schedule of aircraft arrivals and departures, along with services required identified on the PPR. This information is on the Naval Air Logistic Office (NALO) and Joint Operations Support Airlift Center (JOSAC) automated systems or may be obtained from the ODO/ATC.
Historical data on airfield operations services is provided in J-0501050-04.
Aircraft arrivals, servicing, and departures are properly supported within the specified time.
Airfield operations services are provided without personnel and aircraft accidents or malfunctions due to Contractor negligence.
Contractor receives a minimum quarterly 98% satisfaction rating.

| Arrival Services |
| The Contractor shall provide arrival services to ensure transient aircraft are guided and directed to designated areas in a safe and timely manner. |
| The Contractor shall assign parking locations for transient aircraft in designated apron areas except when specified by the ODO, AFM or ATC. |

| “Follow-Me” Services |
| The Contractor shall provide “Follow-Me” services to ensure transient aircraft and other escorted vehicles are safely guided to designated areas in a timely manner. |
| The inventory of “Follow-Me” vehicles is provided with the GFE listed in J-0200000-06. |
The Contractor shall dispatch a "Follow-Me" vehicle when requested by ATC to lead transient aircraft and other escorted vehicles to designated areas. All “Follow-Me” operations shall adhere to ATC directions and be conducted in accordance with NASFINST 3700.3 Series.
"Follow-Me" vehicles shall have radios to communicate with ATC and be equipped with an orange rotating beacon, fire extinguisher, and chocks.
"Follow-Me" vehicle arrives at the designated taxiway prior to the transient aircraft turning off the runway.
"Follow-Me" vehicle provided immediately upon receipt of request for other vehicles needing escort.
Aircraft and other vehicles arrive at designated area without personnel and aircraft accidents or malfunctions due to Contractor negligence.

| Parking |
| The Contractor shall provide parking services to ensure transient aircraft are properly and safely directed into assigned parking locations. |
| The Contractor shall direct taxiing and parking using correct aircraft hand signals per NAVAIR 00-80T-113. |
The Contractor shall check all aircraft for hot brakes prior to aircraft leaving taxiway to enter parking area. The Contractor shall notify the pilot and fire department immediately if the aircraft is determined to have hot brakes.
The Contractor shall insert wheel chocks and landing gear locks or pins when required before pilot shuts down engine and departs cockpit per the applicable aircraft NATOPS manual.
Aircraft arrive at designated parking location without personnel and aircraft accidents or malfunctions due to Contractor negligence.
Aircraft are properly directed to assigned parking locations.
Aircraft with suspected hot brakes are taxied to an isolated area as directed by the ODO.

| Airfield Support Services |
The Contractor shall provide airfield support services to ensure support requirements are provided in a proper, safe, and timely manner.
The Contractor shall comply with operations and safety procedures per NAVAIR 00-80T-96 and the applicable aircraft NATOPS manual.
The Contractor shall communicate verbally or through hand signals to confirm that the pilot has installed seat and canopy safety pins.
The Contractor shall tie down aircraft, when requested by the aircrew.
The Contractor shall immediately respond to all aircraft accidents in accordance with OPNAVINST 3750.6 and the local Aircraft Pre-Mishap Plan.
Airfield support services are provided with qualified operators and proper equipment within the specified time.
Airfield support services are completed without personnel and aircraft accidents or malfunctions due to Contractor negligence.

| Ground Support Equipment (GSE) |
| The Contractor shall provide the appropriate GSE with qualified operators to ensure equipment is properly positioned and operated for aircraft support in a safe and timely manner. |
The inventory of GSE is provided with the GFE listed in J-0200000-06.
The Contractor shall pre-position proper equipment, to include fire extinguishers, ladders, chocks, boarding ramps, powered and non-powered support equipment, and cargo handling equipment prior to aircraft arrival at the parking area per NAVAIR 00-80T-96, Volume V of OPNAVINST 4790.2, and the applicable aircraft NATOPS manual.
The Contractor shall install an aircraft boarding ladder or ramp, when required.
The Contractor shall provide the appropriate GSE with qualified operators for arrivals and departures of transient aircraft, when requested by aircrew, or when notified by the ODO.
Appropriate GSE is pre-positioned no later than 30 minutes prior to scheduled arrivals and no later than five minutes after unscheduled arrivals.
GSE is operated by licensed personnel in a proper and safe manner as specified.

| Aircraft Towing |
| The Contractor shall provide aircraft towing services to ensure towing requests are met in a proper, safe, and timely manner. |
| The Contractor shall perform aircraft towing, when requested by the aircrew or ODO, in accordance with NAVAIR 00-80T-96 and the applicable aircraft NATOPS manual. |
Qualified personnel respond with proper equipment within 30 minutes of receipt of request.
Aircraft towing is completed without personnel and aircraft accidents or malfunctions due to Contractor negligence.

| Aircraft Salvage |
| The Contractor shall provide aircraft salvage services to ensure disabled aircraft are removed from the airfield in a proper, safe, and timely manner. |
| The Contractor shall perform aircraft salvage in accordance with NAVAIR 00-80R-20, NATOPS U.S. Navy Aircraft Crash & Salvage Operations Manual (Ashore), and the local Aircraft Pre-Mishap Plan. |
Aircraft Salvage Operations shall be directed by the NASF Air Operations Department.

| Aircraft Services |
| The Contractor shall provide aircraft services to ensure service requirements are provided in a proper, safe, and timely manner. |
| The Contractor shall provide Aircraft Services (to include aircraft arrival, fueling, servicing, and departure) to transient and non-DoD aircraft authorized to land at NASF. Outside of core work hours, the Contractor shall respond to requests for services within four hours. |
The Contractor shall maintain Transient Aircraft Services Forms:
The Contractor shall request each Aircraft Commander, or pilot of serviced transient aircraft, to complete applicable entries of the Transient Aircraft Services Form, NASF Form 3760/4. Electronic copy will be provided by Air Ops.
The Contractor shall evaluate all services received and upon request of the Government have available for review the Command History/Monthly Summary Report. Sample Copy of this Report is available from Air Ops. Files of completed Transient Aircraft Services Forms shall be retained for a period of one year.
The Contractor shall comply with operations and safety procedures per NAVAIR 00-80T-96 and the applicable aircraft NATOPS manual.
Aircraft services maintenance service work orders log requirements are available by request from Air Ops.
Aircraft servicing is provided with qualified operators and proper equipment within the specified time.
Aircraft servicing is completed without personnel and aircraft accidents, damage or malfunctions due to Contractor negligence.
| 3.1.3.1 |
| Fuel Coordination |
| The Contractor shall coordinate with the fuels provider to ensure fuel delivery requirements are accurately provided in a proper, safe, and timely manner. |
| The Contractor shall immediately notify fuels dispatch of pilots' request for fuel services. |
If requested by the aircrew, the Contractor shall assist with fueling the aircraft in accordance with Chapter 12 of NAVAIR 00-80T-109, NAVAIR 06-5-502, and DoD and DoN Regulations, and Installation Instructions applicable to Fuel Servicing Operations.
Refueling assistance shall include performing fire-watch and related functions.
The Contractor shall obtain the fuel purchase card from the aircrew, obtain receipt from the fuels provided, and provide receipt and fuel purchase card to the aircrew prior to departure.
Fuels dispatch notified upon confirmation of fueling service requirements within 15 minutes of aircraft arrival.
Accurate notification is provided to the fuels provider for aircraft fueling service requirements.
| 3.1.3.2 |
| General Aircraft Services |
| The Contractor shall provide general aircraft services to ensure service requests are met in a proper, safe, and timely manner. |
| Aircraft support services includes providing power carts, lavatory and potable water service, liquid oxygen (LOX) and liquid nitrogen (LN2) from bottles or carts, and oil and hydraulic fluids. |
The Contractor shall service aircraft LOX systems, when requested, in accordance with NAVAIR 06-30-501 and all applicable safety instructions. LOX bottles SHALL NOT be serviced in the aircraft.
The Contractor shall collect and properly dispose of trash/debris from passenger aircraft and comply with Department of Agriculture (DoA) and Public Health Regulations.
Aircraft are serviced by qualified operators using proper equipment.
All requested services completed within 30 minutes of arrival.
General aircraft services are completed without personnel and aircraft accidents or malfunctions due to Contractor negligence.

| Departure Services |
| The Contractor shall provide departure services to ensure aircraft are started and directed in a proper, safe, and timely manner. |
| The Contractor shall comply with operations and safety procedures per NAVAIR 00-80T-96 and the applicable aircraft NATOPS manual. |
| Aircraft departures are properly supported within the specified time. |
Departure services are provided without personnel and aircraft accidents or malfunctions due to Contractor negligence.
| 3.1.4.1 |
| Aircraft Start-up |
| The Contractor shall provide aircraft start-up services to ensure aircraft are started in a proper, safe, and timely manner. |
The Contractor shall position, connect and operate support equipment during aircraft start-up evolutions in accordance with the applicable aircraft NATOPS manual.
The Contractor shall direct aircraft start-up evolutions using correct aircraft hand signals.
The Contractor shall assist in aircraft starting by positioning, connecting, and operating Ground Support Equipment in accordance with NAVAIR 17-1-537 and the pilot's direction. Ground Support Equipment shall be disconnected and removed by the Contractor upon pilot direction ensuring all aircraft access panels are secured prior to aircraft taxiing.
Aircraft are started to support on-time departure.
Aircraft start-up is completed by qualified operators with proper equipment in accordance with NATOPS manual.
Aircraft start-up is completed without personnel and aircraft accidents or malfunctions due to Contractor negligence.
| 3.1.4.2 |
| Directing Aircraft |
| The Contractor shall direct aircraft to ensure they are properly and safely guided to designated taxiways for departure. |
| The Contractor shall remove landing gear locks and pins from aircraft immediately upon pilot's request (signal), and shall signal pilot that gear locks and pins have been removed. Gear locks and pins shall be securely stowed by the Contractor as pre-briefed by the pilot. |
The Contractor shall remove wheel chocks and clear the area upon direction of the aircraft pilot. The Contractor shall promptly direct aircraft away from the parking area using correct aircraft hand signals.
The Contractor shall signal the pilot once aircraft is clear of parking area and surrounding aircraft, which then turns the control of the taxiing evolution over to the pilot.
Aircraft are properly directed to designated taxiways without personnel and aircraft accidents or malfunctions due to Contractor negligence.
| 3.2 |
| Aviation Safety Programs |
| The Contractor shall execute the requirements of aviation safety programs to ensure appropriate actions are taken to minimize hazards to aircraft. |

| 3.2.1 |
| Bird/Animal Aircraft Strike Hazard (BASH) |
| The Contractor shall execute the requirements of the BASH program to ensure appropriate actions are taken to minimize hazards to aircraft. |
| The Contractor shall perform actions as specified in the installation’s BASH program instruction provided in J-0501050-05 as well as the BASH program guidance provided in NASFINST 3750.1 Series. |
The Contractor shall conduct daily inspections, continuously monitor, report bird hazards or conditions that may attract birds, notify the AFM or USDA Wildlife Specialist for submission to the pest control function of this contract.
The Contractor is not authorized to conduct depredation of birds as a measure of eliminating hazards.
The Contractor shall be familiar with BASH program guidance provided in NAVFAC P-73, Real Estate Procedural Manual, OPNAVINST 5090.1, Environmental and Natural Resource Program Manual, OPNAVINST 3750.6, FAA AC/150 Circulars, and local instructions.
The Contractor shall notify Control Tower of bird and animal activity around the airfield. Any remains of birds and animals should be reported to the AFM or USDA Wildlife Specialist with place and time found.
Historically, active frightening techniques are executed 15 times per month on average with higher frequencies (daily) during migratory periods.
BASH program is properly executed to mitigate bird hazards.
Bird and animal activity that may be in conflict of Airfield OPS shall be reported to the AFM and the Control Tower as soon as possible.

| Foreign Object Debris (FOD) |
| The Contractor shall execute the requirements of the FOD program to ensure appropriate actions are taken to minimize hazards to aircraft. |
| The Contractor shall perform actions as specified in the installation’s FOD program instruction provided in J-0501050-06. The Contractor shall perform FOD prevention on all airfield areas including runways, ramps, taxiways, taxi lanes, and aircraft parking areas. |
The Contractor shall be responsible for emergency Airfield FOD checks when requested by the AFM, ODO or ATC. The contractor shall conduct daily airfield FOD checks prior to field opening and again during prior to sunset.
The Contractor shall be familiar with FOD program guidance provided in OPNAVINST 3750.6, OPNAVINST 4790.2, CNALINST 13720.15 / CNAPINST 13720.3, Prevention of Foreign Object Damage to Aircraft Gas Turbine Engines, FAA AC/150 Circulars, and local instructions.
The Contractor shall submit FOD prevention report sheets per Section F.
Additional unscheduled FOD inspection and removal shall be conducted whenever the Contractor recognizes the need, as directed by the Government, or FOD is reported by any source. The Contractor shall immediately, upon notification of emergency situations, respond to remove FOD located on specific areas of the airfield.
The Contractor shall mobilize all on-duty airfield facilities personnel to conduct large area FOD walk-downs to eliminate FOD material. The Contractor shall perform the large area walk-downs in any area of the base where FOD accumulates, with top priority placed on airfield and adjacent surfaces, as directed by the AFM
The Contractor shall request Sweeping and Snow Removal Services as identified in Annex 15, Section 1503060 Pavement Clearance for Airfield pavement sweeping requirements of this Contract.
FOD program is properly executed to mitigate FOD hazards.
Large area FOD walk-downs completed as scheduled.
Unscheduled FOD inspections and removal are completed when directed.

| Airfield Equipment |
| The Contractor shall inspect, operate, maintain, and repair airfield equipment to ensure equipment is fully functional and operational to support the air operations mission. |
The Contractor shall develop and submit a maintenance plan per Section F.
The Contractor’s maintenance plan shall include provisions for operation and maintenance of arresting gear and Optical Landing System (OLS), inspection of airfield lighting systems, and preventive maintenance (PM) of GSE. The maintenance plan shall be developed based on OPNAVINST 4790.4, Ships’ Maintenance and Material Management (3-M) System Policy, and OPNAVINST 4790.2 and include maintenance and inspection tasks, schedules for planned work accomplishment, plan for minimizing occurrence of repair and downtime, and the process for the identification of the need for repairs.
The Contractor shall obtain approval from the AFM any changes to the PM program.
Excessive or repeated system or equipment breakdowns or deficiencies may indicate the need to adjust or modify the Contractor’s maintenance plan. These changes will be made at no additional cost to the Government.
As part of the PM program, the Contractor shall develop a corrosion control plan for all systems and equipment subjected to weather not covered by the 3M program. The corrosion control plan shall be updated as necessary to minimize the premature deterioration of affected systems and equipment.
The Contractor shall review at the beginning of the week and schedule in advanced with AFM any PM that requires an equipment outage during airfield operating hours. Refer to Spec Item 3 for airfield operating hours.
Any equipment outage required by PM and not able to be accomplished during field hours due to operations shall be completed during non-field hours.
The Contractor shall maintain an automated Airfield Services Maintenance Service Work Order Log on airfield equipment. Log data elements and requirements are available upon request from Air Ops. This log shall be available for review by the Government.
The Contractor shall develop and maintain Government approved Tool Control Plan per the requirements of CNAFINST 4790.2 Series; this plan shall be available for Government review upon request.
Repairs and spare part replacement:
Contractor assigned logistics support personnel shall work with Airfield technicians to accurately and rapidly procure required materials and parts.
All National Stock Number (NSN) requisitions shall be routed through the AFM/OPS Department for approval on locally prepared DD Form 1348. Sample form is available electronically from Air Ops.
Government provided:
The Government will provide (fund) all NSN repair parts, materials, and supplies that are not commercially available via the AFM/OPS Department.
For any NSN item that has a long lead time and significantly degrades NASF airfield operations and the item can be repaired by an outside activity at less cost and time, the Contractor as requested by the AFM shall expedite the repair as requested.
Contractor provided:
The Contractor shall provide all repair parts, materials, and supplies that are available commercially required for the operation and support of this Annex.
All material and parts shall be tracked and entered into the Government share drive. The date of each order was placed and each part was received shall be entered to track mean logistics delay time.
Notify the AFM of discrepancies when equipment, material loss, or damage is identified.
Work is accomplished per Contractor's program and schedule.
The Contractor’s maintenance plan is submitted within 30 days following award.
No impact to Airfield operations due to equipment down time caused by Contractor maintenance program.
All material required for PM is ordered and received in sufficient time to support scheduled maintenance.
All material and parts required for CM are processed within one workday of request.

| Arresting Gear |
| The Contractor shall perform operations and maintenance to ensure arresting gear are fully functional and operational and available for emergency landings. |
The arresting gear inventory, including date of certification, is provided in J-0501050-07.
Arresting gear maintenance shall comply with OPNAVINST 4790.4, OPNAVINST 4790.2, NAVAIR 51-5-31, E28 Emergency Runway Arresting Gear Technical Manual, NAVAIR 13800.13, Certification of Shore-Based Aircraft Recovery Equipment and Visual/ Optical Landing Aids Systems, and NAEC-91-7824, E-28 Arresting Gear. The Contractor’s maintenance plan shall incorporate requirements specified in NAVAIR 51-5-31 and applicable Maintenance Requirement Cards (MRCs).
Notification of the need for repair work identified during maintenance or operation is reported to the Government within one hour of identification.
PM and repair parts are procured by the Government through the Navy supply system. The Contractor shall notify the AFM of the need for repair parts or replacement of on-board spares.
Operation of arresting gear shall be conducted per NAVAIR 51-5-31. When notification of an emergency landing is received from ATC or the ODO, the Contractor shall immediately respond to arrestments within a 6-mile final approach or less at all times with a minimum of four personnel per NAVEDTRA 43542, E-28 Arresting Gear and Associated Visual Landing Aid (VLA) Systems.
The Contractor shall rig and de-rig the appropriate arresting gear within 15 minutes of a runway change per local instructions.
The Contractor shall maintain records on all arresting gear by serial number per NAVAIR 51-5-31.
The Contractor shall prepare all required reports per NAVAIR 51-5-31 and OPNAVINST 4790.4 and submit to the AFM.
The Contractor shall maintain the Monthly Arresting Gear Tape Reports in format to be provided by the AFM.
The Contractor shall prepare and submit the Quarterly Arresting Gear Tape Reports. Quarterly Format will follow the example provided in NAVAIRINST 13810.3 Series. Submit in accordance with Section F.
Sample forms for the Arresting Gear monthly/quarterly report will be provided electronically from Air Ops.
The Contractor shall coordinate and support annual formal certification conducted by Naval Air Warfare Center (Aircraft Division) Lakehurst, NJ per NAEC-91-7824.
Respond to after-hour calls within four hours for removal of arresting cables from runways, such as when cables must be removed for the purpose of snow removal, runway maintenance, etc.
Maintenance is accomplished as specified and completed per the Contractor's schedule.
Arresting gear is properly staffed within specified response times for operation during emergency landings.
Arresting gear is operated per NAVAIR 51-5-31.
Reports are submitted as specified.
Arresting gear are prepared for inspection and certification in accordance applicable specifications.
No major deficiencies are noted during the annual formal certification conducted by Naval Air Warfare Center (Aircraft Division) Lakehurst, NJ.

| The Contractor shall perform Aircraft Arrestment Services to ensure proper and safe aircraft arrestment gear is fully functional and operational. |

The Contractor shall set the OLS for daytime and nighttime flying 30 minutes prior to sunrise and 30 minutes prior to sunset.
The Contractor shall support Landing Signal Officer (LSO) operations as required per NAVAIR 51-40ABA-14, NAVAIR 51-40ACA-3, NAVAIR 51-40ABA-24, and local instructions.
The Contractor shall maintain records on all OLS by serial number and shall prepare all required reports and forward all reports to the AFM for submission to the appropriate authority per OPNAVINST 4790.4, NAVAIR 51-40ABA-14, NAVAIR 51-40ACA-3, and NAVAIR 51-40ABA-24.
The Contractor shall coordinate and support annual formal certification conducted by Naval Air Warfare Center (Aircraft Division) Lakehurst, NJ per NAEC-ENG-7390, Fresnal Lens and NAWCADLKE-MISC-481200-0026, Improved Fresnal Lens.
The Contractor shall turn on/off or adjust, MK-8 Fresnel Lens Optical Landing System (FLOLS) and Precision Approach Path Indicator (PAPI) unit when requested by the ATC.
Maintenance is accomplished per applicable specifications and completed per the Contractor's schedule.
Notification of the need for repair work identified during maintenance or operation is reported to the Government 30 minutes of identification.
OLS are properly operated per regulations and directive 30 minutes prior to sunrise and 30 minutes prior to sunset.
OLS are prepared for inspection and certification in accordance applicable specifications.

| Airfield Lighting |
| The Contractor shall conduct inspections to ensure airfield lighting systems are operational and deficiencies are reported in a timely manner. |
| The Contractor shall inspect the taxiways, helo pad, and runways to verify the proper operation of the airfield lighting forty-five minutes before field opening and one hour before sunset. |
The Contractor shall promptly advise ATC, AFM and the ODO as lighting discrepancies are discovered.
The Contractor shall process discrepancies determined by ATC to be critical to the operation of the airfield by notifying the Contractor work control desk of the emergency work and verify the completion of the repair.
Respond immediately to request from the Tower to set up runway closure markers if required.
Airfield lighting inspections are accomplished per Contractor's program and schedule.
Deficiencies are reported to the Contractor work control desk within 30 minutes of completion of inspection.

| Windsocks |
| The Contractor shall replace windsocks to ensure airfield windsocks are operational. |
| The airfield has both powered and non-powered windsocks. Windsocks Inventory and locations are listed in J-0501050-09. |
The Contractor shall maintain airfield windsocks in good material condition.
Windsock replacement shall be 36 inch diameter at front end, 12 inch diameter at rear end, 149 inch overall length. Material shall be nylon, Type I, Class B, per Fed Spec CCC-C476, and color shall be international orange per Fed STD 595B.
Windsocks shall be replaced when faded, torn or frayed or as directed by the AFM.
No customer comments received for non-operational windsocks.

| Ground Support Equipment (GSE) |
| The Contractor shall perform pre-operational checks and O-level maintenance to ensure GSE is available and in a safe and operational condition. |
| The inventory of GSE is provided with the GFE listed in J-0200000-06. |
The Contractor shall perform preoperational and O-level maintenance on GSE in accordance with Volume I and Chapter 18 of Volume V of OPNAVINST 4790.2 and maintenance instructions for applicable GSE.
Unserviceable GSE shall be turned in to SE Division for replacement or repair.
Pre-operational checks shall be completed and documented on the vehicle inspection forms prior to the initial dispatch of the equipment for the duty day.
Pre-operational checks and O-level maintenance is performed as specified.
Sufficient levels of equipment are in a safe and operational status to perform the services required.
Notification of repair work beyond the scope of O-level maintenance is submitted to the KO within 24hours of identification.
