About this file
This is a technical memorandum documenting paint sampling analysis for lead, mercury, and polychlorinated biphenyls (PCBs) at the Moll Point Joint Maritime Facility located at Argentia Naval Air Station in Newfoundland and Labrador, Canada. The assessment was conducted between December 9-19, 2025, by WSP Canada Inc. for Naval Facilities Engineering Command Atlantic (NAVFAC Atlantic) in preparation for a demolition project (NAVFAC Project No. FY26 MCON PROJECT P1360).
The sampling identified lead-containing paints (above 90 ppm) in 54 locations across three buildings: 38 locations in the TE Building, 16 locations in the Generator Building, and 2 locations in the Guard Shack. Mercury-containing paints (above 10 ppm) were found in 16 locations total, with none exceeding the 50 ppm threshold requiring leachate analysis. PCB-containing paints (above 50 ppm) were identified in only two locations in the Generator Building (71 ppm and 68 ppm in black paint on metal ceiling hangers). Lead leachate analysis revealed that four paint samples exceeded the 5 mg/L hazardous waste threshold, requiring disposal at approved waste disposal sites rather than standard construction and demolition waste facilities. The memorandum provides detailed recommendations for handling lead-containing, mercury-containing, and PCB-containing materials in accordance with Canadian environmental regulations, occupational health and safety standards, and provincial guidelines, including specific protocols for worker exposure limits and material disposal procedures.

Naval Facilities Engineering Command Atlantic (NAVFAC Atlantic; the “Client”) retained WSP Canada Inc. (WSP) to perform paint sampling for lead, mercury, and polychlorinated biphenyls (PCBs) throughout the Guard Shack, Generator Building, and TE Building within Moll Point Joint Maritime Facility, located at the Argentia Naval Air
Station, in Argentia, Newfoundland and Labrador (the “Site”). The assessment and sampling were completed between December 9 and December 19, 2025, by Brian Lane of WSP.
The paint sampling was completed in preparation for a demolition project of the buildings on Site (NAVFAC
Project No. FY26 MCON PROJECT P1360).
FINDINGS
WSP collected 55 paint samples (in duplicate) to determine lead, mercury, and PCB content.
The Certificates of Analyses are included as Attachment 1. A summary table of bulk and leachability sample results for lead, mercury, and PCBs in paint is included as Attachment 2. Sample location figures are presented in
Attachment 3.
Lead-Containing Paints
Based on the analytical results, various paints sampled throughout the Site buildings are above 90 ppm and, as a result, are considered to be lead-containing paints, based on the applied Surface Coating Materials Regulations
(SOR/2016-193). Refer to the attached certificates of analysis and results spreadsheet for more details.
▪ In the TE Building, lead was identified above 90 ppm in paints at 38 locations in a variety of colours applied to a variety of substrates.
▪ In the Generator Building, lead was identified above 90 ppm in paints at 16 locations in a variety of colours applied to a variety of substrates.
▪ In the Guard Shack lead was identified above 90 ppm in off white paint on drywall and light brown paint on exterior piping.

PAINT SAMPLING FOR LEAD, MERCURY, AND PCBS AT MOLL POINT JOINT MARITIME FACILITY, ARGENTIA NAVAL AIR STATION, ARGENTIA, NEWFOUNDLAND AND LABRADOR (NAVFAC ATLANTIC
PROJECT NO. FY26 MCON PROJECT P1360)
NAVFAC Atlantic Project No. CA0037087.2445
03 February 2026
Newfoundland and Labrador’s Guideline Document for Landfill Bans, Special Wastes and Diversion Programs
(2010) Lead Waste Screening Guideline, paint with a lead concentration greater than 5,000 ppm is required to undergo a leachate analysis for disposal purposes. The following paints contained greater than 5,000 ppm lead but did not exceed the 5 mg/L criteria specified by the Lead Waste Screening Guideline:
▪ Very light brown paint on plaster wall in Room 69 in the TE Building (sample TE-Rm69-M012A)
▪ Very light green paint on plaster wall in Room 74 in the TE Building (sample TE-Rm74-M016B)
▪ Dark grey paint on metal door and frame in Room 73 in the TE Building (sample TE-Rm73-M024A)
▪ Light grey paint on metal generator housing in Room 10 in the Generator Building (sample GB-Rm10-M008A)
▪ Light grey paint on metal generator housing in Room 10 in the Generator Building (sample GB-Rm10-M008B)
Under the Newfoundland and Labrador’s Guideline for Leachable Toxic Waste, Testing and Disposal (2003) and
Schedule II Leachate Test, Canadian Environmental Protection Act (CEPA) Proposed Regulations (2002)
Leachate Waste Screening Guideline, leachable toxic waste is characterized as paint with a leachate concentration of 5 mg/L or higher. Based on the analytical results, the leachate extraction was equal to or greater than 5 mg/L in the following paints:
▪ Black paint on metal door and frame, Rooms 27 and 30 of the TE Building – 180 mg/L (samples TE-Rm27-
M026A and TE-Rm30M026B – samples were combined for leachate analysis due to limited available mass)
▪ Green paint on metal door and frame, Room 47 of the TE Building – 22 mg/L (sample TE-Rm47-M027A)
▪ Black paint on concrete and metal pad, Room 51 of the TE Building – 6.1 mg/L (samples TE-Rm51-M030A)
▪ Black paint on concrete and metal pad, Room 51 of the TE Building – 8.9 mg/L (samples TE-Rm51-M030B)
Mercury-Containing Paints
Based on the analytical results, various paints sampled throughout the Site buildings are above 10 ppm and, as a result, are considered to be mercury-containing paints, based on the applied Surface Coating Materials
Regulations (SOR/2016-193). Refer to the attached certificates of analysis and results spreadsheet for more details.
▪ In the TE Building, mercury was identified above 10 ppm in paints at 14 locations in a variety of colours applied to a variety of substrates.
▪ In the Generator Building, mercury was identified above 10 ppm in white paint on drywall and concrete block, and blue paint applied to metal doors and frames.
▪ All paints tested in the Guardhouse contained less than 10 ppm mercury.
In Newfoundland and Labrador, under the Canadian Council of Ministers of the Environment (CCME) Canadian
Soil Quality Guidelines (CSQG), paint with a mercury concentration greater than 50 ppm is required to undergo leachate analysis. The Newfoundland and Labrador Department of Municipal Affairs and Environment (MAE)
2003 Guidance Document for Leachable Toxic Waste, Testing and Disposal (GD-PPD-26.1) characterizes leachable toxic waste as paint with a leachability of 0.10 mg/L or higher for mercury.
Based on the analytical results, no paint samples exceeded a mercury concentration of 50 ppm; therefore, no samples required leachate analysis.
PCB-Containing Paints
Based on the analytical results, the PCB concentrations in the following paints were above 50 ppm and, as a result, are considered to be PCB-containing paints, based on the Canadian Environmental Protection Act (CEPA)
PCB Regulations (SOR/2008-273):
▪ Black paint on metal ceiling hangers in Room 4 of the Generator Building – 71 ppm (sample GB-Rm4-
PCB012A)
▪ Black paint on metal ceiling hangers in Room 4 of the Generator Building – 68 ppm (sample GB-Rm4-
PCB012B).
CONCLUSIONS AND RECOMMENDATIONS
Based on the findings of the assessment and analytical results, the following are recommended:
Lead-Containing Paints
▪ Disturbance of building materials coated with lead-containing paints during renovation/demolition operations should be conducted following the Environmental Abatement Council of Canada (EACC) Lead Guideline for
Construction, Renovation, Maintenance or Repair (2025) Class 2A Operations, and must be conducted so as not to expose workers to airborne lead in excess of 50 ug/m3 as specified by Canada Occupational Health and Safety Regulations (SOR/86-304). Disturbance
▪ If leachate testing performed on a painted building material was below 5 mg/L lead, the painted building material can be disposed as regular C&D waste as outlined in the Waste Management Regulations (NLR
59/03), made under the Newfoundland and Labrador Environmental Protection Act. Painted metal should be recycled at a local scrap metal facility.
▪ If leachate extraction was above 5 mg/L, the painted building material is considered a hazardous waste and must be disposed of at an approved waste disposal site.
▪ Painted metal (regardless of leachability of paints applied) should be recycled at a local scrap metal facility.
Mercury-Containing Paints
▪ Disturbance of building materials coated with mercury-containing paints during renovation/demolition operations must be conducted so as not to expose workers to airborne mercury in excess of 25 ug/m3 as specified by Canada Occupational Health and Safety Regulations (SOR/86-304).
▪ Mercury concentrations in the paint did not exceed the disposal limit; therefore, paints can be disposed as regular C&D waste as outlined in the Waste Management Regulations (NLR 59/03), made under the
Newfoundland and Labrador Environmental Protection Act. Painted metal should be recycled at a local scrap metal facility.
PCB-Containing Paints
▪ Paints and painted material below the threshold of 50 ppm for PCBs in paint are not considered hazardous waste and can be disposed as regular C&D waste as outlined in the Waste Management Regulations (NLR
59/03), made under the Newfoundland and Labrador Environmental Protection Act.
▪ Paints and painted material exceeding the 50 ppm threshold for PCBs in paint are considered hazardous waste and must be packaged and shipped to a provincially authorized facility for destruction.
