About this file
This is Amendment 0003 to Request for Proposals (RFP) N62470-26-R-0011 for construction of the P1360 Joint Maritime Facility in Newfoundland, Canada, issued April 9, 2026. The amendment extends the proposal due date from March 19, 2026 to April 20, 2026 at 2:00 PM Norfolk, VA local time, and reduces the required number of sealed offer copies from two to one. The amendment provides responses to 215 pre-proposal inquiries (PPIs) addressing design clarifications, code compliance, material specifications, construction sequencing, contaminated materials scope, pricing, and contract administration requirements. Key responses clarify that the project is Design Bid Build (not design-build), does not require prevailing wage decisions, has no seismic requirements, does not warrant a Site Security Manager or Construction Security Plan, and will be constructed to the more stringent of U.S. or Canadian codes. The government will provide third-party commissioning services, and the contractor will not supply Electronic Security System equipment. Revised drawings and specifications address fire protection details, structural penetrations, waterproofing and dampproofing applications, utility coordination, radon mitigation systems, demolition scope, and contaminated soil handling for diesel-related impacts limited to one boring location near a former fuel tank. The amendment includes revised Drawings, Specifications, and a Site Visit Attendance Log as attachments.

Drawing VF101 General Notes item 8 and CU101 Construction Keynotes item 32 refers to EXWC Shoreline Improvement Plans prepared by ROICC- Maine. Will these plans be issued? Will they be issued as “Background Information” only or as drawings to be added to the Index of Drawings?
The EXWC Shoreline Improvement design plans by ROICC-Maine are not finalized to date and will not be added to the Index of Drawings for this project. The EXWC project is anticipated to be constructed before P1360. The locations for the 100 drainpipe and Vault are shown for information and are approximate.
Contractor to field verify exact locations.
Drawing VF101 on the north side has 5 UGCX’s originating from the ocean and terminating into their individual communication manholes before they the discharge and enter the large “VA” (Vault). ES101 Sheet Keynotes labels this “VA” as “Existing Underground Manhole”. ES102 Sheet Keynote #26 indicates we must “break into this manhole” with 5 horizontal rows of 100mm conduit with each row containing 3 for a total of 15 - 100mm conduits. If the EXWC Shoreline Improvement Plans do not have specific information on this existing Vault / Manhole can as-built drawings be issued for understanding what this “break into this manhole” means for a work scope. For example, VF101 does not show a connection from this existing Vault / Manhole to the existing building so is this south face of the existing “VA” should be available for coring holes in a configuration matching the UCIC new Manhole that is shown on ES501 detail A3 in the folded down wall profile on both the right and on the bottom of this core holes layout detail.
As-built drawings are unavailable.
Break into manhole means to connect new 15-way duct bank into existing manhole as shown on site plan.
Drawing G-007 Code Compliance Summary contains USA code references. The proceeding design drawings have references to the National Building Code (NBC) 2020, Canadian Standards Association (CSA), Canadian Electrical Code (CEC), etc. We also
The project must use the Code with the more stringent requirements for each project item. If U.S. Code has more stringent requirements, then use U.S.
Code for an item. If Canadian code is have ULC MEP fixtures in Canada.
a) Are the construction services being requested to meet Canadian Codes and Standards or USA Codes and Standards?
b) Are references to USA Codes and standards to be ignored. For example, S-001 references DOD Codes and Criteria and the same drawing references Canadian Codes and Criteria.
c) Can a narrative be provided should a mix of Canadian and USA Codes and Standards be required?
Local trade contractors in Newfoundland will not be familiar with USA Codes and Standards which oppose our goal of achieving SCQC.
more stringent, then use Canadian Code for the item.
Drawing G-008 Sheet Keynotes item 9 indicates the location of the Fire Department Connection. Drawing P-401 shows a P-7 Wall Hydrant at this approximate location. FX 101 shows the 2-inlet fire department connection and the 3-outlet fire pump test header location. M-401 shows the HVAC connection to the wall louver. A-206 shows the louver elevation with the bottom being at or near the header of the double entrance door. A-306 sections show a corrugated finish on the exterior face of the precast. S-001 Precast Concrete Walls note 1 requests the concrete members and connections be designed in accordance with CSA-A23.1 and CSA-A23.4. Are these wall hydrants and 2 inlet / 3 outlet fire department connections round pipe sleeves though the structural precast wall for wall mounted fixture attachment or are these fixtures expected to be recessed flush with the outer corrugated texture surface into the precast requiring larger block outs in the precast concrete?
No, they are not expected to be recessed flush.
Drawing G-101 shows a smoke partition labeled using the legend of “–S–“ between room 110 and rooms 108 & 107. A-105 labels this wall as a “S150-2” which is a 2 hour rated wall. Please clarify which is correct.
Refer to revised Drawing G-101.
Drawing G-101 shows a 2-hour partition using the legend of “—uu—” between room 110 and 109. A- 105 labels this wall as a “S150-1” which is a 1 hour rated wall. Please clarify which is correct.
Refer to revised Drawing G-101
Drawing G-101 shows a smoke partition using the legend of “–S–“ around room 112, except at the adjoining wall of room 113. A-105 labels these wall without a “S” smoke rating. Please clarify which is correct.
Drawing G-101 shows a smoke partition around door 109B (door number shown on A-105). A-105 labels these wall without a “S” smoke rating. Please clarify which is correct.
Drawing G-101 shows the location of ten fire extinguisher hooks. There are four clean agent and six dry chemical fire extinguishers being requested. The drawings for Fire Protection, Architectural, and Mechanical drawings do not show these fire extinguishers. Please confirm the mounting locations have been coordinated with the other design disciplines scope.
Refer to revised Drawing G-007 for fire extinguisher quantity. There are 10 ABC type extinguishers and 2 -Clean agent type extinguishers. Please refer to revised Drawing G-101 for location:
there are two types of fire extinguisher, RFEC and FEH.
Drawing B-101 shows the location of the five MB bore hole locations. B-607 indicates the presence of some hydrocarbon impacted soils and high levels of chloride and sulfate content in the soil and water samples. The excavations of the much lower SOG elevation for the OPS Equipment room, three large communication manholes with 15 100mm conduits c/w associated concrete ductbanks, 10,000 litre holding tank, etc. which will result in a surplus of soil having to be removed from site. Does DOD own land outside the limits of construction where this soil can be spread out and retained on the DOD lands or is the soil to be remediated off site?
All soils must be disposed of off site in accordance with specification 31 00 00 Earthwork and 01 57 19 Temporary Environmental Controls
Drawing B-201 shows the extent of the excavation Undercut Detail. The New building’s upper SOG elevation (FFE) is 4.500 per CE102. The Undercut Details wants the underside of the undercut to be at 0.73m or 3.77m below the 4.5 m elevation. The higher WF900 wall footings have an underside of footing of 1m to top of footing plus 300mm footing depth equals
1.3 m below the exterior grade. The depth D (underside of footing to the 0.73m elevation) is roughly 2.5 meters for the WF900’s so D/2 is roughly
1.25 m. This means the bottom width of the undercut trench for these WF900 strip footings is roughly 3.4 m wide before sloping up. The precast walls are designed to sit on a consistent footing elevation.
Structural drawings do not advise on fills or fill types, but they do provide 10 MPa lean concrete below footings on S-501 detail A1. Can we get a specification for the fill below these footings at the undercut locations (i.e. – structural fill or lean concrete).
Backfill material and compaction requirements are provided in Specification 31 00 00 Earthwork.
Drawing B-601 provides a borehole MB-1 profile labelled MB-1A that encounters a reinforced concrete slab at a depth of 10 feet below grade. Is there a record of what this might be for size and location?
Boring identifies concrete and rebar and makes no inference as to what the debris could be from. It is understood to be concrete debris located within the FILL. We have no documentation of anything in this location.
Drawing C-002 Utility Note #1 requires a dig permit before excavation. Note # 2 wants the underground utilities to be positively identified by third party,
a) A dig permit is not required. The Contract Officer will not be issuing a dig permit. Locates for active utility independent, private utility companies. Note # 4 requests a scan of the site with electromagnetic and sonic equipment. C-501 Phase 1 note # 1 wants a pre-construction meeting prior to any land disturbance.
The C-501 detail C1 construction entrance must be installed prior to the remaining erosion and sediment controls being installed. The Contracting Officer will inspect and approve the erosion and sediment control prior to starting the clearing and grubbing:
a) Is the Contract Officer the AHJ that is issuing the dig permit?
b) Can the demolition work start without a dig permit?
c) Can the demolition start with only the C-501 detail C1 construction entrance being installed?
d) Is there a location outside the site perimeter where demolition debris can be staged for removal or excavated topsoil can be piled for reuse such as the entrance parking lot?
and electrical service lines must be completed by the contractor prior to commencing digging operations.
b) A dig permit is not required.
Locates for active utility and electrical service lines must be completed by the contractor prior to commencing digging operations.
c) Land disturbance and demolition work is not permitted to start until Phase 1 erosion and sediment control measures are installed and in place.
d) The adjacent parking lot can be used for staging and stockpile locations.
There is an old quarry site located adjacent to the property that may be available and could also be used for temporary storage. Coordinate exact locations that are available with the contracting officer prior to commencing work.
Drawing C-002 Note #6 and # 14 want the existing elevations of all connections to existing utilities to be field verified prior to ordering materials or prior to constructing upstream portions of the new utilities.
Can these investigation pits be dug prior to the sediment and erosion controls and the dig permit being in place?
Yes, temporary investigation test pits are acceptable to field verify existing utilities before the sediment and erosion control measures are installed.
Drawing C-002 Note #5 wants any damage to the utilities to be immediately repaired at the contractor’s expense. VF101 indicates many existing utilities.
CU101 indicates far less of these existing utilities remaining. CU101 still includes utilities that are being abandoned. If an abandoned utility on CU101 is damaged, does it need to be repaired? For example, the three communication lines originating from the ocean and connecting to the west side of the existing building on VF101 are shown on CU101 not extending to the new building (i.e. – abandoned).
When installing the perimeter fence power and communications u/g conduits, and one of these 3 abandoned communication lines is damaged, is the contractor required to immediately repair it?
Abandoned utility does not need to be repaired. Refer to Drawing CD101 for the extent of site demolition and refer to Drawing ES101 for partial electrical site demolition.
Drawing VF101 indicates electrical manholes around the perimeter fence. The manholes do not show any electrical u/g connection between them. ES101 indicates existing 6m tall wood poles around the perimeter fence that do not show up on VF101
The location of the u/g lines between the electrical manholes was not picked up on the survey and there are no as-built record drawings available that show the u/g lines. Contractor to field drawings. ES101 does not show electrical manholes around the perimeter of the fence.
a) are there electrical manholes?
b) Is there an u/g electrical and communications feed around hte perimeter fence?

b) Yes, contractor to provide new light poles and new u/g electrical and communication lines around the perimeter fence as shown on Drawings CU101 and ES102.
Drawing CS101 Note 12 is to replace the barbed wire at the top of the existing fence. C-510 & C-511, Chain Link Fence Notes describe a new fence installation. Is the scope for the existing fence only a barbed wire top replacement while these notes can be used for the new fence man gates and fence sliding gates?
Yes, replace the barbed wire on the existing fence for both the interior and exterior perimeter lines of fencing. The notes on Drawings C-510 and C-511 pertain to the new pedestrian security swing gates and new sliding security gates.
Drawing CS101 Note 10 indicates to see the Structural drawings for the mechanical yard concrete for the chiller. S-101 shows the footings for the chiller screen walls but provided no information on the mechanical yard concrete. S-301 detail B4 indicates “mechanical yard, see Civil”. On S-501 there is a detail B4 called Exterior Equipment Pad. Can this exterior equipment pad detail be used for the mechanical yard concrete work scope?
Yes, per joint legend on Drawing CS401, use detail B4 on Drawing S- 501 for the mechanical yard concrete pad.
Drawing CS101 Construction Keynotes number 15 indicates to see the Landscape Plans for the Mechanical Yard Enclosure (precast screen wall).
LS501 detail C2 shows the screen wall with note 10 at the footing / wall connection indicating “connection by manufacture”. Should the S-001 Precast Concrete Wall notes apply to the design of this landscape screen wall or will landscaping provide the screen wall reinforcing?
Drawing S-001 Precast Concrete Wall notes should apply to the design of the landscape screen wall.
Drawing CS101 Construction Keynotes item 11 and LS101 identifies a “Security Clear Zone”. What does this mean for the purpose of constructing the facility?
The security clear zone is an established area around the perimeter that provides unobstructed views. For the purpose of constructing the facility, the security clear zone is inconsequential.
Drawing CS401 has designing the R (Reinforced) slabs at the recessed doors 100A, 102, 111B, 112A, 113A, 114A and 114B (all recessed locations). The detail has an expansion joint where these exterior civil slabs contact the building perimeter. S-101 is designing these same slabs but they are structural in nature and have no expansion joints. These exterior slab locations are labeled with note #1 on S-101 which indicates 150mm SOG reinforced. S-301 detail A1 shows the break line with Civil for the design limits.
S-502 detail A3 indicates reinforcing steel between the interior SOG and exterior SOG with this steel passing below the door opening locations.
a) Which design prevails?
b) There is a thermal bridge occurring on the structural drawing that may not be avoidable unless a structural thermo-break material is installed below the door sill. Will a structural thermo-break design be provided?
c) If structural prevails will the CS401 EJ (Expansion Joint) be moved to the face of the exterior structural
SOG?
a) Structural design prevails.
b) For typical doors including recessed slab follow detail C2 on Drawing S- 301 and with insulation provided per detail C1 on Drawing A-607.
Reinforcement on detail A3 on Drawing S-502 does not cross the doorway as indicated by the door sections and joint locations shown on the plan.
c) Yes, refer to Drawing CS401 for revised EJ locations at the face of the exterior structural SOG at recessed doors 100A, 109A, 112A, 113A, 114A and 114B. Delete EJ at 111B.
Drawing CS401 Joint Legend has an “R” Reinforced Slab referencing A4 on C-504. A4 on C-504 is an exterior slab with welded wire fabric for reinforcing.
The depth of the slab is (T) Pavement Thickness.
Drawing C-504 detail A1 Thickened Edge (TE) does include a slab thickness of 200 mm. No other slab thickness was found. Is there a location where a table of (T) thickness are provided or do we use 200 mm for all the “R” labeled locations?
Refer to Drawing C-504 for table added to detail A4.
Drawing CS401 shows an equipment pad for the drawing ES102 generator load bank and quick disconnect enclosure for a portable generator. CS 401 note 3 indicates to “reinforce slabs with electrical and communication structure”. Civil does not provide a detailed reference for this note 3. Drawing S-501 has detail B4 Exterior Equipment Pad. Should the structural detail be used or will civil provide a reference detail assuming this electrical equipment is being referred to as electrical structure?
Use detail B4 on Drawing S-501 for the generator and load bank pad.

pad design.
b) Are bollards and/or fenced needed to protect this transformer from moving vehicles or from being tampered with?
c) Who is supplying the transformer on drawing ES102 Sheet Keynotes item 2? (This could be supplied by NL Power, DOD, or the Contractor)
c) It is part of the contract, so the contractor is responsible for providing, in conjunction with NL Power.
Drawings CS101, CS401, and TN401 detail A1. The large communication manhole (+/-4m x 3m x 2m deep) is located strategically on TN401 to allow the TN401 detail C1 commercial telcon services duct bank to enter room 110 while the 15 100mm conduits from manhole UC1A enter partially under the loading dock double doors to terminate into the five NEMA 4X cable enclosures mounted o the room 116's wall.
In this design the Electrical appears to be a priority for the manhole location due to the cable sizes being pulled into the building and coordination with other duct bank. CS101 shows the manhole in a different location that would conflict with the commercial telcon service duct bank and not align with the room 116 five NEMA enclosures.
a) Does the electrical location prevail over civil?
b) Does UC1A need to be engineered for vehicle traffic loading, or will the loading dock doors be moved further to the west?
c) Will civil reflect the electrical manhole location on CS401 with perhaps a modified loading dock entry exterior slab design?
a) Yes.
b) There is no vehicular traffic above the manhole.
c) No.
Drawing CS401 shows the mechanical yard concrete paving and precast screen wall for the chillers. LS101 shows the precast screen wall design and requests an expansion joint between the wall and the mechanical yard slab. CS401 does not show this expansion joint.
Will an EJ expansion joint be added to the civil drawing or will the expansion joint note be deleted from the landscape drawing?
Refer to revised Drawing CS401 which indicates an EJ expansion joint between the precast screen wall and mechanical yard slab to align with Drawing LS101.
Drawing CG101 shows the topography elevation around the chiller screen wall that is shown on CS401.
The slope moves from the open side of the screen wall to the middle of the screen wall at the back side.
LS501 Work Keynotes note number 2 describes a 100mm x 200mm opening in the precast screen wall at this low point for drainage. M-102 shows the chillers sitting on a 150 thick concrete pad that blocks this drainage pathway. Please clarify how this drainage works at the chiller screen wall.
Chillers will sit on housekeeping pads on top of the mechanical yard concrete pad (B4 on S-501). Refer to revised Drawing LS501 which adds another 100mm x 200mm opening in the precast screen wall. The screen wall now has two openings/low points on the mechanical yard slab for runoff to pass through the wall. Runoff sheet flows from the building between the housekeeping equipment pads and toward the back side of screen wall.
Runoff ultimately flows to the two low points on the back side of the screen wall.
Drawing CS401 indicates the many Control Joints (CJ). Drawing C-503 detail 4 indicates these are a double saw cut control joint with a 6.35 mm (+/- 1.6
mm) recessed silicone sealant being installed. The normal CJ in St. John’s (SJ) is a single saw cut with no sealant. Is the double saw cut CJ with rebated silicone a mandatory requirement or can a normal SJ control joint be installed?
The customary control joint (single saw cut with no sealant) used in SJ is acceptable.
Drawing CU101 does not show the electrical power feed from the west face of the building to the perimeter fence lighting as shown on ES102.
a) Is this electrical feed a buried conduit or is concrete encasement needed?
b) ES102 appears to show power entering into the VSS communication fiberglass hand hole before exiting the hand hole and heading towards the building. Is this correct?
c) The power connection to the light appears to be using the light pole as a junction box for feeding power north and south from this pole. Is this correct?
a) The drawings do not note that concrete encasement is needed.
b) As depicted on the site plan, the VSS conduit is not connected to the electrical handhole in question.
c) The contractor is at liberty to use whatever approved method is warranted to route the circuit.
Drawing CU101 does not show u/g power for the three chillers. ES102 does not show u/g power feed to the chillers. Please clarify? (Overhead?)
The civil utility drawings may not show every single circuit for electrical.
The circuits required are shown on the electrical plan and are underground, not overhead.
Drawing CU101 shows a short u/g power line for the wastewater holding tank. ES102 shows alarm power and a fiberglass hand hole pull box. C-509 shows a holding tank with float alarms for notification to when to empty the tank.
a) Are both communication and power conduits needed from the building to the tank so the time to empty alarm can be monitored by the facility staff in the building?
b) Are these conduit(s) concrete encased or direct bury?
a) No. The alarm will be local at the tank site, not in the building.
b) There is no indication on the drawings for this conduit to be concrete encased.
Drawing CU101 shows existing UGC entering from outside the south fence and traveling north. VF101 shows the feed for these conduits originating from a manhole # 21 that is not being retained. Are these abandoned conduits?
No, the contractor is to remove existing feed and conduits per CD101.
Drawing CU101 shows that the existing OHE feed from the primary power pole to the guard shack is
Drawing ES101 is correct.
being retained. ES101 shows the existing guard shack OH electrical and communication service being removed including the power pole being removed near the shack. Please clarify which is correct.
Drawing CU101 shows an existing UGE line near the east interior fence line being retained. VF101 shows this UGE line be fed from manhole # 22 which is not being retained. Are these abandoned conduits?
No, the contractor is to remove existing feed and conduits per Drawing
CD101.
Drawing CU101 shows an existing UGE line running parallel to the eastern fence and passing by the guard shack. VF101 shows this UGE line being fed from manhole # 22 to a structure / chamber which is not being retained. Are these abandoned conduits?
No, the contractor is to remove existing feed and conduits per Drawing
CD101.
Drawing CU101 shows an existing UGC line running though the north fencing. VF101 shows this UGC line being fed from the existing building which is not being retained. Are these abandoned conduits?
No, the contractor is to remove existing feed and conduits per Drawing
CD101.
Drawing CU101 shows an existing UGC and HWS line running though the east fencing. VF101 shows this UGC and HWS line being fed from the existing building which is not being retained. Are these abandoned conduits?
No, the contractor is to remove existing feed and conduits per Drawing
CD101.
Drawing CU101 shows an existing 2” watermain running under the north fencing. CU202 detail A2 tags this water line as “ABND Wx”. To avoid working around this 2” water line can the service be capped at the 200 mm water main with this 2” watermain then being abandoned?
Contractor to field verify location and remove 2" abandoned water line per
CD101.
Drawing VF101 shows sliding gates with a box mounted to each of the gates. ES101 identifies these two boxes with note #5 that indicates to remove the gate controller connections for power and control back to the guard shack. Underground conduits are not shown from these boxes to the guard shack on either of these drawings. ES102 note # 7 has a weatherproof exterior pull box mounted on the guard shack wall to facilitate routing of panel board feeders and gate controller circuits into the gate house.
a) Are there buried u/g conduits between the gate house and the sliding gates that are being abandoned?
b) Why do the gates have gate controller connections if no new gate controller connections are being made to the new gates?
a) The location of the u/g lines between the gate controller and guard shack were not picked up on the survey and there are no as-built record drawings available that show the u/g lines. Contractor to field verify location of existing the u/g lines and remove.
b) The old gates had gate controller connections. The new sliding gates do not have gate controller connections.
Drawing CU101 shows at keynote #9, the 10,000-litre waste holding tank and provides an elevation for the riser cover of 4.15m and the top of the tank at 3.10m with a pipe invert at 3.00m. Plumbing drawings indicate that this invert is much lower in elevation. P- 102 shows the facility plumbing lines with the four
a) Refer to revised Drawing CU101.
FFE is 4.5m, so 100mm sewer pipe invert is 3.49 out the building (FFE 4.5
- 1.01=3.49). 100mm pipe ties to SMH-1 at 3.13, then flows to holding tank. Surface ground elevation at
OPS Equipment cooling units requiring drains for the condensate lines in the slab located at FFE 3.3m (4.5m main level less the 1.2m deep raised floor depression).
This lower slab is 200 mm thick with the discharge drainage pipe requiring a depth below this u/s of slab.
The furthest floor drain must have a pipe that slopes to the building discharge inverted location. The Sheet Keynote 1 indicates the DN100 sewer pipe invert is 1010mm below the finished floor elevation. The finish floor being referenced is the lower raised access floor, so the exterior building inverts are 3.3m less 1.010m or 2.290m. Assuming the civil inverts were assuming a 4.5m FFE verses a 3.3m FFE then the holding tank inverts are likely 1.2m too high on civil.
The holding tank top of tank would possibly be 1.90m with pipe inverted at 1.80m. Note: CU101 note 19 has an invert at the building of 3.35m which is above the raised access floor SOG elevation.
a) Please confirm the top and pipe invert elevations.
b) At a depth of approximately 1.90m to the top of the tank, along with the water elevations noted in the geotechnical bire holes, this tank could float when emptied. If this is a design concern a design solution be provided.
holding tank is approximately 4.15.
The holding tank is a delegated design which must follow the latest edition of Standard CA/CSA-B66-21 for design, material and manufacturing requirements. The contractor must have the design completed by a certified and approved designer registered with the Government Service Centre.
b) The holding tank is a delegated design. Contractors will provide permanent, integral protection from frost uplifting and buoyancy due to ground or surface waters. Refer to Drawing C-509.
Drawing VF 101 and CU101 do not specifically reference the ES101 Electrical Demolition Site Plan or the ES102 Electrical Site Plan which would be beneficial for coordinating the entire scope of removals and new work. Can these specific drawing references be added to the civil drawings? (Note: The electrical demolition drawings is for the removal of the transformer, electrical & communication power pole modifications, existing 6m tall wood poles, and for the sliding gate connection removals)
Refer to Drawing CU101. Revised General Note #7.
Drawing C-503 detail A2 indicates the depth of the aggregate base below the sidewalks. Drawing C-504 detail A2 indicates the depth of the aggregate below the asphalt paving. Structural drawings do not provide aggregate depths for items like S-501 detail B4 Exterior Equipment Pad or for SOG Radon piping system. A-302 Note 31 indicates structural and plumbing drawings will be addressing passive below slab Radon mitigation systems. P-103 shows below slab radon pipe collection system that is connected to a riser pipe. There are no structural chambers that we normally would see in WSP Golders radon design for this region of NL. The below slab structural chambers are used to equalize the suction in the radon collection piping. A Radon gravel depth and type of gravels are not provided. a) What is the depth of gravel below the exterior equipment
a) Provide per slab-on-grade note 2 on Drawing S-001.

pads? b) What is the depth of gravel below the transformer pad?
c) Are under slab structural chambers, for equalizing suction pressure between collection piping, required?
d) What is the depth of the Radon gravel below the
SOG.
e) Please provide a specification for Radon gravel.
Drawing C-506 includes a number or removable covers. C-509 has a holding tank with a “cover with lock to prevent unauthorized access”. P-602 detail C4 has a lockable hinged cover on the generator automatic fill port control panel.
a) Are the grates for the catch basins to be tack welded to the frames or are these to be left removable?
b) Are the circular closed or open covers for maintenance to be lockable covers or are these to be left removable at all times?
The holding tank cover and generator automatic fill port control panel are to be lockable covers for security purposes. These should be integral to the equipment itself.
a) The grates for the storm sewer catch basins that are located within the inner perimeter fence are to be left accessible for maintenance purposes.
In addition, there are two outfall pipes which discharge towards the Bay. One is on the north side, and one is on the south side. These pipes extend beyond the outer perimeter security fence and will need to be protected by securely fastened grills or equivalent means to prevent entry or provide forced entry penetration resistance equal that of the fence. Refer to revised sheets CU101 and C-509.
b) Per Drawing CG101 Construction Keynote #5, use Type A Closed Cover.
Leave accessible or removable for maintenance purposes.
Drawing C-509 Note 1 indicates this contractor is responsible for the delegated design of the holding tank. Note 2 indicates no work should occur until a “Certificate of Approval” has been issued. Who is issuing this certificate as the AHJ?
The Certificate of Approval for the holding tank design will be issued by Newfoundland Labrador Government Services. The contractor must have the design completed by a certified and approved designer registered with the Government Service Centre.
Drawing C-509 Note 3 is wanting leak testing which will require 10,000 litres from a water delivery truck unless DOD can advise where water might be available on their property. Is there water available for this leak testing?
Water is available to the site. The existing fire hydrant on the north side of site is currently served by an existing 8" water main. There was a second fire hydrant on the south side of the site but it was removed in January 2025 due to an emergency repair. It was also served by an existing 8" water main. This project will extend the fire line to the loop road and a new fire hydrant will be installed.
Drawing C-510 detail # C4 has a ¾” - 10-foot-long grounding rod being connected to a 50mm (2 inch) copper cable. Detail # B4 labels the cable as being “#8 AWG Solid Copper Wire”. The cable is then connected to the fence with an exothermic weld.
a) Please advise if the #8 AWG Solid Copper Wire is the correct cable size.
b) Is there only one fence post being grounded?
a) No, the correct cable size is #4 AWG solid copper wire. See revised Drawing C-510.
b) No
Drawing LS101 at the chiller screen wall calls for Note # 15 which is hydroseeded grass mix. LS501 at the chiller screen wall calls for Note # 11 which is Turf. Which is correct?
The "turf" is a hydro-seeded grass mix, see specification 32 92 19 Seeding.
Notes revised for clarification.
Drawing LS101 does not show the P-104 automatic fill port. The fill port is shown on detail C4 on drawing P-602 and consists of a lockable control panel and an equipment stand mounted on a 150mm equipment pad.
a) Can Landscape locate this assembly on the Precast screen wall.
b) Can an equipment pad size be provided with this pad shown on the landscape and civil drawings.
c) Can detail B4 on S-501 be used for the exterior equipment pad (200mm not 150mm thick reinforced pad) or will another design detail be provided?
d) Will the Pad be sized for the fuel pump operator to comfortably pump the fuel with a fuel hose from the truck likely perpendicular to the filling port?
a) The assembly will be located near the wall, parallel to the road, but not attached to the wall.
b) Yes, the equipment pad will be shown on the landscape and Drawing
CS101.
c) Yes, please use detail B4 on Drawing S-501.
d) The pad will be sized appropriately.
See Drawing CS101.
Drawing LS501 detail C2 has a note 7 indicating structural will provide the aggregate base design. S- 101 shows the screen wall footing with section B4/S- 301 provided. S-101 does not show an exterior mechanical equipment slab / pad design. S-301 detail B4 has an exterior equipment pad but does not have an aggregate design. Can an aggregate design be provided?
Provide porous fill per slab-on-grade note 2 on Drawing S-001.
Drawing S-001 General Note #10 has the Ground Floor Elevation at 4.375m. This is the existing building ground floor elevation. CE102, CG101, etc.
have the new building elevation at 4.500m. Please confirm 4.500m is correct.
Drawings CE102 and CG101 are correct. The FFE is 4.5m.
Drawing S-001 Foundations Note #4 wants all foundations to be inspected by the Contractor’s Special Inspector prior to concrete placement.
Foundations are designed for bearing pressures of 143kPa and must be founded on approved subgrade or
See Specification 01 45 35 1.5.7 for special inspector requirements, license in NL is acceptable. Soil must be tested and confirmed prior to concrete placement.
structural fill. Is this Contractor Specialty Inspector a licensed geotechnical engineering firm registered in NL and are the subgrade or structural fill bearing pressures to be tested and confirmed prior to placing foundation concrete?
Drawing S-001 Slab on Grade Note #2 request 200mm of porous fill. S-001 Slab on Grade Note 4 request a 15 mills (.381mm OR 0.015 inch thick) vapor retarder under the SOG which is typical for Radon designs. P-103 shows a Radon piping system while P-102 shows a under slab drainage system.
These two plumbing systems cross each other. The Radon pipe can be installed without a slope so we would expect this to be the top layer of piping (where the gas is present) while the drainage piping is lower.
The west side drainage piping must slope towards the exterior wall discharge location. Is the 200mm porous fill depth from the Radon engineer and if not, what should this depth of porous fill be when considering the drainage piping being installed below?
200 mm is the minimum depth and must be provided in all locations.
Drawing S-001 Slab on Grade Note 3 is asking for 50mm (2” thick) premoulded joints as isolation joints.
Note 6 requests any penetration in the slab to be surrounded by 50mm (2” thick) pre-molded joint filler. S-301 has detail C1 showing that the main floor level has a premoulded joint filler at 12mm (1/2” thick) while the lower slab on detail C3 is not a joint filler but rather a hydrophilic water stop. B1/S-501 has joint filler around the steel column in fills. This joint filler is 15mm thick and is not hydrophilic water stop.
a) What is the thickness of premoulded joint fillers to be used?
b) Are the joints in the lower raised access floor slab depression to be premoulded joint fillers or hydrophilic water stop?
a) Notes and details have been updated to 12mm joint.
b) Water stop at slab edge has been removed.
Drawing S-001 Slab on Grade Note 4 has 15 mills thick vapor retarder.
