NAVAL SUPPORT ACTIVITY SOUDA BAY INSTRUCTION 3750.7F

From: Commanding Officer, Naval Support Activity Souda Bay

Subj: FOREIGN OBJECT DAMAGE PREVENTION PROGRAM

Ref: (a) COMNAVAIRFORINST 4790.2D

(b) OPNAVINST 3750.6S

End: (1) Airfield Areas of Responsibilities

1. Purpose. To promulgate procedures and responsibilities for the reduction/elimination of Foreign Object Damage (FOD) to aircraft/engines at Naval Support Activity (NSA) Souda Bay.

2. Cancellation. NAVSUPPACTSOUDABAYINST 3 750.7E.

3. Background. FOD sustained by aircraft, engines, support equipment, and other aeronautical equipment accounts for the largest percentage of premature removals of gas turbine engines and components. These incidents represent hazards to personnel, consume valuable maintenance man-hours, impose additional unscheduled workloads, create shortages, waste dollars, and reduce operational readiness. References (a) and (b) are the governing instructions for the U.S. Navy's FOD Prevention Program.

4. Discussion. The majority of FOD can be attributed to poor housekeeping, poor maintenance practices, and carelessness. Tool control programs have significantly reduced the number of engine and aircraft damaged by hand tools. The success of tool control awareness is in part due to stressing the absolute necessity for implementing procedures that will ensure strict accountability of nuts, bolts, washers, rivets, safety wires, etc., during maintenance actions. One of the most important factors in FOD prevention is the immediate and thorough investigation of FOD incidents. Comprehensive investigation can identify the foreign object, assess the maintenance and operating practices which contributed to the incident, and permit the timely action to prevent recurrence.

5. Applicability. FOD prevention is the responsibility of all hands. The efforts of everyone from the Installation Commanding Officer (ICO) to the most junior person is necessary to maintain an effective program. All hands must ensure they are intimately familiar with the responsibilities of the FOD prevention program.

6. Responsibilities:

a. The ICO shall: Bear overall responsibility for the FOD Prevention Program and designate in writing the Airfield Operations Manager as the FOD Prevention Officer.

b. The FOD Prevention Officer shall:
