The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2: Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

L.5 EVALUATION FACTORS
1. The solicitation requires the evaluation of price and the following non-price factors:
Factor 1 – Corporate Experience Factor 2 – Technical Approach / Management Approach Factor 3 – Safety Factor 4 – Past Performance
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. The relative order of importance of the non-price evaluation factors is the technical factors (Factors, 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

*NOTES:
i. Pricing data (Attachment J-3 – Section B, Supplies or Services and Prices and Attachment J-0200000-13 Exhibit Line Item Numbers (ELINs) pricing) shall be submitted in hard copy and electronically on the same CD.

iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an offeror proposes a unit price less than $0.01 but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.

If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price, although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places and the extended total price will be recalculated in accordance with the preceding paragraph. If an Offeror does not have a value (i.e.: $-.--) or has $0.00 listed in both the unit price field and the extended total field for that ELIN(s) within the Attachment J-0200000-13and a total evaluated price could not be determined by the Government for that ELIN(s) or CLIN(s) based on pricing submitted; then, the Offeror’s price proposal may be determined to be unawardable.
v. In the event there is a discrepancy between the hard copy and electronic copy Section J ELIN pricing (Attachment J-0200000-13) and the Section B CLIN pricing (Attachment J-3), the hard copy of Attachment J-0200000-13 pricing will be held to be the intended offer.
vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.
vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.
viii. Offerors are not to include additional informational data or narratives as part of their price proposal to demonstrate how their price proposals were developed. Failure to submit this documentation may prevent the Government from considering a Corporate Affiliate’s experience.
iv. If proposing as a Joint Venture, provide the full name (no abbreviations), UEI Number and CAGE Code for the JV itself, as well as for each JV member, and a copy of the signed Joint Venture Agreement.
Tab C. – Factors:
(Tab 1) Factor 1, Corporate Experience:
Solicitation Submittal Requirements: The Offeror shall provide up to a maximum of five
(5) projects. For each submitted project the Offeror shall complete Attachment J-2 – Corporate Experience Project Data Sheet. Offerors shall not submit any information under Factor 1 unless it is on Attachment J-2. The offeror shall clearly demonstrate the relevancy of the project as defined below.
For purposes of this evaluation, a relevant project must demonstrate ALL of the following characteristics to be considered “relevant”:
a. Performance of services comparable to technical specification 1502000 – Facility Investment (at minimum, including the completion of service orders, Preventive Maintenance (PM) or Integrated Maintenance Program (IMP) and repairs); and
b. Performance of services comparable to a minimum of three (3) additional technical specifications from the list of Primary Technical Specifications to be performed under this contract.
For purposes of this evaluation, the following are considered “Primary Technical Specifications”: 0402000 Fire and Emergency Services, 1300000 Galley, 1501000 Facility Management, 1602000 Electrical, 1606001 Water (Overseas) and 1700000 Transportation.
c. At least one (1) year of performance, invoiced at $7 million or greater annually, within the eight (8) year period immediately preceding the deadline for proposal submission.
Note: For example, if the proposals are due on December 16, 2023, the project must demonstrate performance, invoiced at $7 million or greater annually, for a period of one (1) full year within the dates of December 16, 2015 – December 16, 2023.
Further, the Offeror’s collective relevant projects also must aggregately demonstrate EACH of the following (the “Aggregate Requirements”):
1. Performance of services comparable to technical specification 0402000 Fire and Emergency Services on at least one (1) recent and relevant project; and
2. Performance of services comparable to technical specification 1606001 – Water (Overseas) on at least one (1) recent and relevant project *NOTE: Aggregate Requirements may be demonstrated by single or multiple projects. For example, the requirements to demonstrate experience with performance of services comparable to technical specifications 0402000 and 1606001 can be met on a single project that shows experience with both of those specifications, or it can be met by multiple projects that separately show experience with each of those specifications.
For each project the Offeror shall complete Attachment J-2 – Corporate Experience Project Data Sheet. All information shall be provided as requested on the form. Attachment J-2 may be expanded and is not limited to the two (2) pages provided with the solicitation; however, it is subject to the overall Volume II page count.
Instructions on Attachment J-2 – Corporate Experience Project Data Sheet:
1. Box 1 must identify either the Offeror or an entity that will be involved in the performance of this contract (the requirements/services described in the solicitation to be performed upon award).
2. Box 2 must provide the percent of project work performed by the entity in Box 1.
3. Box 9 must describe the services performed by the entity in Box 1.
4. If the entity in Box 1 is not the Offeror, then the form must include an explanation as to how that entity will have meaningful involvement in the performance of this contract or, if that entity is a subcontractor, refer to a signed commitment letter from a subcontractor submitted under Volume II, Tab B.
5. If performance was by a predecessor to the entity in Box 1, the form must describe how the entity in Box 1 received & retained the resources and personnel associated with the experience performed by the predecessor.
IMPORTANT: It is the Offeror’s responsibility to clearly explain and demonstrate to the Government how each project submitted is relevant to the contract requirement in this solicitation. If the Offeror does not clearly explain how its claimed experience is comparable to the contract requirements in this solicitation, the Government may determine that the submitted contract experience is not relevant. NOTE: This includes Corporate Affiliates, see above.
If the Offeror is a Joint Venture (JV), recent and relevant experience should be submitted for projects completed by the JV entity. If the JV members have not previously performed together then experience must include at least one
(1) relevant project demonstrating performance by at least one JV member. The requirement for one (1) relevant project demonstrating performance by at least one JV member cannot be met by relying on experience of a Corporate Affiliate of a JV member. JV Offerors who demonstrate relevant experience by all JV members, whether performing together or separately, may be considered more favorably than JV offerors who only demonstrate relevant experience by a single member. JV Offerors are still limited to a total of five (5) recent and relevant projects. Projects submitted by JV Offerors where the JV members performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than projects submitted in which the JV members did not perform together.
If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the Offeror shall clearly demonstrate what portion of the work on the submitted project was performed by the entity(ies) proposed to work on this contract and shall not include work performed by the JV as a whole. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the entity(ies) proposed to work on this contact, the project may not be considered.
