To promote full competition on this bid, will the Government consider modifying the project relevancy characteristics as follows: Projects requiring 0402000 Fire and Emergency Services involve highly specialized services with contracts that typically do not include other technical specifications nor meet the $7 million or greater threshold but require services that are very relevant in magnitude and technical scope otherwise. As such, will the Government please consider revising the “$7 million or greater annually” requirement to “$4 million or greater annually" and removing the "3 additional technical specifications" requirement and the “1502000 – Facility Investment” requirement for projects with 0402000 Fire and Emergency Services . This would allow a project with only Fire and Emergency Services to be proposed as one of the five relevant Corporate Experience projects and prove relevance in the aggregate.
Please see Amendment 0004.
Please follow instructions in Section L.6, (b) Volume II- Non-price Factors.

2.18 Assets added during the course of the contract
will vary widely in cost to maintain. That is, if the Government adds two boilers versus ten light fixtures, the cost to conduct preventive maintenance on the two boilers will be much higher. If, in the same example, an ELIN has a total quantity of 1000 assets, another 89 assets will need to be added in order to warrant a modification. Is the contractor expected to take the entire risk for estimating across the breadth of assets which may never warrant a modification but increase cost by 9% (if comparable to existing asset mix) or over 9% (if comparatively more expensive assets are added)?
The Contractor is expected to estimate costs based on the information available and allocate its risks as it determines appropriate
44 SF33
AM0001
2.18 The Government will only consider
modifications for asset quantity increases over 10% by ELIN. If a new OEM proprietary systems is added, requiring only OEM servicing, OEM specific parts or OEM specific software updates, will the Government allow a modification?
The Government will consider the addition of systems depending on the facts and circumstances of each case and may issue modifications if warranted.
211 Section L L.6, Tab I, and Tab K
Would the Government clarify if the sealed financial information required in Tab I and Secret Facility Clearance required in Tab K be included in Just the Original Binder or also in the Copy Binder?
Please follow instructions in Section L.6 (a) Volume I — Price Proposal, Tab I and Tab K of the solicitation.
211 Section L L.6, Tab I
Tab K states the evidence for the Secret Facility Clearance should not be included on the CD. However, Tab I is silent as to whether the Financial Information which is required in a separate sealed envelope should be included on the CD. Would the Government clarify if the financial information should only be submitted in a sealed envelope?
Please follow instructions in Section L.6 (a) Volume I — Price Proposal, Tab I of the solicitation.
334 Section K 1 DFARS 252.225-7003 Report of Intended Performance Outside the United States and Canada indicates required submittal with proposal. Can the Government please confirm this form should be provided under Tab G, Representations and Certifications?

Binders must be marked as “Volume 1: Price Proposal” and “Volume 2: Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.
Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.
The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.
L.5 EVALUATION FACTORS
1. The solicitation requires the evaluation of price and the following non-price factors:
Factor 1 – Corporate Experience Factor 2 – Technical Approach / Management Approach Factor 3 – Safety Factor 4 – Past Performance
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. The relative order of importance of the non-price evaluation factors is the technical factors (Factors, 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

In order to enable an assessment of meaningful involvement, the narrative shall state the Corporate Affiliate’s specific commitment of technical resources (e.g., personnel, equipment, etc.) that will be provided for contract performance, and shall describe specific aspects of the project that the Corporate Affiliate will self-perform or manage on behalf of the Offeror in performance of the contract. General statements of availability, or other descriptions of involvement that do not demonstrate how the Corporate Affiliate will actually participate in contract performance, may not suffice. Failure to submit this documentation may prevent the Government from considering a Corporate Affiliate’s experience.
iv. If proposing as a Joint Venture, provide the full name (no abbreviations), UEI Number and CAGE
Code for the JV itself, as well as for each JV member, and a copy of the signed Joint Venture Agreement.
Tab I. Please submit the below items (a through c) with your price proposal in a SEPARATE SEALED ENVELOPE, labeled “TAB I”. Although this information is required to be submitted with your company’s price proposal, this information will not be evaluated as part of the price proposal. This information forms the basis of your responsibility determination should your offer be considered for award. In order to be eligible for award, your company must be determined responsible in accordance with FAR Part 9, specifically 9.104-1, General Standards.
a. Provide the latest three (3) complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization. This information allows the verification of your firm’s possession of the required security clearances. a. CAGE Code information and Facility Address so that the NAVFAC Atlantic Security Office can confirm that the Offeror meets the required Facility Clearance and Safeguarding capability for work under this contract.
*NOTES:
i. Pricing data (Attachment J-3 – Section B, Supplies or Services and Prices and Attachment J-0200000-13 Exhibit Line Item Numbers (ELINs) pricing) shall be submitted in hard copy and electronically on the same CD.
Attachment J-0200000-13 shall be submitted on CD in Excel format (Microsoft Officer Version 2016 compatible), and Attachment J-3 shall be submitted in PDF format. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.
ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an offeror does not round ELIN unit prices to two (2) decimal places, then the Government will round the prices to two (2) decimal places, and the resulting rounded prices will be used for evaluation purposes.
iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an offeror proposes a unit price less than $0.01 but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.
iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price, although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places and the extended total price will be recalculated in accordance with the preceding paragraph. If an Offeror does not have a value (i.e.: $-.--) or has $0.00 listed in both the unit price field and the extended total field for that ELIN(s) within the Attachment J-0200000-13and a total evaluated price could not be determined by the Government for that ELIN(s) or CLIN(s) based on pricing submitted; then, the Offeror’s price proposal may be determined to be unawardable.
v. In the event there is a discrepancy between the hard copy and electronic copy Section J ELIN pricing (Attachment J-0200000-13) and the Section B CLIN pricing (Attachment J-3), the hard copy of Attachment J-0200000-13 pricing will be held to be the intended offer.
vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.
vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.
viii. Offerors are not to include additional informational data or narratives as part of their price proposal to demonstrate how their price proposals were developed. Offerors shall only provide the Solicitation Submittal requirements listed within the above Tabs (Tabs A through I) for Volume 1: Price Proposal. Any information provided above and beyond the submittal requirements will not be evaluated.
(b) Volume II — Non-price Proposal:

This includes information for any “Team Member” that the Offeror is utilizing to demonstrate corporate experience.
ii. For Team Members that are proposed subcontractors, submit a signed letter of commitment from each subcontractor Team Member. The commitment letter shall clearly identify the expected relationship, role, and responsibility of the Team Member. NOTE: General statements of availability are insufficient. iii. For Team Members that are Corporate Affiliates, submit a narrative (one for each Corporate Affiliate) that clearly demonstrates how the Corporate Affiliate will have meaningful involvement in the performance of this contract. Failure to submit this documentation may prevent the Government from considering a Corporate Affiliate’s experience.
iv. If proposing as a Joint Venture, provide the full name (no abbreviations), UEI Number and CAGE Code for the JV itself, as well as for each JV member, and a copy of the signed Joint Venture Agreement.
