USEPA waste number with the “P” designator, or those hazardous wastes defined in FGS Table C6.T1in Table AP1.T4 with Hazard Code H.

Biological Waste (BW) Biological waste is any material that contains or has been contaminated by a biohazardous agent. Includes any human-derived biological or substance known, assumed, or suspected of being infectious to humans, plants, or animals before treatment that may cause harm to the general public if released into the environment.

Final Governing Standards

(FGS).

A comprehensive set of country-specific substantive provisions, typically technical limitations on effluent, discharges, etc., or a specific management practice.

Environmental Permits The facility environmental permits shall be obtained and held by the KO.

Hazardous Material (HM) Any material that is capable of posing an unreasonable risk to health, safety, or environment if improperly handled, stored, issued, transported, labeled, or disposed because it displays a characteristic listed in FGS Table C5.T1, “Typical Hazardous Materials Characteristics”, or the material is listed in Table AP1.T4 of the OEBGD.

Munitions are excluded. Any hazardous material listed in FGS Table C5.T2 is banned for use in Poland.

Hazardous Waste (HW) Per the FGS and OEBGD, hazardous waste is a discarded material that may be solid, semi-solid, liquid, or contained gas, and either exhibits a characteristic of a hazardous waste as defined in FGS Table C6.T1 section OEGBD AP1.1 or is listed as a hazardous waste in OEGBD Tables AP1.T1 through AP1.T4. Excluded from this definition are domestic sewage sludge, household wastes, and medical wastes.

HW Accumulation Point

(HWAP)

Per the FGS and OEBGD, a site, shop, or other work center where hazardous wastes are accumulated until removed to a HW storage area or shipped for treatment or disposal. Each site may be used to accumulate no more than 208 liters (55 gallons) of HM/HW or one liter (one quart) of acute hazardous waste from each waste stream. The HWAP must be at or near the point of generation and under the control of the operator.

Hazardous Waste Log

(HWL)

A listing of HW deposited and removed from an HWSA. Information such as the waste type, volume, location, and storage removal dates should be recorded.

Hazardous Waste Management Plan

(HWMP)

In accordance with OPNAV Manual 5090.1 INST 5090.1C, every Navy shore activity that generates HW shall develop and use a HW Management Plan or a HW management component in its P2 Plan and EMS. A HW Management Plan shall:

– Identify applicable federal, state, and local regulations pertaining to the generation and management of HW.

– Identify training requirements and describe procedures for obtaining training and maintaining training records.

– Assign responsibilities for the generation, designation, handling, storage, treatment, disposal, and all documentation.

– Describe all HW generation and management procedures.

– Include or reference the HW minimization plan and goals.

– Include or reference contingency plans and emergency response procedures.

The plan shall be kept up to date to include changes in HW generation and management procedures, as well as changes in applicable DoD OEGBD and DoD FGS regulations. The plan shall include or reference minimization procedures sufficient to achieve DOD minimization goals. Tenant activities may be covered by the host CO's HW Management Plan.

Hazardous Waste Profile Sheet (HWPS)

A document that identifies and characterizes the waste by providing user's knowledge of the waste, and/or lab analysis, and details the physical, chemical, and other descriptive properties or processes that created the hazardous waste.

Definition Description Hazardous Waste Storage Area (HWSA)

One or more locations on a DoD installation where HW is collected prior to shipment for treatment or disposal. A HWSA may store more than 55 gallons of a HW stream and more than one quart of an acute HW stream.

Hazardous Waste Storage Area Manager (HWSAM).

A person, or agency, on the installation assigned the operational responsibility for receiving, storing, inspecting, and general management of the installation's HWSA or HWSA program.

Installation Environmental Office

Overseas Environmental Baseline Guidance Document (OEBGD)

Document that establishes standards for environmental compliance at DoD controlled or operated installations in countries for which no Final Governing Standards have been established.

Sampling Plan Plan and procedures to conduct sampling, field testing and laboratory analysis for a defined testing objective.

Spill Prevention and Response (SPR) Plan

Plan and procedures for the installation to exercise oil and hazardous substance (OHS) spill prevention measures and to provide effective countermeasures in the event of an OHS spill ashore.

Spill Prevention Control and Countermeasure (SPCC) Plan
