3.1 and 3.4
In Spec Item 3.1 it states, “The Contractor has full responsibility for any work up to the service order limit of liability of $2,500 in direct labor and direct material cost per service order.” In Spec Item 3.4 it states “As part of the IMP, the Contractor has full responsibility for any individual occurrence of repair, including replacement, up to and including $10,000 in direct labor and direct material cost for each piece of equipment per incident. The Government will only pay for the portion of direct labor and/or direct material that exceeds the specified limits of liability.” These two statements appear in conflict with one another. If a contractor is performing proper work control, if they discovered a repair is required, they would initiate a service order. Service orders have a liability limit of $2,500, not $10,000 per Spec Item 3.1. Please correct the RFP to avoid this conflict.
Service Orders are not issued under an IMP.

If all options are exercised, the final expiration date will be 102 months from the start of the initial period of performance. It appears that based on J-0200000-12 ELINS CLDJ 11-28-2023 that Section B.2 is correct.
Question: Will the Government confirm that the period of performance listed in Section B.2 is correct and update the RFP accordingly?

Please see corrected attachment Section F.
35 2 A n/a With the number of questions asked and RFP clarifications yet to be received with the Government, as well as the revised date of the current site visit, requesting an extension of 3 weeks after receiving response to clarification questions. 1 NAVFAC RFP Number: N6247022R0005 Amendment 0002 dated 11-Mar-2024 moved the NAVFAC Pre-Proposal Conference/Site Visit at Camp Lemonnier from March 28th to 2-4 April 2024 which now overlaps the solicitation questions deadline. We would like to respectfully request an extension for questions that allows for submittal of questions that may arise during the pre-proposal conference/site visit.
Please see revisions in Amendment 0003.
37 N/A All Due to the number of data gaps in the PWS and technical exhibits, will the Government consider a 30-day extension to the proposal submission date once all revisions to the PWS and technical exhibits have been issued by the Government?
38 We respectfully request a 30-day extension for the proposal due date. This will provide time to review answers to questions and those generated from the site visit as well as any issues that arise.

B.9 Phas e-In and Phas e-Out
The paragraph states, "…Phase-In shall be for a period of up to but no more than ninety (90) days."
Subsequently, paragraph F.2 Phase-In and Phase- Out Transition Plan states, "Pricing shall include applicable Phase-In of up to but no more than 45 days and up to but no more than 30 days for Phase- Out costs." These two paragraphs seem to be contradictory. Please clarify and also provide information on how long the Phase-Out period is for.

The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1 I: Price Proposal” and “Volume 2 II: Non-price Proposal”.
Should there be a discrepancy between paper and electronic information, the paper copies shall govern.
Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.
The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.
L.5 EVALUATION FACTORS
1. The solicitation requires the evaluation of price and the following non-price factors:
Factor 1 – Corporate Experience Factor 2 – Technical/Management Approach Factor 3 – Safety Factor 4 – Past Performance
The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. The relative order of importance of the non-price evaluation factors is the technical factors (Factors 1, 2, and
3) are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3. Basis of Evaluation and Submittal Requirements for Each Factor.

i. Pricing data (Attachment J-3 – Section B, Supplies or Services and Prices and Attachment J-0200000-12 Exhibit Line Item Numbers (ELINs) pricing) shall be submitted and in Excel format (Microsoft Officer Version 2016 compatible) and PDF. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.
ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an offeror does not round ELIN unit prices to two (2) decimal places, then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes.
iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an offeror proposes a unit price less than $0.01 but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.
iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price, although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places and the extended total price will be recalculated in accordance with the preceding paragraph. If an Offeror does not have a value (i.e.: $-.--) or has $0.00 listed in both the unit price field and the extended total field for that ELIN(s) within the Attachment J-0200000-12 and a total evaluated price could not be determined by the Government for that ELIN(s) or CLIN(s) based on pricing submitted, then the Offeror’s price proposal may be determined to be unawardable.
v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J-0200000-12) and the Section B CLIN pricing (Attachment J-3), the original hard copy of Attachment J-0200000-12 pricing will be held to be the intended offer.
vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.
vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.
viii. Offerors are not to include additional informational data or narratives as part of their price proposal to demonstrate how their price proposals were developed. Offerors shall only provide the Solicitation Submittal requirements listed within the above Tabs (Tabs A through I) for Volume 1: Price Proposal. Any information provided above and beyond the submittal requirements will not be evaluated.
(b) Volume II: Non-Price Proposal:
Non-Price Submittal Requirements: Submit one (1) original and four (4) copies of the non-price proposal in separate three-ring binders, clearly marked as “Volume II: Non-Price Proposal” and tabbed appropriately.
