About this file
This document is a set of attachments related to a federal contract opportunity for Base Operations Support (BOS) Services at Camp Lemonnier, Djibouti, Africa.
The attachments include definitions and acronyms, references and technical documents, historical data on hazardous material/waste/other regulated waste disposal, a list of hazardous waste accumulation areas and storage facilities, and a sample used oil collection ticket form. The key details include the types and approximate order of magnitude of hazardous waste generated at the installation, the locations of hazardous waste accumulation and storage areas, and relevant regulations and references. This information appears to provide background context for the federal contract opportunity, but does not directly detail the specific products or services required under the contract. The related federal contract opportunity is for a Base Operations Support Services contract at Camp Lemonnier, Djibouti, with a solicitation number of N62470-22-R-0005.

DEFINITIONS AND ACRONYMS
DEFINITION/ACRONYM DESCRIPTION
Acute Hazardous Waste Those wastes listed in the OEBGD Table AP1.T4 with a USEPA waste number with the “P” designator, or those hazardous wastes in Table AP1.T4 with Hazard Code H.
Biological Waste (BW) Biological waste is any material that contains or has been contaminated by a biohazardous agent. Includes any human-derived biological or substance known, assumed, or suspected of being infectious to humans, plants, or animals before treatment that may cause harm to the general public if released into the environment.
Hazardous Material (HM) Any material that is capable of posing an unreasonable risk to health, safety, or environment if improperly handled, stored, issued, transported, labeled, or disposed because it displays a characteristic listed in Table C5.T1, “Typical Hazardous Materials Characteristics”, or the material is listed in Table AP1.T4 of the OEBGD. Munitions are excluded.
Hazardous Waste (HW) Per the OEBGD, hazardous waste is a discarded material that may be solid, semi-solid, liquid, or contained gas, and either exhibits a characteristic of a hazardous waste as defined in section OEGBD AP1.1 or is listed as a hazardous waste in OEGBD Tables AP1.T1 through AP1.T4. Excluded from this definition are domestic sewage sludge, household wastes, and medical wastes.
HW Accumulation Point
(HWAP)
Per the OEBGD, a site, shop, or other work center where hazardous wastes are accumulated until removed to a HW storage area or shipped for treatment or disposal. Each site may be used to accumulate no more than 208 liters (55 gallons) of HM/HW or one liter (one quart) of acute hazardous waste from each waste stream. The HWAP must be at or near the point of generation and under the control of the operator.
Hazardous Waste Management Plan (HWMP)
In accordance with OPNAVINST 5090.1C, every Navy shore activity that generates HW shall develop and use a HW Management Plan or a HW management component in its P2 Plan and EMS. A HW Management Plan shall:
– Identify applicable federal, state, and local regulations pertaining to the generation and management of HW.
– Identify training requirements and describe procedures for obtaining training and maintaining training records.
– Assign responsibilities for the generation, designation, handling, storage, treatment, disposal, and all documentation.
– Describe all HW generation and management procedures.
– Include or reference the HW minimization plan and goals.
– Include or reference contingency plans and emergency response procedures.
The plan shall be kept up to date to include changes in HW generation and management procedures, as well as changes in applicable federal, state, and local HW regulations. The plan shall include or reference minimization procedures sufficient to achieve DOD minimization goals. Tenant activities may be covered by the host CO's HW Management Plan.
HW Manifest A HW manifest as defined in OEBGD is required for the transport of hazardous waste. The installation commanding officer (ICO) or the ICO’s designated representative shall retain signature authority for HW manifests.
Hazardous Waste Storage Area (HWSA)
One or more locations on a DoD installation where HW is collected prior to shipment for treatment or disposal. A HWSA may store more than 55 gallons of a HW stream and more than one quart of an acute HW stream.
Installation Environmental Programs Director (IEPD)
The Government representative on the installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues.
Less-than-90-day Accumulation Areas or Storage Facilities
Accumulation areas that are not RCRA permitted hazardous waste storage facilities but can serve as temporary accumulation areas for hazardous waste subject to a 90-day time limit in accordance with 40 CFR 262 or state equivalent regulations.
Memorandums of Agreement/Understanding
The installation commanding officer or his designated representative shall retain signature authority for all MOAs and MOUs.
Other Regulated Waste
(ORW)
Wastes that are not hazardous under federal RCRA regulations, but may be regulated by other federal programs (e.g., TSCA, OSHA, CERCLA, DOT) or state agency.
Overseas Environmental Baseline Guidance Document (OEBGD)
Document that establishes standards for environmental compliance at DoD controlled or operated installations in countries for which no Final Governing Standards have been established.
Satellite Accumulation Areas
Temporary hazardous waste accumulation areas that have a maximum capacity limit of 55 gallons per area in accordance with OEBGD or state equivalent regulations.
Spill Prevention Control and Countermeasure (SPCC) Plan
Plan and procedures for the installation to exercise oil spill prevention measures and to provide effective countermeasures in the event of oil spill ashore. This may include field testing and inspection services to maintain compliance.
Treatment, Storage and Disposal Facility (TSDF)
Facilities that are permitted by RCRA regulations to provide treatment, storage and disposal services for hazardous wastes.
Spill Prevention Control and Response (SPCR) Plan
Plan and procedures for the installation to exercise oil and hazardous substance (OHS) spill prevention measures and to provide effective countermeasures in the event of an OHS spill ashore. This may include field testing and inspection services to maintain compliance.
Used Oil Any oil or other waste petroleum, oil, or lubricant (POL) product that has been refined from crude oil, or is synthetic oil, has been used and as a result of such use, is contaminated by physical or chemical impurities, or is off specification and cannot be used as intended. Although used oil may exhibit the characteristics of reactivity, toxicity, ignitability, or corrosivity, it is still considered used oil, unless it has been mixed with hazardous waste. Used oil mixed with hazardous waste is a hazardous waste and will be managed as such.
CLDJ HWMP Document that establishes standards for environmental compliance at CLDJ DoD controlled or operated installations in country (Djibouti) for which no Final Governing Standards have been established.
