1.1 Under Annex 1300000, Spec Item 1.1, Concept of
Operations, it states, “… CLDH dining facilities include the 544 person capacity main galley at building 310, the “Combat Café” satellite galley located in building 101, the Titan Support Site (TSS) satellite galley located in building 840, and a satellite facility at Chabelley Air Field.” Attachment J- 1300000-03 lists “Grab & Go” locations that are not mentioned in the PWS. Are bidders to assume those
Grab & Go services are provided at the Galley facilities identified in the revised Annex 1300000 C Galley. Grab & Go services are provided during the days and hours of operations shown in Attachment J-1300000-03.

1300000 – Galley
2.2.1, 2.2.2, and 2.2.4
SI 2.2.1 identifies the Senior Galley Manager, SI
2.2.2 identifies the Galley Manager, and SI 2.2.4 mentions a Food Services Manager and an Assistant Food Service Manager. Are these four separate positions or is the Senior Galley Manager supposed to be the Food Services Manager and the Galley Manager supposed to be the Assistant Food Services Manager?
The Senior Galley Manager and Galley Manager are separate positions and one must be on-site during daytime meal hours. The Contractor shall staff Galley personnel as necessary to meet services performance standards. See revised Annex 1300000 C Galley.

3.4 Under Spec item 3.4 -Remote Galley Meal Delivery
Services, Related Information, it states, “The contractor shall transport breakfast, lunch, dinner, and midnight meals to the “Combat Café”, the Titan Support Site, and Chabelley Air Field galley locations to coincide with normal meal times at each location…. The Contractor shall load meals at the CLDJ galley and unload and set up serving lines at the remote dinning facilities. At the end of each meal period the Contractor shall remove and transport all containers, utensils and equipment to CLDJ galley for cleaning and re-use as appropriate.” Attachment J-1300000-03 shows two different Chabelley Air Field locations: a main location and a “Grab & Go” location. The location have different hours of operation from one another. Is the Contractor required to man both locations or just the main Chabelley location?
"Grab & Go" locations are co-located within certain Galley facilities. Locations shall be manned as required to ensure "Grab & Go" items are available during daily meal time operations.

3.3.5 TR
Service Orders
3.3.5 In Spec Item 3.3.5 it states “The Contractor shall
respond to disabled BSVE and transient unit vehicles within the DLDJ installation boundary and up to a 100 mile radius of Camp Lemonnier. The Contractor shall respond to TR service order requests within 30 minutes during Government regular working hours.”
The use of the word “respond” is ambiguous in this section. If the government means that the Contractor shall be located at the disabled vehicle within 30 minutes, that presents an issue. It’s not possible for a Contractor to get to a vehicle 99 miles away within 30 minutes. If the government means “respond” to attempt to contact the person with the issue, that’s very possible. Will the government please clarify what it means by “respond” and revise this section, if necessary?
Please see revised Annex 1700000 spec item 3.3.5.
44 J- 17000 00-05
Attachment J-1700000- Transportati on Historical Data
In Attachment J-1700000-05, the Government has a Table titled “Historical Annual BSVE Recovery Services” and has items such as battery replacement, wiper replacement, air conditioning, etc. Many of these items do not appear to be recovery type work.
Such as a broke Air Conditioner does not warrant recovery services, nor does Wiper replacements.
Additionally, in J-1700000-02, there are only 272
Historical data provided is only information available.
Please see Amendment 0006 for revised J-1700000-05.
vehicles listed in total (on the Master tab or 259 when you add up all of the vehicles on the other tabs). Yet, in 2020 there were 296 towing events, in 2021 296 towing events, and 2022 there were 281 towing events. That means there were on average, at least 1 tow per vehicle each year? That information does not make sense from a rationale perspective.
Will the Government please re-evaluate and correct its data?
45 J- 17000 00-05
Attachment J-1700000- Transportati on Historical Data
In Attachment J-1700000-05, the Government lists “Historical Annual BSVE Repair Tasks”. This numbers do not appear to align properly with the BSVE inventory found in J-1700000-02, which lists a total of 272 or 259 vehicles, depending on whether you add up the sum of vehicles on all of the tabs, or just total the vehicles on the Master Tab. For example, on average (taking the mean number of repairs) the Contractor has historically replaced on an annual basis 426 batteries for 272 vehicles. That’s over 1.5 battery replacements per vehicle per year.
That doesn’t make sense, typically car battery warranties are at a minimum, one year alone. On average, 152 Air conditioning systems are repaired per year, for all 272 vehicles. Additionally, on average, 918 tire repairs and/or replacements are performed on only 272 vehicles. This does not track.
Will the Government please review and correct the data or please explain how this is possible?
Historical data provided is only information available.
Please see Amendment 0006 for revised J-1700000-05.

Attachment J-1700000-
This attachment is an excel file with the following tabs: CNIC, CNIC-MWR, CNIC-NCIS, HOA, DLA, NEX, NGA, AF-CADJ, and Master. The master file lists 272 vehicles, the sum of all of the vehicles on the other tabs is 259. Which count is the Government expecting Contractors to service? Will the Government please update the attachment with the correct vehicle lists and ensure the master tab reconciles with the other tabs?
Please see Amendment 0006 for revised J-1700000-02.

Annex 1700000
3.1.1 The Government requires the Contractor to staff the
shuttle bus and run it for the designated hours.
However, there is no information provided in regards to the average number of passengers on said shuttle bus. As such, it’s not possible to anticipate the proper sizing of equipment for the contractor to propose (e.g., 15 passenger van vs. 30 passenger bus).
Additionally, throughout the PWS, the government mentions fuel conservation. As such, utilizing the right size of shuttle bus, helps conserve fuel (a van burns less fuel than a 30 passenger bus). Will the Government please provide the average number of passengers per shuttle per trip for each hour so that bidders may properly plan to support the scope that best conserves fuel?
Please see Amendment 0006 for revised Annex 1700000 spec item 3.1.1.

Annex 1700000
3.1.2 The Government states “During periods of FP
Charlie and Delta posture, the contractor shall be able to relocate up to 70 barriers within 30 minutes timeframe.” This statement is quite ambiguous and requires a large amount of clarity. What are the specs of the barriers (e.g. type, size, weight)? What does the Government mean by relocate (e.g. move a few feet, put on a flatbed and move it two miles across base, move all barriers from CLDJ to Chabelley Air Field)? Also, isn’t this Spec Item redundant with Annex 0401000 Spec Item 3.4.1 which requires the contractor to move security barriers?
Please see Amendment 0006 for revised Annex 1700000 spec item 3.1.2.

3.1.3 The Government states: “The Contractor shall
provide truck and tractor/transport services to ensure appropriately sized vehicles are provided and operated in a safe and timely manner.” CLIN x822 and x823 also require the contractor to provide a Tractor Trailer. It’s unclear why the Government has this in both the recurring and non-recurring scope and offers no explanation as to when one takes precedence to the other. Will the Government please correct the RFP and offer clear guidance on what part is recurring and what part is non-recurring?
The NRW requirements are ordered in addition to any RW requirements and may be ordered for work other than what is described in Spec Item 3.1.3.

Please follow instructions in Section L.5 (b) of the Solicitation.

Question: Is adverse performance in this instance related to any CPAR ratings of below Satisfactory?
If not, would the Government define this further so contractors can appropriately address adverse past performance issues? Please also confirm that any pages related to responding to this requirement are excluded from page requirement.
Please follow instructions in Section L.5 (b) of the Solicitation.
