0200000 - Managemen t and Administrati on

2.3.3.1 Who is responsible for the planning of the Partnering Meetings? It is very clear that the Contractor is to pay for the costs associated with the partnering effort; however, there is no mention on the planning responsibility.

The Contractor is responsible for planning the Partnering Meetings.

139 35, Solici tation

0200000 - Managemen t and Administrati on

2.6.8.3 a) Will the Government allow Other Country Nationals or Host Country Nationals to access and enter data into NAVFAC Maximo? b) If yes, what is the process to get access (token) if the DoD PKI external certificate is an unacceptable option?

a) Yes. b) Trusted Associate Sponsorship System (TASS) application.

140 261, Solici tation

1502000 – Facility Investment

3.2 To avoid the incumbent contractor having an unfair

advantage, we strongly encourage the Government to make the $300,000 cumulative value a plug number.

The $300,000 cumulative value is a Not to Exceed Amount and the Contractor should price accordingly.

141 261- 262, Solici tation

1502000 – Facility Investment

3.2 SI 3.2 states, "Facility Bullets invoices shall consist

of complete labor and material breakdowns detailing hourly rates, hours expended per labor type, material descriptions, material quantity and unit price." How does the contractor invoice for "bullets" and how the contractor is reimbursed?

Facility Bullets may be ordered in any size and/or quantity up to the cumulative Facility Bullet value. Completed Individual Facility Bullets shall be invoiced at the actual cost for the performance of services each month.

142 303, Solici tation

Annex 1503030

3.1 The Government states “Informational Note:

Currently, three pick-ups per day of each dumpster and container (morning, afternoon, and evening) has provided adequate service levels”. Attachment J- 1503030-03 shows 49 eight cubic yard dumpsters.

An 8 cubic yard dumpster holds up to 1,800 Lbs of trash, please confirm that the dumpsters, not just the trash cans are getting emptied 3 times per day.

Confirmed, both Dumpsters and Trash cans are emptied 3 times per day.

143 303, Solici tation

Annex 1503030

3.1 The Government states “Informational Note:

Currently, three pick-ups per day of each dumpster and container (morning, afternoon, and evening) has provided adequate service levels”. It is unclear if the Government intends this statement to apply only to CLDJ or if they are implying that containers are getting dumped at Chabelley Air Field three times a day as well. Will the Government please confirm whether or not that statement is applicable to Chabelley as well?

Confirmed, both Dumpsters and Trash cans are emptied 3 times per day at both CLDJ and Chabelley Air Field.

144 308, Solici tation

Annex 1503030

3.5 The Government states that the contractor shall

provide containers suitable for collection and disposal of solid waste. In other sections, the government has mentioned that GFE will be provided for use at the Contractor’s discretion. Are bidders to assume that initially, dumpsters and trash receptacles will be provided as GFE and the contractor is expected to replace them as wear and tear ensures? Or, are bidders to assume there will be an initial purchase of all dumpsters and other trash receptacles during phase-in?

The Contractor shall provide the containers. There is no GFE under Annex 1503030.

145 263 1502000 Facilities Investment

3.2 "Facility Bullets may be ordered in any size and/or quantity up to the cumulative Facility Bullet value.

Individual Facility Bullets shall be invoiced at the actual cost for performance of services. Facility Bullets invoices shall consist of complete labor and material breakdowns detailing hourly rates, hours expended per labor type, material descriptions, material quantity and unit price."

Question: The ELIN Schedule shows Bullets as divided by 12 months. How can they be invoiced at actual cost for the performance? Is there a separate invoice that has to be submitted for bullets?

The Contractor shall invoice on a monthly basis for the Facility Bullets that have been completed during the month.

146 304 Annex 1503030 Integrated Solid Waste Managemen t

3.1.3 "Informational Note: The Contractor shall expect 12 bulky waste pickups per year from Chabelley Air Field."

Questions: What is considered "bulky"? How many cubic yards?

Bulky waste is items that cannot be placed in a dumpster for disposal due to size, shape, weight, etc. There is no cubic yard requirement for bulky waste.

147 115 Annex 0501070 Passenger Terminal and Cargo Handling

2.4 "There will be no Government Furnished Equipment provided. The Contractor shall provide and maintain all equipment necessary to perform services required under this annex."

Question: Will there be GFE available at the start of the contract? How long does the contractor have to provide equipment from date of award?

No. The Contractor shall have all necessary equipment in place at contract start to ensure full performance of services.

148 315 Annex 1503050 Grounds Maintenance

3.4 "The current vehicle barrier ditch is located along the south perimeter of CLDJ and is approximately 9,240 linear feet in length."

Question: Is there a map available showing the area to be maintained?
