2.8.8 Access to Controlle d Informati on
Question: Requesting clarification on the type of investigation for access to CUI. CUI is not a classified marking that requires Secret eligibility, also known as Tier 3 Investigation. CUI by definition Controlled Unclassified Information replaced For Official Use Only (FOUO) designated marking.

285 43 0200000 - Managemen t and Administrati on
2.8.8 Access to Controlle d Informati on
Section 2.8.8 references “trustworthiness” (which is related to Tier 1/NACI). However, SF 86 is part of Tier 3 Investigation, submitted to DCSA via National Background Investigation Services (NBIS) and adjudicated by Defense Counterintelligence and Security Agency (DCSA) Consolidated Adjudicated Services (CAS), not a security manager to determine suitability.
Question. Please confirm that you require a NACI to ensure trustworthiness. Is it a NACI in addition to Tier 3 Investigation?
Please see Amendment 0009 for revised Annex 0200000 Spec Item 2.8.8 and Spec Item
2.8.9 language.
286 43 0200000 - Managemen t and Administrati on
2.8.8 Access to Controlle d Informati on
Para 2.8.8 contains conflicting information related to Tiers, processes, and documents that may be required:
- OF 306 is not required for submission for Tier 3 investigation.
- Tier 1, 2 &4 SF 85 and SF 85P type investigations are submitted by Government Agencies (Not NISP contractors).
- Tier 3 and 5 SF 86 type investigations are submitted by Facility Security Officer (Industry).
- Tier 3 is the investigation required for positions designated as non-critical sensitive and/or requiring eligibility for "L" access or access to Confidential or Secret information.
Question: Will the Government clarify the applicability of the paragraph to the requirements of this contract? Will the Government provide the NAVFAC EURAFCENT process of receiving NACI through the Navy’s Security Manager?
Please see Amendment 0009 for revised Annex 0200000 Spec Item 2.8.8 and Spec Item
2.8.9 language.
287 43 0200000 - Managemen t and Administrati on
2.8.8 Access to Controlle d Informati on
As currently written in para 2.8.8, all employees working on the project will be required to receive a Tier 3 Investigation (Secret clearance). No local national or third country national personnel will have access to the Government systems.
Question: Will the Government confirm that Tier 3 is necessary?
Tier 3 is not necessary for all personnel. Please see Amendment 0009 for revised Annex 0200000 Spec Item
2.8.8 and Spec Item 2.8.9 language.
288 268 Annex 1502000 Facilities Investment
Spec Item 3.3.6
"The Contractor shall maintain, inspect, and test fire protection systems in accordance with UFC 3-601-02 and applicable process steps in BPMS 24.12."
Question: Will the Government provide referenced process in BPMS 24.12?
Please see Amendment 0009 for attached BPMS 24.12.
289 156 Annex 1001000
Spec Item 3.1.1.1
"The Contractor shall account for and maintain security of the inventory of returned PGI pending shipment to the ECRC."
Please see Amendment 0009 for added J-1001000-03 Historical Workload.
Question: Will the Government provide workload data on how much PGI to expect annually? What size and number of containers are expected to be packed monthly?
159 Annex 1001000
Spec Item 3.2.2
"The Contractors shall provide transportation and escort transient personnel to his/her scheduled Destination."
Question: What type equipment is required to perform transient personnel movement?
Any appropriate passenger vehicle.
291 N/A Annex 1002000 Attachment J-1002000- 06 & Annex 0501050 Attachment J-0501050-
N/A Attachment J-1002000-06 lists mail services historical data. In the Total column (LBS) is annotated, indicating that this is not pieces of mail but pounds of US mail. This seems like a massive overstatement of mail. For example, if you were to take the total incoming mail for 2019 and assume 5,000 personnel receive mail, they’d receive over 331 pounds of mail on average for 2019.
Additionally, this data does not appear to properly correlate with Attachment j-0501050-04 which lists the short tons of mail received. From Oct 2021 to Sep 2022 181 short tons of mail were received or 362,000 pounds of mail. However, for the same time period, Attachment J-1002000-06 lists 1,344,297 pounds of mail or 672.15 short tons, which is roughly 3.71 times the quantities listed in J-0001050-
04. Something is incorrect here.
Question: Will the Government correct the data and revise the RFP.
Information provided is only information available. Note:
Air Ops Mail is only one component of mail traffic to and from the installation.
Supply mail services may receive mail from other non-military transport (ship, commercial air, ground, etc.).

This solicitation does not alter current or previous contracts.
The requirements as stated in this solicitation apply to the resulting contract.
