Annex 1503010 Spec Item 3.1, 3.2, Annex 1503020, Spec Item 3.1, 3.2, The ELIN Schedule references multiple customers (e.g., AF, TSS, HOA, NEX, NGA, and DLA) indicating that there’s an expectation that bidders will segregate the workload data provided in the various J tables into prices for each of the various ELINs that represents the indicated customers.

However, there appears to be no rational way to segregate the costs into these various customers.

There’s no indication in the bulk of the J tables, which items belong to which customer unless the data references “CLDJ” which was the previous contract annotation for Camp Lemmonier and is assumed to correspond to CNIC in the current ELIN Schedule. The only time there appears to be a clear indication of which customer is serviced via either PWS or related J tables are Annex 1300000, Annex 1503030, and Annex 170000. Please explain the work share percent for the various customers for all ELINs or revises the PWS, J Tables, or ELIN schedule to allow bidders to comply with the implied requirements.

Please see Amendment 0012 for revised J-tables.

452 153 1001000 3.1, 3.2 PWS states: The Contractor shall provide transportation services to ensure supplies are properly shipped in a safe and timely manner to meet customer needs.

Question: Will the Government provide workload data for Material Management Services;

Transportation Services, Personal gear Issue, Fleet Logistic and Forward Operating Location (FOL) Material Processing, Transient Personnel Movement, and Downrange mail? The information is needed to determine level of effort.

Please see Amendment 0012 for added Attachment J- 1001000-03 Historical Workload Data for available information. The Contractor should also estimate level of effort based on size of installation and previous experience in providing Annex 1001000 Material Management type services.

453 425 I N/A 52.215-17 Waiver of Facilities Capital Cost of Money is included in Section I.

Question: Is it the Government's intent that offerors should not propose FCCM? Or, did you intend to include 52.215-16 whereby offerors may choose to bid or not bid FCCM?

Please see revised Section I.

454 153 Annex 1001000

Spec Item 3

"The Contractor is fully responsible for providing all packing materials, shipping materials, pallets, boxes, wrapping, tape, labels, etc. necessary to perform services under this annex."

Question: What is the expected stock level or min/max to perform this service and storage space availability? Will workload data be provided to properly propose the materials?

Workload data is not available.

Please see Amendment 0012 for added Attachment J- 1001000-03 Historical Workload Data for available level of effort information.

3 - 3.2.3 Annex 1001000 requires freight handling, personal gear issue, inbound freight, cargo inspection, Fleet Logistics and Forward Operating Location (FOL) Material Processing, Fleet Mail, Transient Personnel Movement, and Downrange Mail to all be performed. This entire annex does not provide any historical workload or estimated quantities. The government has indicated this is a fixed price contract, to include the associated ELINS but provides bidders with no information to properly ascertain what the projected workload would be.

This provides the incumbent with an unfair advantage.

Question: Will the Government please either provide the historical and/or projected workload data or make

2.4.1.1 Energy Saving Equipme nt Complia nce.

The paragraph states, "As part of Contractor's mobilization, the Contractor shall replace any non- Energy Star Efficient products and any energy inefficient equipment…". It further states, "…The Contractor shall complete replacement of all non-energy efficient equipment with compliant equipment within the Base Year contract period."

In order to effectively estimate the number of items (by type) are needed to meet this requirement, will the government provide a current list of those that do not meet the requirement?

List of equipment in Contractor's compounds that are non-energy efficient is not available. It is estimated that replacement of approximately 325 non-energy efficient AC units will occur during the base year.

457 113 0501070 – Passenger Terminal & Cargo Handling Operations

2.2 Personne l Force Augment ation.

This paragraph added a Force Augmentation section.

It states, "...During periods that may warrant, the Government reserves the right to insert any necessary personnel to augment Contractor operations...The Contractor shall cooperate with augmentees and render any assistance necessary (as directed by the ICO) to ensure there is no degradation of services, to include but not limited to the use of Contractor-Furnished Equipment...When defects are noted, the cause will be evaluated. Only defects that are clearly the sole responsibility of Contractor personnel will be documented as deficient Contractor performance. The Contractor shall not be held accountable for any defect if the responsibility cannot be readily determined."

Will the government provide compensation to the Contractor if in the execution of this requirement government personnel are found to be at fault for any damage occurred while using Contractor-Furnished Equipment?

Any damage to Contractor Furnished Equipment by Government personnel shall immediately be brought to the attention of the Contracting Officer and will be handled on a case-by-case basis.

458 153 1001000 – Material Managemen t

Recurrin g Work.

The paragraph states, "The Contractor is fully responsible for providing all packing materials, shipping materials, pallets, boxes, wrapping, tape, labels, etc. necessary to perform services under this annex."

This is a change from the previous contract. What is the historical workload regarding number of lines of items (broken down by class of supply) in the warehouses and can the government provide an estimate of packaging materials required per year?

Please see Amendment 0012 for added Attachment J- 1001000-03 Historical Workload Data for available information in estimating packing materials required.

If the incumbent contractor elects to demobilize the facilities, what is its timeline for doing so? When must it start demobilization? When must it complete demobilization? NOTE: This information is very important because Spec. 2.4.1 suggests that the demobilization must be started or completed by the date the current contract is terminated, but the solicitation indicates that phase-in must be completed before the current contract terminates.

Factor 2, Technica l/ Manage ment Approac h

The Section L Factor 2 instructions do not appear to correspond to the Section M Factor 2 evaluation criteria.

Section L states we should respond "by providing a narrative that addresses each of the annexes listed below". Section M states, “The Government will evaluate the extent to which the offeror's approach demonstrates adequate staffing for each of the annexes mentioned above, and demonstrates a reasonable understanding of the requirements and labor skills needed to successfully perform. Offerors who propose staffing without a logical explanation of how it will be able to perform at its proposed staffing level may be rated less favorably or found unacceptable, depending on the risk assessment.”

a) Is the Government only evaluating content about staffing in the Technical response even though many other approach topics were required?

b) Please explain what "staffing levels" and staffing "logical explanations" are required in Section L Factor 2 to meet this evaluation?

mend ment +000 3.pdf, 22, 27

L.3, M.2 Factor 2 There is a potential misalignment between the requirements outlined in Section L and the corresponding evaluation criteria in Section M.

Specifically, Section L requests a discussion of technical approaches with limited/no explicit guidance regarding staffing considerations.

However, the "Basis of Evaluation" provided in Section M places significant emphasis on adequate staffing for each annex and a reasonable understanding of the requirements and labor skills.

Furthermore, the PWS requirement mandating employment of 1087 LNs as well as J-0200000-11 Historical_HCN_Labor_Rates.pdf (providing type/class/specialization of LNs) further restricts the flexibility of offerors to propose innovative staffing solutions.

Question: Given that all technical factors are equally important to the performance confidence rating, it is imperative for offerors to fully understand how their proposed technical/management approach will be evaluated against the criteria outlined in Section M.

Therefore, we kindly request clarification or alignment between the expectations set forth in Section L and the corresponding evaluation criteria

Please see Sections L and M.

in Section M. Ensuring clarity and consistency between these sections will enable offerors to tailor their proposals effectively to meet the requirements of the solicitation and contribute to a fair and transparent evaluation process.

Further, would the Government align section L and M requirements to help contractors meet compliance requirements.
