DEFINITIONS AND ACRONYMS
Definition/Acronym Description Customer Average Interruption Duration Index (CAIDI)
Customer average interruption duration in minutes per year. The electrical reliability benchmark is 60 minutes per year.
Equipment, Collateral Encompasses built-in and large substantially affixed equipment/property that is normally acquired and installed as part of a facility project.
Equipment, Installed Encompasses building-type equipment, built-in equipment, and large, substantially affixed equipment/property, and is normally acquired and installed as part of a facility project. Installed equipment is normally required to make a facility useful and operable. Removing such equipment would impair the usefulness, safety, or environment of the facility or the facility restoration work required after its removal, is substantial.
Equipment, Personal Property Personal property equipment includes all equipment other than collateral equipment. Such equipment, when acquired and used in a facility or a test apparatus, can be severed and removed after erection or installation without substantial loss of value or damage thereto or to the premises where installed.
Facilities Life Cycle A facilities life cycle is divided into four stages, requirements (planning and design), acquisition (construction and acceptance), stewardship (operations, maintenance and repair), and disposal.
Facilities Maintenance Management
The planning, prioritizing, organizing, controlling, reporting, evaluating, and adjusting of facilities maintenance operations to support the CNO/NAVFAC facilities policy and objectives and satisfy customers’ facility needs. Defined by the International Facility Management Association as “the practice of coordinating the physical workplace with the people and work of the organization.”
Facility Related Control System Facility-related control systems are a subset of control systems that are used to monitor and control equipment and systems related to DoD real property facilities (e.g., building control systems, utility control systems, electronic security systems, and fire and life safety systems).
High Voltage Transmission
Transmission of electrical loads greater than 69 kilovolts (KV).
Industrial Control System Most specifically a control system which controls an industrial process.
Sometimes also used to refer to other types of control systems, particularly utility control systems such as electrical, gas, or water distribution systems. ICS includes PLCs, field sensors, field actuators, meters, transducers, relays, protection relays, contactors, electrical current, potential transformers, etc.
Integrated Maintenance Plan IMP is a recurring state-of-the-art, reliability-centered inspection, testing, maintenance and repair program that determines best practices for managing the functions and consequences of failures of facilities equipment and system components. IMP encompasses accepted commercial practices, including reactive, preventive, predictive and proactive maintenance, into one optimal program. The IMP approach gives the Contractor full responsibility to maintain systems and equipment and perform repairs whenever necessary to ensure equipment and systems are operational and remain in a constant state of readiness.
Life-Cycle Costs A form of economic analysis that considers the total cost of owning, operating, and maintaining a building or system over its useful life.
Low Voltage Distribution
Distribution of electrical loads less than or equal to 600 volts (V).
Medium Voltage Distribution Distribution of electrical loads ranging from greater than 600 V up to and including 69 KV.
NEC National Electrical Code NFPA National Fire Protection Association Repair Repair is the restoration of facilities or equipment to such a condition that it may be effectively utilized for its designated purposes by overhaul, reconstruction, or replacement of constituent parts or materials which have deteriorated by action of the elements or usage, and which have not been corrected through maintenance. This term also applies to replacement of the entire unit or system if beyond economical repair. The intent of repair is to have the equipment at normal working condition.
Replacement Replacement, as a distinct work element, is confined to a program of planned replacement of a facility or its components. It may be further limited to major components such as air conditioning compressors, furnaces or hot water heaters. Replacement is performed when the equipment has reached the end of its useful life; when it no longer can perform due to degradation of its internal components and repair is no longer cost effective. Included under the replacement would be the major rebuilding of any component, since rebuilding also restores performance.
Restoration Restoration of real property to such a condition that it can be used for its intended purpose. Includes repair or replacement work to restore facilities damaged by inadequate sustainment, excessive age, natural disaster, fire, accident or other causes.
Sustainment Maintenance and repair activities necessary to keep a typical inventory of facilities in “normal working condition”. Sustainment includes regularly scheduled maintenance as well as cyclical major repairs or replacement of components that occur periodically over the expected service life of the facilities.
System Average Interruption Duration Index (SAIDI)
Average outage duration in minutes per year. The electrical reliability benchmark is 120 minutes per year.
System Average Frequency Interruption Index (SAIFI)
Average interruption frequency of occurrence per year. The electrical reliability benchmark is two (02) occurrence per year.
SCADA A version of telemetry commonly used in wide-area industrial applications, such as electrical power generation and distribution and water distribution, which includes supervisory control of remote stations as well as data acquisition from those stations over a bidirectional communications link.

ELECTRICAL POWER GENERATION AND DISTRIBUTION SYSTEM DESCRIPTION
General Information: The Camp Lemonier electrical power generation and distribution system consists of 20 high speed diesel generators located in two separate power plants (PPII and PPIII). Each power plant has its own distribution switchgear and is interconnected to the other power plant. There is a total of 23 separate high voltage feeders servicing 24 substations and 34 Ring Main Units (RMU). The distribution system consists of more than 30 miles of high voltage cabling, 24 substations, 34 Ring Main Units (RMU), 21 high voltage switches, and 92 transformers.
Power Plant TWO (PPII): PPII consists of eight high speed Caterpillar (CAT) diesel generators labeled as Gen 13 through 20 from south to north, eight step-up transformers and two 11KW distribution switchgear buildings.
These generators generate 380V 50hz 3 phase power, each generator is equipped with a neutral grounding reactor and transformer bringing the power from 380V 50hz (generation voltage) to 11,000V 50hz (distribution voltage) and is connected to the generator switchgear (bldg. 601) where the power is distributed to the main distribution switchgear (PPIIA).
Power Plant THREE (PPIII): PPIII consists of 12 high speed generators labeled as Gen 1 through 12, eight Cummins and 4 CAT, 12 step-up transformers and a single 11kV distribution switchgear building. The CAT generators generate 11KV 50hz 3 phase power, and the Cummins generators generate 3.3KV 50hz 3 phase power, each generator is equipped with a neutral grounding reactor and transformer bringing the power from 11KV or 3.3KV 50hz (generation voltage) to 11,000V 50hz (distribution voltage) and is connected to the PPIII switchgear where the power is distributed to the main distribution switchgear (PPIIA) or through any one of the 6 feeders within the PPIII switchgear. PPIII switchgear is divided into two separate BUSes designated BUS A and BUS B.
Main Distribution Switchgear (PPIIA): PPIIA is an 11kV power distribution switchgear equipped with 17 distribution Feeders. PPIIA is connected to both generation switchgears (PPII and PPIII) with redundant Electrical Ties (ET)(s) each generation switchgear has two ETs connections to PPIIA.
Electrical Distribution: The electrical distribution system on Camp is 11kV and consists of 23 separate high voltage feeders, more than 30 miles of high voltage cabling, 24 substations, 34 Ring Main Units (RMU), 21 high voltage switches, and 92 transformers ranging from 200kVA to 3000kVA. The user voltage around Camp is 220/380V 3 phase 50hz or 120/208V 3 phase 50hz.
Plant Control (SCADA and ICS): The CLDJ power generation’s system is operated and monitored with a state of the art Supervisory Control And Data Acquisition (SCADA) system that monitors the power plant’s Industrial Control System (ICS). The ICS consists of a series of Woodward tm Digital Synchronization Logic Controller’s (DSLC)(s) and Master Synchronization Logic Controller’s (MSLC)(s). The DSLCs communicate with the onboard generator controllers and provide real-time inputs for load sharing and operation. The MSLCs monitor each BUS and provide master control inputs to the DLSCs to properly load share between the BUSes and power plants.
The entire system is monitored with the SCADA system that collects data from the generators, DSLCs, MSLCs and feeder protection relays and displays the information on any of eight operator Human Machine Interface (HMI) terminals within PPII, PPIIA, and PPIII switchgear buildings. The entire power production system can be operated from any one of the HMIs independently of the others.
