About this file

This amendment modifies the solicitation for base operations support services at Naval Support Activity Northwest Annex in Chesapeake, Virginia. The services required include facility investment, custodial services, pest management, solid waste management, grounds maintenance, roads and grounds, utilities operations and maintenance. The amendment provides responses to contractor questions, revises attachments including specifications, price sheets and inventories, and disseminates other information to offerors. Key details addressed include clarifying labor categories and duties, confirming government-furnished materials such as fuel, defining evaluation criteria, and correcting references in various attachments. The modified documents provide additional details needed for offerors to fully understand the requirements and prepare responsive proposals for the solicitation.

Section F Rows 15 and 16 According to Section F, the Contractor's Work Plan and Planned Pesticide Use Sheets are required to be submitted "with the proposal." Neither of these requirements are listed in Sections L or M. Additionally, such requirements will exceed the 40 page limit. Please clarify.

Section F Annex 1503020 has been revised. See Attachment Section F (Amendment 0010).

221 269 L.6 Tab I iii The Government requests three signed credit references from "your firm." If the offeror is a joint venture are these references from the JV itself, or from either partner in the JV? Please clarify

Please see response to RFI number 218.

222 75 1502000 – Facility Investment

3.1.1 This paragraph states that

emergencies require a response at the location within 15 minutes of receipt. Is this a 24/7 requirement? If so, can it bet met by the 24/7 crews required (fire safety operators per 3.3.1, etc.), regardless of the type of emergency? Please clarify.

Yes, however the Contractor shall meet the requirements per all Spec.

Items for all technical annexes.

225 92 1502000 – Facility Investment

3.4.10 This paragraph states "The

Contractor shall maintain grey water systems in accordance with manufacturers and OEM standards." it is our understanding that the grey water system did not function from day 1 at the brig. What is the level of the system's functionality now?

Please clarify.

The grey water system does function properly, however the population in the facility does not allow the system to function as designed. Currently the system is maintained to ensure it operates correctly if and when the system may be needed at full capacity.

226 94 1502000 – Facility Investment

3.5.1 It is our understanding that up to

five years ago, Davis Bacon wage rates were required for this work. Is this still the case? Please clarify.

Updated SCA and DBA wage determinations, Attachments J- 0200000-02-01 and J-0200000-02 respectively, will be provided with the final amendment.

228 196 1605000 - Steam and Pre- Proposal Conference Tab 18

3.2 This paragraph gives the

repair/replacement threshold as $10,000. Attachment J-1502000- 16 shows several projects being in progress. Will the $10,000 threshold include unfinished work by the previous contractor when the new contractor comes on board? If so, can the Government please quantify how much work is in-progress or pending, as this presents a significant liability if needed work has not been accomplished.

Given that the Pre-Proposal Conference document states “Be prepared to perform the work as stated in the performance work statement at the price that you propose,” and that we should not expect to re-negotiate prices, this is a matter of serious concern.

Since a base the size of Chesapeake NSA could have hundreds of thousands of dollars in such maintenance to be done, without such information, the offerors will raise their prices to cover the uncertainty. Please clarify.

The list of work shown in Attachment J-1502000-16 is a list of historical work load, not a list of work that is not completed. The Contractor is responsible for repairs up to the liability limits that are established throughout the PWS. Amounts exceeding the liability limits will be handled by task order, service orders or project work as required.

229 65, 79, 170, 196, and Tab

1501000, 1502000, 1605000, 1601000, and Pre-Proposal Conference

3.3, 3.2.2, 3.5 3.2

These paragraphs give a repair/replacement threshold as $10,000. Will this requirement be used by the Government to cover deferred maintenance projects?

Some of these paragraphs have corresponding ELINs for some customers, but not for all. Even where there are ELINs, the contractor will have to estimate how much is the over and above amount. Given that the Pre- Proposal Conference document states “Be prepared to perform the work as stated in the performance work statement at the price that you propose,” and that we should not expect to re-negotiate prices, this is a matter of serious concern. Since a base the size of Chesapeake NSA could have hundreds of thousands of dollars in such maintenance to be done, and not all customers have ELINs by which these work orders can be priced, without such information, the offerors will raise their prices to cover the uncertainty.

Amendment 04 cut similar language from 1601000, paragraph 3.2.2, and the corresponding ELINs, so perhaps these paragraphs should be cut also. Please clarify.

The liability limit of $10,000 applies to upgrading the existing control systems software as required to ensure the Government has the most current version to operate the systems efficiently. The liability limit is an aggregate amount that applies to all systems for a total of $10,000. All repair work is performed in the appropriate Technical Annex, not in Annexes 1501000 and 1601000.

230 J 1601000 Amend 4

A001AA The ELIN input Sheet references Spec. Item 3.1.1. Should this be 3.2.1?

The ELINS were revised to correct Spec. Item references. See J- 0200000-18 (Amendment 0008).

231 J 1601000 Amend 4

A001AB The ELIN input Sheet references Spec. Item 3.1.2. Should this be 3.2.2?

The ELINS were revised to correct Spec. Item references. See J- 0200000-18 (Amendment 0008).

232 J 1601000 Amend 4

A001AC The ELIN input Sheet references Spec. Item 3.2. Should this be 3.3?

The ELINS were revised to correct Spec. Item references. See J- 0200000-18 (Amendment 0008).

233 77 1502000 3.2 Pricing input on the ELIN sheet x002AD, x002AE and 002AF request pricing quantity of twelve

(12) Months. How many Project Work Orders of each level is to be estimated per month?

See Attachment J-1502000-05 as amended via J-1502000 (Amendment 0008).

235 79 1502000 3.3 This Spec Item states that there is a liability of $2,500.00 per occurrence for incidental repairs.

Yet spec item 3.3.4 states that there is a $500.00 liability for the sump pumps. Will the government clarify what the liability limit is for repairs needed that are found during preventative maintenance?

The Contractor's limit of liability for sump pumps is $500. See Section C, Annex 1502000, Spec Item 3.3 as amended via Amendment 0008.

238 81 J-1502000 3.3.1 The inventory for NSCF is listed to be J-1502000-07 there is however no inventory provided.

There is an inventory for this equipment under an IMP rather than a PM included in J- 1502000-09. Should line item x027AD be populated with the IMP inventory?

There is no inventory for PM of HVAC for NSCF. See J-0200000-18 (Amendment 0008).

239 N/A J-1502000-17 01 & 12 There are two (2) inventories for the NGIS site. Are both of these inventories to be used to populate x042AH?

Attachment J-1502000-17 was revised. See attachment J-1502000 (Amendment 0008).

240 90 J-1502000 3.4.6 The inventory provided provides the information for exterior lights only, yet this spec item states in the Related Item column that the contractor is responsible for interior and exterior lights for the ELIN x002AU. Will the government provide clarification for this requirement?

Attachment J-1502000-17 was revised. See attachment J-1502000 (Amendment 0008).

241 N/A J-1502000 24-06 There is an inventory provided for COMMCOM but there does not appear to be a line item on the bid schedule to provide pricing. Does the government intend not to price the lighting for this site?

Attachment J-1502000-24 has been revised. See attachment J-1502000 (Amendment 0008).

245 RW

tabs

J-0200000-18 The Government has not filled in any of the formulas on the recurring work tabs of the price sheet. Respectfully request that the Government do so, particularly for the spec sub-totals, in case the offeror misunderstands the Government's intent for what goes into a total or sub-total formula.

The Government will not provide formulas and it is unnecessary for offerors to input subtotals.

246 RW

253 J-1502000-12 J-1502000-13 states, “Systems approach emphasizes the interdependence and interactive nature of elements within and external to equipment systems.

Systems include all major components and terminate at the point of delivery to include all mechanically and electrically interlocked ancillary parts, equipment, and components.

Systems typically include items not normally included in an inventory listing, such as, controls, wheels, drive chains, pulleys, gears, fence fabric/frames, hinges, locking devices electrical disconnects, instrumentation systems, monitoring, control panels/systems, initiating devices, detectors, sensors, batteries, notification appliances, alarm devices, connections, gauges, electric motors and engines (i.e. generators/pumps), fuses etc." Typically larger items of generators would be listed as standalone items, can the government please define the system approach in a more specific definition?

The intent of the systems approach is to consider all components as one complete system instead of considering a collection of individual components, each of which is specifically listed.
