About this file
This document package includes an amendment to a technical file related to a water treatment plant and distribution system, along with details of a corresponding federal contract solicitation.
The technical file amendment provides descriptions and inventories of assets including wells, water treatment plants, storage tanks, distribution pipes, valves, pumps, meters, and chemical usage. It outlines the water treatment process involving two plants that draw from separate well fields, utilize potassium permanganate and greensand filtration, and distribute treated water. The associated solicitation seeks base operations support services including operation and maintenance of the described water system assets. Responses are due by a specified date, with work to commence in October 2019 and continue for an initial period of one year. The Navy seeks services for the Naval Support Activity Northwest Annex located in Chesapeake, Virginia.

WATER TREATMENT PLANT AND DISTRIBUTION SYSTEM DESCRIPTION AND INVENTORY
Process Overview
Nine active pump house wells located in two separate well fields provide raw water to two water treatment plants (WTPs) which tie into a single distribution system to provide the independent potable water supply for NSA Northwest Annex. WTP No. 1, located at Building 339, was constructed in 1987 and WTP No. 2, located at Building 367, was constructed in 1992. The original distribution system was installed in the 1950s.
Raw Water Wells
Building 339 WTP is supplied by a field of five pump house wells providing a combined raw water flow rate of approximately 160 gallons per minute. Building 367 WTP is supplied by a field of three pump house wells providing a combined raw water flow rate of approximately 140 gallons per minute. Raw water from either well field can be treated at one or both plants linked by a raw water transfer line installed in 1999; however, due to the significant difference in raw water chemistry between well fields serving Building 339 and Building 367 WTPs, it is not recommended that either WTP be supplied from both well fields simultaneously under normal conditions, since an adjustment in the potassium permanganate feed rate depending on selected well combination would be required.
Water Treatment Plants
WTP No. 1, Building 339, raw water iron and manganese removal is accomplished through potassium permanganate greensand filtration with the addition of soda ash. Raw water is injected with potassium permanganate, which then passes through three manganese greensand filters, then stored in a 10,000 gallon ground storage tank. Water from the ground tank is pumped into the 100,000 gallon elevated storage tank for distribution. Sodium hypochlorite is added as a disinfectant before water is introduced into the distribution system. The current process of hypochlorite injection via metering pump is timed with pump run when filling the elevated storage tank/distribution system.
Design capacity of the two high service pumps is 228,000 gallons per day. Design capacity of WTP No. 1 is 259,000 gallons per day. There is no PLC/SCADA system at WTP No. 1.
WTP No. 2, Building 367, raw water iron and manganese removal is accomplished through potassium permanganate greensand filtration. Raw water is injected with potassium permanganate, which then passes through the three manganese greensand filters, then stored in a 100,000 gallon ground storage tank. Water from the ground tank is pumped into the 100,000 gallon elevated storage tank for distribution. Sodium hypochlorite is added as a disinfectant before water is introduced into the ground storage tank /distribution system. Design capacity of the two high service pumps is 205,000 gallons per day. Design capacity of the WTP No. 2 is 259,000 gallons per day. WTP No. 2 is controlled by a PLC/SCADA interconnected PC. The SCADA system controls flow rates, filter backwash cycles, pumps, chemical feed rates, alarm signals, and operates the overall main equipment plant operation.
Potable Water Distribution System
Potable water distribution system shall be the Contractor’s responsibility up to the five-foot mark outside of building exteriors.
