L.3 REQUEST FOR PROPOSAL (RFP) FILES

Solicitations are posted to the Navy Electronic Commerce Online (NECO) website. By necessity, these files are protected to prevent unauthorized editing. The Contract Specialist will post the RFP files to NECO (www.neco.navy.mil) and Federal Business Opportunities (www.fbo.gov). Offerors are advised to check both of the aforementioned websites on a regular basis, as technological difficulties sometimes prevent the Government from simultaneously uploading to both sites.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the NECO website.

L.4 GENERAL PROPOSAL REQUIREMENTS

a. General Information: The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2:

Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

b. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.

Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

c. The signature of the Offeror provided in Box 17 of the SF33 indicates offerors agreement, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Technical Approach/Management Approach Factor 3 – Safety

Factor 4 – Small Business Utilization Factor 5 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is as follows: Factors 1, 2, 3 and 4 are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment, Factor 5. When the proposal is evaluated as a whole, Factors 1, 2, 3 and 4 and Factor 5 – Past Performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

L.6 PRICE AND NON-PRICE PROPOSAL SUBMITTAL REQUIREMENTS

This information allows the verification of your firm’s possession of the required security clearances. In order to be eligible for award, your firm must possess a Top Secret Facility Clearance.

a. CAGE Code information and Facility Address so that the NAVFAC Atlantic Security Office can confirm that the Offeror meets the required Facility Clearance and Safeguarding capability for this solicitation.

*NOTES:

i. Pricing data (Section B CLINS and Exhibit Line Item Numbers (ELINS) spreadsheet (Attachment J- 020000-17) shall be submitted in hard copy and in Excel format (Microsoft Office Version 2010 compatible) on a CD-ROM. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.

ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an offeror does not round ELIN unit prices to two (2) decimal places then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes. [Note: Currency format in all Excel document cells is required].

iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00”. If an offeror proposes a unit price less than $0.01, but higher than “$0.00”, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.

iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price; although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph.

v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J-0200000-17) and the Section B CLIN pricing (Attachment J-3 – Section B, Supplies or Services and Prices), the hard copy Section J ELIN pricing will be held to be the intended offer.

vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.

vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.

(b) Non-price Factors:

Non-Price Submittal Requirements: Submit one (1) original and three (3) copies of the non-price proposal in three-ring binders, clearly marked as the non-price proposal (Volume 2: Non-Price Proposal) and tabbed appropriately. Non-price proposals shall be submitted on 8 ½” x 11” size paper with a font no smaller than 10 point.

In addition to providing hard copies of the non-price proposal, Offerors shall provide one (1) electronic copy of the non-price proposal on a non-rewriteable CD. Failure to provide an electronic copy may be cause to render the offeror non-responsive. The non-price proposal shall not exceed 60 single-sided or 30 double-sided pages. Pages exceeding the 60 single-sided/30 double-sided page limitation shall not be evaluated. Note: The page limit count does not include the following: Blank tab dividers and cover pages (including Tab A and Tab B data), Attachment J.5– Full Time Equivalent (FTE) worksheets, Attachment J.7- Small Business Subcontracting Record, Attachment J.8- Small Business Participation and Commitment Strategy, J.9- Small Business Subcontracting Plan, commitment letters from team members or Joint Venture agreements, Past Performance Questionnaires (PPQs), CPARS, and Performance Recognition Documents. Only the organization chart may be presented on 11” x 17” size paper. Each copy of the non-price proposal shall include a separate tab for each item specified below:

Tab A – Offerors shall include a cover page that provides: name and address of the prime contractor, DUNS number, Cage Code and the name, title, email, phone and fax number of two (2) authorized representatives.

i. Provide a listing of the team members’ corporate name (no abbreviations), address, point of contact, phone number, DUNS Number, and CAGE Code.

ii. Submit a signed letter of commitment from the team members. The commitment letter shall clearly identify the expected relationship, role and responsibility of the team member.

iii. If proposing as a Joint Venture, provide the DUNS Number and CAGE Code of the Joint Venture entity and a copy of the signed Joint Venture Agreement.

Tab C – Non-Price Factors (Volume 2)

If the offeror is a Joint Venture, relevant projects completed by the Joint Venture entity should be submitted.

If the Joint Venture does not have such experience, relevant experience shall be submitted for each Joint Venture partner. JV Offerors are still limited to a total of five (5) recent and relevant contracts.

If the Offeror uses a proposed subcontractor(s) to demonstrate corporate experience, the offeror must: provide a letter of commitment from the subcontractor and the subcontractor's DUNS number if available, and demonstrate how the proposed subcontractor will use that corporate experience in the performance of the contract. Offerors are still limited to a total of five (5) recent and relevant contracts.

EMR, DART and TRC Rates shall not be submitted for subcontractors.)

(1) Experience Modification Rate (EMR): Include three previous complete calendar years’ worth of data (CY2015, 2016 and 2017). This rate compares company’s annual losses in insurance claims against its policy premiums. The Offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the offeror has no EMR or premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of the factor submission.

(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: Submit three previous complete calendar years’ worth of data (CY2015, 2016 and 2017). If an Offeror cannot submit an OSHA DART rate, for any year, affirmatively state so and an explanation must be provided. Additionally, describe the methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The technical approach to safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.

(4) Factor 4 - Small Business Utilization:

This Factor assesses both the historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategy.

(i) Solicitation Submittal Requirements:

a. Achievements: All offerors shall provide a narrative (limited to two (2) single-sided pages or one (1) double-sided page) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. In support of and in addition to narrative submissions:

(1) Small Business Achievement Record, Attachment D: All offerors (SBs and other than SBs) shall submit small business subcontracting information associated with each project cited under the Corporate Experience Factor whether performed as a prime or subcontractor. This information is required regardless of whether a subcontracting plan was incorporated into the contract award. This information shall be provided in the format provided in Attachment J-7- Small Business Subcontracting Record. If projects submitted under Corporate Experience were task orders, the small business participation achievements should be specific to the task order, not the contract. If a project cited under the Corporate Experience Factor was not performed by the offeror as a prime or subcontractor (i.e. the offeror is utilizing experience of subcontractor to fulfill Corporate Experience), Attachment J-7 is not required. The proposal shall include an explanation for any project that does not require Attachment J-7. Offerors shall provide explanations for contracts or task orders that were performed exclusively overseas or did not include opportunities for subcontracting (100% self-performed).

(2) ISRs or Similar Reports: Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the Corporate Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts. If the contract did not require an ISR or similar report, the offeror should advise accordingly. When not specifically addressed in the ISR or similar report, offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans. Acknowledging a goal was missed is not the same as providing an explanation for why a goal was missed.

Notes: The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.

Offerors utilizing achievements information of key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the offeror is a new joint venture, partnership or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.

Failure to provide the narrative summary, Small Business Subcontracting Records, ISRs or similar reports, or any other requested information must be fully explained; failure to provide an adequate explanation and may negatively impact your evaluation.

b. Small Business Participation and Commitment: A Small Business Participation and Commitment document specifies the offerors level of commitment to small business utilization in performance of this requirement. A Small Business Participation and Commitment Strategy is required from all offerors,

(1) Small Business Participation and Commitment Strategy, Attachment J-8: All offerors shall submit a small business participation and commitment strategy document, utilizing Attachment J-8., Small Business Participation and Commitment Strategy.

The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value.

Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment J-8 consistent with efficient contract performance.

(2) Narrative: All offerors shall provide a supplemental narrative (limited to three (3) single-sided pages).

The narrative shall explain how proposed participation rates were established (including methodology used to develop the proposed rates).

The narrative shall also identify, in terms of dollar value and percentage of the total acquisition, the extent of work the offeror will self-perform as the prime contractor. If submitting an offer as a joint venture, identify the percentage of work each member will be responsible for and indicate the size status of each member (e.g. small business, woman-owned small business, other than small business).

Offerors shall also describe binding agreements with subcontractors and post award roles for execution.

The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.

Note: (1) The small business participation and commitment strategies evaluated under this factor do not replace small business subcontracting plans. Offerors representing as other than small businesses must submit acceptable small business subcontracting plans using the SBSP (Attachment J-9) in order to be eligible for award (FAR 19.702(a)(1)). See the SMALL BUSINESS SUBCONTRACTING PLAN section of INSTRUCTIONS TO OFFERORS for subcontracting plan submission requirements.

(5) Factor 5 - Past Performance:

Solicitation Submittal Requirements: Submit a completed CPARS evaluation for each project submitted under Factor 1, Corporate Experience. If there is not a completed CPARS evaluation, the Past Performance

Questionnaire (PPQ) included in the solicitation is provided for the Offeror or its team members to submit to the client for each contract the Offeror includes in its proposal for Factor 1 – Corporate Experience. AN OFFEROR

SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact for each project. Completed PPQs should be submitted with your proposal.

If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment J-6), which will provide contract and client information for the respective contract(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Matthew Lewis, via email at matthew.r.lewis@navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

In addition to the above, the Government may, but is not obligated to, review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment J-6.

L.7 DISPOSITION OF PROPOSALS

Proposals from unsuccessful offerors will not be returned to the offeror, but shall be destroyed by the Contracting Officer. No certificate of destruction will be issued.
