About this file

This document provides an amendment to a solicitation for Base Operations Support (BOS) services. The amendment extends the proposal due date from September 26, 2018 to October 18, 2018. It also adds additional documents to Sections J and L of the solicitation, including a site visit presentation and attendee list. The amendment clarifies that pricing data shall be provided in hard copy and Microsoft Excel format. It also extends the deadline for submission of pre-award inquiries from September 11, 2018 to September 28, 2018. The solicitation seeks proposals for a single-award IDIQ contract to provide BOS services at Naval and Defense Intelligence Agency facilities in Washington DC, Virginia, and Maryland. Services include general information, management and administration, supply, facility investment, facility management, custodial services, pest control, integrated solid waste management, grounds maintenance, landscaping, pavement clearance, utility management, chiller plant, and transportation services. The anticipated period of performance is one base year with four one-year options. The Naval Facilities Engineering Command Atlantic is listed as the issuing command.

The document provides an amendment to the solicitation extending deadlines and adding documents. It seeks proposals for a single-award IDIQ contract to provide various BOS services at specified government facilities over a potential five-year period of performance.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the NECO website.

L.4 GENERAL PROPOSAL REQUIREMENTS

a. General Information: The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2:

Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

b. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.

Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

c. The signature of the Offeror provided in Box 17 of the SF33 indicates offerors agreement, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Technical Approach/Management Approach Factor 3 – Safety

Factor 4 – Small Business Utilization Factor 5 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is as follows: Factors 1, 2, 3 and 4 are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment, Factor 5. When the proposal is evaluated as a whole, Factors 1, 2, 3 and 4 and Factor 5 – Past Performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

iv. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the extended total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLIN/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price; although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph.

v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J-0200000-17) and the Section B CLIN pricing (Attachment J-3 – Section B, Supplies or Services and Prices), the hard copy Section J ELIN pricing will be held to be the intended offer.
