SILVERDALE WA 98315 1101
NBK-Bremerton Terrestrial LTM and O&M
INTRODUCTION
NAVFAC NW is acquiring environmental services for the purpose of fulfilling the Long Term Monitoring (LTM) requirements, remedy inspections and remedy improvements at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Naval Base Kitsap at Bremerton, and Fleet & Industrial Supply Center Puget Sound (FISC) at Bremerton Washington. The area occupied by these Navy commands is hereafter collectively referred to as Naval Base Kitsap at Bremerton (NBK-Brem). The goal of the LTM phase of the Navy’s IR Program for NBK-Brem is to ensure that all program remedies stay protective through monitoring, institutional controls inspections, and maintenance.
BACKGROUND
Naval Base Kitsap at Bremerton has six operable units (OU): OU A, OU B Marine, OU B Terrestrial, OU C, OU D (Harborside Fountain Park), and OU Naval Supply Center (OU NSC). NBK-Brem also has a Petroleum Management Plan (PMP) (Reference 1) with coverage across portions of the entire complex. Operable Unit D (OU D) was formerly part of NBK-Brem, but has been transferred to the City of Bremerton Washington by quit claim deed, which includes Land Use Controls (LUC) applicable to any party using and/or modifying this property in any manner. Formal agreements are in place so that the City of Bremerton completes the annual Land Use Control Inspections at OU D. The shoreline of OU D was incorporated into OU B Terrestrial (OU B T) for monitoring purposes. Monitoring Well (MW) LTMP-5 (724) is the designate point of compliance for OU D groundwater monitoring. All six OUs are post-Record of Decision (ROD) since May 2005 and all have Remedies in Place (RIP).
OBJECTIVE
The objective of this task order is to continue with the required monitoring of NBK-Brem Long-Term Monitoring (LTM) and institutional and land use control inspection requirements as outlined in the RODs and the updated Petroleum Management Plan (Reference 1). The work for this task order shall incorporate information from the updated Operation and Maintenance Plan (O&M) and Institutional Control (IC) Plan (Reference 2). This task order shall also update previously completed documents such as Uniform Federal Policy Sampling and Analysis Plan (UFP SAP) (Reference 3), Accident Prevention Plans/Site Safety and Health Plans (Reference 4), the LTM, Inspection, and Improvement Plan (Reference 5), Data Summary and Trend Analysis Report (Reference 6), and Remedy Inspection Report (Reference 7). The Contractor shall also assist the Navy in completing remedy improvements and maintenance, providing well installation/repair as needed, and producing reports and data submittals as indicated within. An update of the LTM, Inspection, and Improvement Plan shall include updates from the previous Trend Analysis report, recommendations from the Five Year Review (Reference 8), guidance from the Remedial Project Manager (RPM), lessons learned, consideration of data, inclusion of other supported monitoring needs, optimization reports, consideration of past descriptive reports, and strategy for insuring requirements, objectives, and needs are achieved amid the typical work environment on this site.

The contractor shall be responsible for subcontractor bid adequacy. It is expected that the contractor will provide adequate insight to any subcontractor in preparing for work on NBK-Brem.
Task 1 Project Management Provide project management for the duration of this project. The project is estimated to last for 15 months. The work included in this task is intended to cover all administrative and management efforts for the entire SLIN. This task will include one meeting (PreCON/MUM).
The contractor’s proposed work schedule shall be part of the proposal. The work schedule shall be regularly updated and provided to the RPM in native format (MS Project). Invoices shall include task percents complete in a format similar to the work schedule.
1 x PreCON/MUM Meeting
The contractor shall deliver draft and final plans and reports directly to the regulators and stakeholders after the Navy conducts a final review of the “redline” version of the plan or report and agrees the documents are ready for delivery. This excludes internal draft plans and reports and excludes the Accident Prevention Plan and Site Safety and Health Plan (APP/SSHP) and the Non-LTM plans and reports which are for delivery to the Navy only.
Task 2 Project Plans, Project Reports, and Meetings The contractor shall update all NBK-Brem OU project plans as indicated in Subtasks 2.1 – 2.3. Project reports have been indicated in Subtasks 2.4 and 2.5. Note the Deliverable Schedule describes the number of iterations for each plan. Meetings used to support development of the project plans are covered in Subtask 2.6. Informal meeting support shall be provided as described in Subtask 2.7. All documents shall refer to all monitoring wells by both number and alternate nomenclature.
Subtask 2.1 Tier II Uniform Federal Policy Sampling and Analysis Plan (SAP) One SAP shall be developed and followed for the entire duration of the NBK-Brem Long-Term Monitoring work. Development of the SAP shall be per the UFP-QAPP guidance. The annual SAP shall support environmental sampling and analysis for Long-Term Monitoring (LTM) and Environmental Restoration (ER) work at NBK-Brem. The final format shall be in a three-ring binder to allow breakout for specific field events, updates, and corrections. Graphic representation of conceptual site models for each OU and specific zones of interest shall be included. The SAP shall be developed in internal draft, draft, and final versions. The final will act as the document to which project work is accomplished.
Development of SAP Plans shall include two meetings to ensure regulator and NAVFAC NW RPM acceptance as shown in Subtask 2.6. SAP development shall include regulators, stakeholders, and NAVFAC NW RPM and others as approved by the RPM.
