Long Term Monitoring

Former Distant Early Warning Line Station Point McIntyre, Alaska

INTRODUCTION:

NAVFAC NW is acquiring environmental services to fulfill the annual post-construction monitoring requirements, which will take into account the results and recommended changes to the monitoring program included in the First Five Year Review (Reference 1), at the Former Distant Early Warning (DEW) Line Station at Point McIntyre, Alaska. Sampling requirements for this site have been revised and reduced based on the recommendations made in the First Five-Year Review.

BACKGROUND:

The Former Distant Early Warning (DEW) Line Station at Point McIntyre is location on Gwydyr Bay of the Beaufort Sea, along the arctic coast of Alaska. The site is located approximately 4 miles northwest of the West Dock of Prudhoe Bay and 15 miles northwest of Deadhorse, Alaska. The site occupies approximately 17 acres on relatively flat terrain at an elevation of about 10 feet above mean sea level.

The Point McIntyre DEW Line Station was built during the 1950s by the Department of the Air Force on federal withdrawal land as a supplemental station to the Main DEW Line Station located at Cape Lisburne, Alaska. Several buildings, an airstrip, a fuel tank, and miscellaneous utilities were constructed at the site, which was positioned immediately adjacent to Gwydyr Bay. The Point McIntyre DEW Line Station was deactivated in 1958 and the land was transferred to the Department of the Navy for use as an arctic research station in 1965. Use of the facility ceased in 1980. Demolition of site structures and environmental cleanup of soil contamination at the site was completed in 2004. Following these activities, the Alaska Department of Environmental Conservation (ADEC) concurred with a no further action determination for the site, with the exception of the eroding landfill. Coastal erosion that exposed the shoreline side of the landfill and redistributed debris along the beach was documented in a series of environmental investigation and action documents, culminating in a Feasibility Study (Reference 2), Record of Decision (Reference 3), and Remedial Design (Reference 4).

The chosen remedial alternative for this site was excavation of the eroding landfill on the shoreline, segregation of hazardous and non-hazardous wastes, placement of the non-hazardous waste in a new Freezeback Landfill in the onsite airstrip approximately 1200 feet inland, and offsite disposal of the hazardous wastes. The remedial action activities were conducted in the summer of 2013, 2014, and 2015, and the work is summarized in the 2013 After Action Report (Reference 5), 2014 After Action Report (Reference 6), and 2015 After Action Report Addendum (Reference 7). The first three annual post-construction monitoring events were conducted in the summers of 2015, 2016 and 2017 (References 8 through 10).

OBJECTIVE

The objective of this SLIN is to conduct the annual post-construction monitoring activities as described below.

The PCMP provides descriptions of post-construction activities for site inspections, surveying, groundwater, thermistor, and shoreline erosion monitoring.

The PCMP also describes laboratory analytical testing for groundwater samples collected from specific locations at the former eroding landfill location to assess the quality of water migrating from the former eroding landfill location to Gwydyr Bay (see the Management and Monitoring Approach SAP in Appendix F of Reference 11). The contractor shall meet all the laboratory analytical requirements in Appendix F, but may use a different analytical laboratory and data validators as listed; however, the contractor shall utilize a laboratory that is accredited by both the Environmental Laboratory Accreditation Program (ELAP) and ADEC. Additionally, the contractor is to include costs for shipping samples to the laboratory in their proposal for this SLIN. NOTE: In 2016 the Navy received approval from ADEC to eliminate Hexavalent Chromium and Tributyltin from the groundwater analytical list, so the contractor shall not analyze for these analytes.

The contractor shall utilize level IV data validation (Reference 12) and complete ADEC checklists for this effort. The contractor shall annually update the Management and Monitoring Approach (MMA) SAP (found in Appendix F of Reference 11). This will be done to capture any changes to the MMA SAP (such as utilizing a different laboratory or data validator as listed in the current MMA SAP or utilizing a different laboratory or Analytical Method to accommodate changes in regulatory cleanup standards) that would be necessary for the Navy to effectively manage the site. The contractor shall use Reference 13 as an example of an updated MMA SAP.

In addition to Draft and Final Work Plans, the contractor shall provide the Navy Remedial Project Manager (RPM) with an internal draft Management and Monitoring Approach (MMA) SAP. The Navy RPM will upload the Internal Draft MMA SAP to the NIRIS document review module for the NAVFAC LANT Chemist review. The contractor shall also provide an electronic red-lined Draft Final copy to the Navy RPM and upload it to the NIRIS Document Review Module for final NAVFAC LANT approval.

Provisions are also included in the PCMP for soil sampling in the event that breaches in the Freezeback Landfill containment are observed; however, the soil sampling is NOT part of the scope of this SLIN.

Subtask 0202 Environmental Protection Plan

The contractor shall develop Internal Draft, Draft and Final site-specific Environmental Protection Plan (EPP) that ensures that the work performed by the contractor is in compliance with environmental protection regulations applicable to this project. The EPP shall include a short discussion of the following items: Applicable Regulations, Biological Resources, Spill and Release Procedures, and Training. The contractor shall comply with the Point McIntyre Polar Bear – Human Interaction Plan (Reference 14), North Slope Borough Land Use Permit (Reference 15), and the United States Fish and Wildlife Service (USFWS) Letter of Effect Determination for Threatened and Endangered Species (Reference 16). If the contractor utilizes a different mode of transportation than described in Reference 15 to get to/from the site from the general road system, such as a helicopter, then the contractor shall update the Reference 15 at least 60 days before the field event. The contractor shall submit the revised permit application to the North Slope Borough for approval, and then the contractor shall follow the revised permit. This North Slope Borough permit will expire after the 2019 field work. At this time, the contractor shall submit an application to renew this permit for field work occurring after 2019. If the contractor utilizes a different mode of transportation than described in Reference 16, then the contractor shall notify the government and reinitiate informal consultation with the USFWS to update the Letter of Effect Determination (Reference 16) at least 60 days before the field event.

The contractor will request a new Letter of Authorization (LOA) for Incidental Take for each field event. The contractor shall then comply with the LOA for the duration of each field event. In August 2017, the government received a Letter of Authorization for Incidental Take (Deterrence) of Polar Bears (17-INT-10) from the USFWS Marine Mammal Office for the 2017 field activities at Point McIntyre (Reference 17). The contractor can use this letter as an example for what to expect in a Letter of Authorization for Incidental Take. The contractor shall use the Plans for 2017 Long-Term Monitoring and Inspections, Environmental Protection Plan (Reference 18) as a point of reference for producing the 2019 EPP. For the 2020 and subsequent years’ EPP Plans, the contractor can use the prior year’s EPP as a point of reference for the current year’s EPP.

Subtask 0305 Thermistor Monitoring System Inspection

A total of 14 thermistor strings (140 thermistor points) are installed in the Freezeback Landfill. The layout and details of the thermistor temperature monitoring system is in the 2014 After Action Report (Reference 6). The thermistor strings are connected to a single data logger through cabling that is buried in the waste and exterior containment berms surrounding the Freezeback Landfill. The thermistors automatically collect data (daily) at 12:00 p.m. and 12:00 a.m. (Alaska Daylight Time [AKDT] in summer and Alaska Standard Time [AKST] in winter) and transmit the information to the data logger for storage. The system is telemetered for remote system monitoring using a cell modem and network. The contractor shall ensure that the data logger automatically transmits data to the workstation twice weekly at 12:00 p.m. (AKDT/AKST) on Mondays and Fridays for periodic downloading. At this time, the data is automatically uploaded to a website for the Navy to view the data at all times (www.ptmacthermdata.com).

The contractor shall use only one workstation to perform downloads and collect the raw data, since only one terminal can connect to the modem at any given time. The contractor shall ensure that the thermistor data is downloaded to the datalogger, transmitted to the workstation, and uploaded to the website successfully for the duration of each task order under this SLIN. Refer to Reference 25 and 26 for instructions to setup the datalogger communication for Loggernet and Geoviewer.

Prior to departing Deadhorse, AK, the contractor shall ensure data is being transmitted and uploaded to the website. If data transmissions stop during this task order, the contractor shall notify the government. The contractor shall then investigate why the data transmissions have stopped and provide a remedy to the government.

During the field work, the contractor shall inspect the thermistor cables for damage by walking the length of all installed cable and noting any disturbance or potential breach in the installed transfer cable. The contractor shall include the notes from this inspection in the Land Use Checklist, which is in Appendix A of the PCMP (Reference 11). The contractor shall document the inspection with photographs. The contractor shall notify the NAVFAC NW RPM immediately if any cable is damaged or potentially damaged. The contractor shall replace the batteries in the thermistor data-logger and the telemetry battery power supply (this powers the modem) with the appropriate batteries made provided by RST Instruments. The replacement battery must be fully charged and capable of collecting and transmitting a minimum of one year of data from the thermistor temperature system prior to losing charge at the current data download frequency (twice a day at 12:00 p.m. and 12:00 a.m. [AKDT/AKST]).
